Washington County Prison Board
Washington, PA, Novemberl4, 2007
The Washington County Prison Board Meeting was held in the 7th Floor Conference Room, Courthouse Square
Office Building, Washington, Pennsylvania, with the following members being present: Commissioners Larry Maggi,
Bracken Burns and Diana L. Irey; President Judge Debbie O'Dell Seneca; Deputy Controller Randy Vankirk; and
District Attorney John Pettit, Absent being: Sheriff Sam Romano. Also being present: Warden Joe Pelzer; Scott
Fergus, Director of Administration; Lynn DeHaven; Solicitor; Mary Helicke, Chief Clerk; Linda Belcher,
Administrative Assistant; Steve Toprani, District Attorney -elect; Mike Aaron, staff member of Steve Toprani; Barbara
Miller and Observer -Reporter and Jim Jefferson, WJPA.
Chairman Maggi called the meeting to order at approximately 11:34 a.m. and entertained a motion to approve
Minute No. 10-P-07.
Moved by Mrs. Irey, seconded by Mr. Burns, approving Minute No. 10-P-07 as written. Motion carried
unanimously by the Board signifying their approval by stating "Aye".

WARDEN'S REPORT
Warden Pelzer presented the following information to the Board:

Moved by Judge O'Dell Seneca, seconded by Mrs. Irey, accepting the Warden's Report as per above. Motion
carried unanimously by the Board signifying their approval by stating "Aye".
BILLS
Deputy Controller Vankirk presented to the Board for their consideration and approval the bills for the
month of October 2007 in the amount of $56,260.10.
Moved by Mr. Vankirk, seconded by Judge O'Dell Seneca, approving the bills for the month of October 2007.
Motion carried unanimously by the Board signifying their approval by stating "Aye". (See list of bills attached hereto •
and made a part hereof.)
OLD BUSINESS
None
NEW BUSINESS
President Judge O'Dell Seneca reported to the Board that she is still waiting to hear word on the matter
of applying for two grants to conduct the mental health court program. She noted if both grants are awarded, she will
be moving forward with this concept. Some discussion was held on the many benefits of having a program of this kind.
There being no further business, Chairman Maggi declared the meeting adjourned at approximately
11:40 a.m.
