Salary Board Minute No. SB 11-21-19 Washington County Commissioners
Washington, Pa., November 21, 2019
The Washington County Salary Board met in session in the Public Meeting Room of the Courthouse
Square Office Building, Washington, Pennsylvania, for the purpose of reconvening with the following
members being present: Commissioners Larry Maggi, Diana Irey Vaughan, and Deputy Controller Cathy
Sams; absent Commissioner Harlan G. Shober, Jr. and Controller Mike Namie. Also being present: Solicitor
J. Lynn DeHaven; Chief Clerk Cynthia Griffin; Administrative Assistant Joyce 'Thornburg; Executive
Secretaries Joy Orndoff and Randi Marodi; Human Resources Director Shelli Arnold; Building and Grounds
Director Justin Welsh and Observer -Reporter Publishing Co. representative Barbara Miller.
Chairman Maggi called the meeting to order at approximately 10:14 a.m.
Moved by Mrs. Vaughan, seconded by Mrs. Sams, approving Minute No. SB 10-17-19 dated
October 17, 2019, as written.
Roll call vote taken:
Mrs. Vaughan — Yes; Mr. Maggi — Yes; Mrs. Sams — Yes.
Motion carried unanimously.
PUBLIC COMMENT
None.
FOR THE BOARD'S CONSIDERATION
CLERK OF COURTS
Mrs. Vaughan presented to the board on behalf of Frank Scandale, Clerk of Courts, Enforcement
Officer to Courts Collections Officer; title change for one (1) full-time salaried position effective 11 /21 /19.
Mrs. Vaughan presented to the board on behalf of Frank Scandale, Clerk of Courts, Enforcement
Officer to Courts Collections Officer; title change for one (1) part-time salaried position effective 11 /21 /19.
Moved by Mrs. Vaughan; seconded by Mrs. Sams, approving the foregoing personnel request.

Mrs. Vaughan - Yes; Mr. Maggi — Yes; Mrs. Sams — Yes.
Motion carried unanimously.
LEAVES OF ABSENCES —October 17. 2019 to November 20, 2019
Chairman Maggi noted for the record the following leaves of absences:
Tiffany Hoye, Data Analyst II, FMLA maternity, 11/13/19 to 02/05/20.
Chairman Maggi stated for the record, items noted during 2019 were incorporated into the Salary
Book. It is the consensus of the Salary Board that any procedural errors in the 2019 salary schedule book
may be corrected administratively by Human Resources.
