Washington County Prison Board
Washington, PA, September 19, 2007
The Washington County Prison Board Meeting was held in the 71h Floor Conference Room, Courthouse Square
Office Building, Washington, Pennsylvania, with the following members being present: Commissioners Larry Maggi,
Bracken Burns and Diana L. Irey; President Judge Debbie O'Dell Seneca; Controller Mike Namie; District Attorney
John Pettit and Sheriff Sam Romano. Also being present: Warden Joe Pelzer; Scott Fergus, Director of
Administration; Lynn DeHaven; Solicitor; Mary Helicke, Chief Clerk; Linda Belcher, Administrative Assistant;
Barbara Miller and Observer -Reporter and Jim Jefferson, WJPA.
Chairman Maggi called the meeting to order at approximately 11:35 a.m. and entertained a motion to approve
Minute No. 8-P-07.
Moved by Mrs. Irey, seconded by Judge O'Dell Seneca, approving Minute No. 8-P-07 as written. Motion
carried unanimously by the Board signifying their approval by stating "Aye".

WARDEN'S REPORT
Warden Pelzer presented the following information to the Board:
Income from other units for the maintenance of prisoners for August, 2007:

Administrative Fee 2,462.54
U. S. Marshal 1,550.00
Monthly Sub Total 4,412.54

Moved by Mrs. Irey, seconded by Judge O'Dell Seneca, accepting the Warden's Report as per above. Motion
carried unanimously by the Board signifying their approval by stating "Aye".
BILLS
Controller Namie presented to the Board for their consideration and approval the bills for the
month of August 2007 in the amount of $62,453.26.
Moved by Mr. Namie, seconded by Judge O'Dell Seneca, approving the bills for the month of August 2007.
Motion carried unanimously by the Board signifying their approval by stating "Aye". (See list of bills attached hereto
and made a part hereof.)
OLD BUSINESS
None
NEW BUSINESS
President Judge O'Dell Seneca brought to the Board's attention a matter Judge Pozonsky presented to her
regarding the manner in which inmates are released from the correctional facility. She told Judge Pozonsky she would
inform the Prison Board members of this situation and have the matter reviewed and investigated. Warden Pelzer
was directed to review the information and give a written report to the Board members.
Commissioner Irey distributed information given to her from Bill Cain regarding a proposal for a feral kitten
program for inmates at the correctional facility. Some discussion was held regarding a pet program for inmates noting
the facility would not be able to accommodate feral cats. Warden Pelzer stated he would send a letter to Mr. Cain
explaining the procedures and policies regarding animals in the facility.
There being no further business, Chairman Maggi declared the meeting adjourned at approximately
11:40 a.m.
