King. Also present: Director of Human Resources Shelli Arnold, Solicitor Lynn DeHaven, Director of Administration Scott Fergus, Chief Clerk Cindy Griffin, Director of Finance Joshua Hatfield, Secretary Paula Jansante, and Sam Frymier and Lee Martin, Ph.D. representing Marquette Associates. Approval of Minutes Mr. Maggi entertained a motion to approve Minute No. 273 dated February 21, 2019. The motion was moved by Mr. Namie and seconded by Mrs. Vaughan that the above -mentioned minutes be approved as written. No discussion followed. Roll call vote taken: Mr. Namie — yes; Mr. King — yes; Mr. Shober — yes; Mrs. Vaughan — yes; Mr. Maggi — yes. Motion passed unanimously. Public Comment None. Treasurer's Report Mr. King stated that for February and March 2019, the bank balance was reconciled to zero. It was moved by Mr. King and seconded by Mr. Namie that the report be approved. New Business Portfolio Presentation — Lee Martin, Ph.D. — Marauette Associates Mr. Martin began with a brief update on the firm stating that Marquette Associates has had a great start to 2019 adding over $30 billion in assets and 18 new clients. In the 1 St quarter, GDP came in at over 3 %, well above expectations and unusual for a 1st quarter. What helped the markets was the Fed's decision not to raise rates. The manufacturing sector has positive PMI numbers indicating that the U.S. is still in expansion mode. Globally, there was a slowdown in both the developed world and emerging markets last year. Although there was an uptick in the 1 st quarter of 2019 in emerging markets, growth has since slowed due to the tariffs. For the quarter, U.S. equities were up 14%, about 2.5% above international equities. Bonds were also up, about 3%, inflation sensitive assets outperformed the broad fixed income market, commodities rallied, up 6.3%, and REITs were up over 17%. Detractors were the more defensive -type sectors. The County's portfolio finished the quarter at $166 million, up about 7.9% but behind the policy index. What worked well was fixed income, growth equities, and small cap equities; what didn't work as well was the timing of the transition at the beginning of the quarter and the defensive position of the portfolio. Mr. King excused himself from the meeting at this time due to a prior commitment. Mr. Martin concluded his presentation with a brief discussion of the OPEB portfolio stating that the fund finished the quarter at $18 million, up 9%, with a gain of about $1.5 million for the quarter and $4.5 million since inception.
