Shober, Jr.; Judge John DiSalle; Controller Mike Namie; District Attorney Gene Vittone; and Sheriff Sam Romano. Also present: Warden Ed Strawn; Solicitor J. Lynn DeHaven; Finance Director Joshua J. Hatfield; Human Resources Director Shelli Arnold; Deputy Controller Cathy Sams; Chief Clerk Cindy Griffin; Administrative Assistant Joyce Thornburg; and Observer -Reporter representative Barbara Miller. Mr. Maggi called the meeting to order at approximately 11:31 a.m. Mr. Maggi asked if there were any corrections, additions or omissions to Minute No. PB 4-17-19, dated April 17, 2019, each member having received a copy. It was moved by Mr. Namie and seconded by Mrs. Vaughan that Minute No. PB 4-17-19, be approved. The motion was carried unanimously with the Board signifying their approval by stating "Aye". PUBLIC COMMENTS None. This contract extension will be effective through June 30, 2020, and is under the same terms and conditions as the original contract. Warden Strawn recommended to the Board, on behalf of the Washington County Correctional Facility, to extend the bid for coffee service for various departments with JD Marra Hotel & Restaurant Service, Washington, PA, based on the bid proposal through July 31, 2020. 204 MINUTE BO0K PRISON BOARD IMR LIMITED E1316649LD WASHINGTON COUNTY, PENNSYLANIA Warden Strawn recommended to the Board, on behalf of the Washington County Correctional Facility, to approve the promotion of Kyrie Kenyon from full-time Correction Officer to Alternative Sentencing Coordinator which is a vacant position. Kyrie Kenyon has been with the correctional facility for four years. Warden Strawn recommended to the Board, on behalf of the Washington County Correctional Facility, to approve the hiring of the following applicants for the positions of part-time Correction Officer; full-time LPN; and full-time and temporary Inmate Account Supervisor: Cameron Fuller - PT Correction Officer Matthew Kalich - PT Correction Officer Courtney Ashcom - PT Correction Officer Charlene Taylor - PT Correction Officer Mitchell Zavallo - PT Correction Officer Mathew Harps - PT Correction Officer Dwayne Hampson - PT Correction Officer Joshua Green - PT Correction Officer Derrick Hook - PT Correction Officer Ashley Lutska - PT Correction Officer Marsha O'Hare - FT LPN Alex Colaizzi - PT Correction Officer Tristan Cooley - PT Correction Officer Jonah Green - FT Inmate Account Supervisor Create one full-time temporary position of Inmate Account Supervisor effective May 20, 2019 through May 31, 2019, at the daily rate of $165.6602. Jonah Green will take the full-time position, and the person holding this position will move into the temporary position until his official retirement date in order to provide training. This will be abolished effective June 1, 2019. It was moved by Mrs. Vaughan and seconded by Mr. Romano, approving the Warden's Report. The motion was carried unanimously with the Board signifying their approval by stating "Aye". BILLS Mr. Namie presented to the Board for their consideration and approval of the bills dated May 15, 2019, in the amount of $125,890.60. It was moved by Mr. Namie and seconded by Mr. Shober, approving the bills dated May 15, 2019. The motion was carried unanimously with the Board signifying their approval by stating "Aye". (See list of bills attached hereto and made a part hereof.) OLD BUSINESS None. NEW BUSINESS Judge DiSalle initiated a discussion to propose the creation of a long-range strategic planning committee for the correctional facility. Judge DiSalle met with the Washington Drug and Alcohol Commission and with Adult Probation with regard to pre-trial services to discuss what more could be done. He stated that the focus on the front end is to get inmates out of the facility and into treatments and treatment courts sooner and to expedite referrals, while on the back end to improve re-entry programs and to take actions that will help to reduce recidivism. In between would involve discussions with regard to mental health and medical treatment along with ascertaining approaches to retain employees and correction officers. Judge DiSalle suggested that he is willing to serve on the committee. Mr. Maggi, Mrs. Vaughan and Mr. Shober stated that they would serve and the suggestions for other committee members or representatives from the respective offices include Sheriff Romano, Warden Strawn, District Attorney Vittone, Scott Fergus (Washington County Director of Administration), Jon Ridge (Washington County Adult Probation) and Erich Curnow (Washington Drug and Alcohol Commission). Mr. Namie stated that during the recent Controller's conference he had heard that a specific u 1 LJ Pennsylvania county was having positive results from that county's opioid court and that the inmate 205 1 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLANIA IMR LIMITED E1$16@49LD population had been significantly reduced. Judge DiSalle responded that the program is similar to Washington County's drug court termed the "Restrictive Treatment Program". Most participants in the program are opioid dependent. Washington County also operates the dui court for dui offenders with alcohol dependency as well as mental health court and veteran's court. Judge DiSalle stated that the programs have been proven to reduce recidivism and proven in our county as well which is why there should be efforts to improve the system to get the inmates out of the jail and into these programs quicker by expediting the referrals. District Attorney Vittone mentioned the County's Vivitrol program, and Judge DiSalle explained that the Vivitrol program is more of a re-entry program. Before inmates leave the correctional facility, they are set up with treatment. Vivitrol is an opioid blocker for opioid dependent people. Sheriff Romano directed a question to Warden Strawn as to the effectiveness of the Vivitrol program. Warden Strawn's response was that this program is successful for those individuals who are ready for this treatment option and that the Vivitrol program is selectively offered at no cost to the county. Mrs. Vaughan stated that she had attended a CCAP conference where she learned of a new trend with behavioral health assessments and treatments through video-conferencing. A few counties in Pennsylvania who have used these services have reported benefits from the programs which have included cost reductions for prescribed medications. Judge DiSalle stated that PrimeCare provides telepsyche services to Washington County and that the Veterans Administration uses telepsyche as well which offers a solution to the shortage of psychiatrists in our area and across the country. Warden Strawn added that in addition to PrimeCare providing the video service, it also has a representative available on site. Mr. Maggi suggested that Judge DiSalle put something together as Judge DiSalle would like to get the committee started as soon as possible. In closing, Judge DiSalle stated that he will circulate some dates, and Mr. DeHaven stated that there was no need to make a separate motion for the proposal to form this committee.
