Minute No. PB 11-20-19 November 20, 2019
The meeting of the Washington County Prison Board was held in the 7th floor conference
room, Courthouse Square, Washington, Pennsylvania, with the following members being present:
Commissioners Larry Maggi; Diana Irey Vaughan and Harlan G. Shober, Jr; Sheriff Sam Romano; Judge
John DiSalle; District Attorney Gene Vittone and Deputy Controller Cathy Sams. Also present:
Warden Ed Strawn; Solicitor J. Lynn DeHaven; Human Resources Director Shelli Arnold; Chief Clerk
Cindy Griffin; Administrative Assistant Joyce Thornburg; and Observer Reporter representative
Barbara Miller.
Mr. Maggi called the meeting to order at approximately 11:30 a.m.
Mr. Maggi asked if there were any corrections, additions or omissions to Minute No. PB 10-16-
19, dated October 16, 2019, each member having received a copy.
It was moved by Mrs. Vaughan and seconded by Mr. Romano that Minute No. PB 10-16-19, be
approved. The motion was carried unanimously with the Board signifying their approval by stating
"Aye".

WARDEN'S REPORT
Warden Strawn presented the following information to the Board:

WARDEN'S REPORT
Warden Strawn recommended to the Board to enter into a contract with Sprague Energy,
Washington, PA, for providing and delivering fuel for county facilities. All prices are based on the
OPIS Daily Oilgram Price plus the firm differential price per gallon. This contract will be effective
January 1, 2010 through December 31, 2024. The county reserves the right to cancel this contract
with 30 days written notice to the vendor.
Warden Strawn recommended to the Board to approve the bid contract for mattresses to
Chestnut Ridge Foam, Inc., Latrobe, PA, for the per unit cost of $114.33 per mattress. Estimated total cost

WASHINGTON COUNTY, PENNSYLANIA
during the five-year contract period is $40,015.50. Bid responses were reviewed and recommended for award
by Paul Krajacic, of the Washington County Correctional Facility and the Washington County Purchasing
Department. This contract will be in effect from January 1, 2020 through December 31, 2024. The contract is
being awarded to the lowest most responsible and responsive bidder meeting specifications.
Mrs. Vaughan asked the Warden if the mattress bid was for routine replacement, and the
Warden acknowledged that it was. Mrs. Vaughan's follow up question was if the facility still had the
boats (temporary bedding). The Warden replied that the facility still has the bedding units but that
there are no longer as many in use.
Warden Strawn recommended to the Board to approve the extension of the current pharmacy services
contract with Health Direct Pharmacy Services, Syracuse, NY, with locations in Washington and Claysville, PA,
(formerly Curtis Pharmacy LTC Services, Washington, PA). This contract extension will be effective on a
month -to -month basis beginning on November 1, 2019, and abides by the same terms and conditions as the
original contract and based on Brand Products AWP - 20%, Generic Products AWP - 80%, however not to fall
below cost.
NEW HIRE
Warden Strawn recommended to the Board to approve the hiring of Ashlea Presto as a part-
time LPN in the Washington County Correctional Facility.
It was moved by Mr. Shober and seconded by Mrs. Vaughan, approving the Warden's Report.
The motion was carried unanimously with the Board signifying their approval by stating "Aye".
BILLS
Mrs. Sams presented to the Board for their consideration and approval of the bills dated
November 20, 2019, in the amount of $16S,807.78.
It was moved by Mrs. Sams and seconded by Mrs. Vaughan, approving the bills dated
November 20, 2019. The motion was carried unanimously with the Board signifying their approval
by stating "Aye". (See list of bills attached hereto and made a part hereof.)

None.
There being no further business, Mr. Maggi declared the meeting adjourned at approximately
11:34 a.m.
