HomeMy WebLinkAboutCOMM - Meeting Minutes - PB 6-19-19 - 6-19-2019 - PRISON BOARD207 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLANIA IMR LIMITED E13165491,n Minute No. PB 6-19-19 June 19, 2019 The meeting of the Washington County Prison Board was held in the Washington County Correctional Facility, 100 West Cherry Avenue, Washington, Pennsylvania, with the following members being present: Commissioners Larry Maggi; Diana Irey Vaughan and Harlan G. Shober, Jr.; Judge John DiSalle; Deputy Controller Cathy Sams; Sheriff Sam Romano; and District Attorney Gene Vittone. Also present: Warden Ed Strawn; Solicitor J. Lynn DeHaven; Finance Director Joshua J. Hatfield; Human Resources Director Shelly Arnold; Chief Clerk Cindy Griffin; and Administrative Assistant Joyce Thornburg; Executive Secretary Joy Orndoff, and Observer Reporter representative Barbara Miller. Mr. Maggi called the meeting to order at approximately 11:33 a.m. Mr. Maggi asked if there were any corrections, additions or omissions to Minute No. PB 5-15-2019, dated May 15, 2019, each member having received a copy. It was moved by Mrs. Vaughan and seconded by Mrs. Sams that Minute No. PB 5-15-19, be approved. The motion was carried unanimously with the Board signifying their approval by stating „Aye„ PUBLIC COMMENTS None. WARDEN'S REPORT Warden Strawn presented the following information to the Board: Income from Other Units for the Maintenance of Inmates for Mav 2019 Administrative Fee $ 13,132.33 Social Security $1,000.00 Tylenol/Medical Reimbursement $148.08 + Monthly sub -total $14,280.41 Year-to-date grand total $64,302.16 Proeram Fees and Room and Board Income for Mav 2019 Billed Collected Work Release Inmates $14,175.00 $12,281.00 Weekend Inmates $550.00 $550.00 Monthly sub -total $14,725.00 $12,831.00 Year-to-date grand total $66,625.00 $59,715.75 Status of Inmates Confined at the End of May 2019 Male Female Total Full-time Inmates 25 4 29 Work Release Inmates 33 4 37 Weekend Inmates 3 0 3 Unsentenced Inmates Awaiting Sentencing and/or Trial 256 58 314 Total Inmates 317 66 383 Male Female Total Examinations Performed by the Physician 58 34 92 New Commitments 8 Repeat Patients 84 Medical Transports Performed by the Sheriff 53 Contracted Housing Fee/Month $0.00 Year-to-date grand total $0.00 WARDEN'S REPORT Warden Strawn recommended to the Board, on behalf of the Washington County Correctional Facility, to approve an extension of the yearly agreement with Prime Care Medical, Harrisburg, PA, for the purpose of providing mental health services at the correctional facility. The current term allows for a 3% increase for a total of $21,218.00 per month to be funded via Human Services operating budget. This contract will be effective through June 30, 2020, with a one year option unless terminated pursuant to the terms of the agreement. This extension is contingent upon approval at the Board of Commissioners' meeting to be held June 19, 2019, Minute No. 1085. afee MINUTE BOOK PRISON BOARD IMR LIMITED E1316649LD WASHINGTON COUNTY, PENNSYLANIA Warden Strawn recommended to the Board, on behalf of the Washington County Correctional Facility, to hire the following applicants as part-time correctional officers: Daniel Hess Brooks Johnson Shaylee Rigby Rachel Milchak Arthur Williams Samantha Thomas Kieran Phoenix Derick Heyward Rakeem Jones Michael Gaines Lucas Tokarczyk Bill Foutz Jamie Derkach Stephanie Ketchum Sam Caldwell Ashley Cairns It was moved by Mr. Shober and seconded by Mrs. Vaughan, approving the Warden's Report. The motion was carried unanimously with the Board signifying their approval by stating "Aye". BILLS Mrs. Sams presented to the Board for their consideration and approval of the bills dated June 19, 2019, in the amount of $176,025.50. It was moved by Mrs. Sams and seconded by Mr. Shober, approving the bills dated June 19, 2019. The motion was carried unanimously with the Board signifying their approval by stating "Aye". (See list of bills attached hereto and made a part hereof.) OLD BUSINESS Judge DiSalle stated that he circulated an email regarding a special organizational committee to hear recommendations of strategic planning for the correctional facility. Erich Curnow of Drug and Alcohol Commissioner has responded to the email, but Judge DiSalle will wait for additional responses so that he can proceed in scheduling a preliminary meeting. Warden Strawn called an executive session at 11:36 a.m. to discuss personnel needs and concerns of the facility.
