HomeMy WebLinkAboutCOMM - Meeting Minutes - PB 12-18-19 - 12-18-2019 - PRISON BOARD221 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLANIA 'J 1 [MR LIMITED E1316649LD Minute No. PB 12-18-19 December 18, 2019 The meeting of the Washington County Prison Board was held in the Washington County Correctional Facility,100 West Cherry Avenue, Washington, Pennsylvania, with the following members being present: Commissioners Larry Maggi; Diana Irey Vaughan and Harlan G. Shober, Jr; Judge John DiSalle; Controller Mike Namie; Sheriff Sam Romano; and District Attorney Gene Vittone. Also present: Warden Ed Strawn; Solicitor J. Lynn DeHaven; Finance Director Josh Hatfield; Deputy Controller Cathy Sams; Human Resources Director Shelli Arnold; Chief Clerk Cindy Griffin; Administrative Assistant Joyce Thornburg; Executive Secretaries Joy Orndoff, Marie Trossman and Randi Marodi; and Observer Reporter representative Barbara Miller. Mr. Maggi announced that Solicitor J. Lynn DeHaven submitted his letter of resignation effective at the end of this year's term. Mr. DeHaven stated that he appreciated the opportunity to serve and that his resignation was with mixed emotions. Mr. Maggi added that Mr. DeHaven has provided good counsel for 16 years and that his counsel has been appreciated. Mr. Maggi called the meeting to order at approximately 11:36 a.m. Mr. Maggi asked if there were any corrections, additions or omissions to Minute No. PB 11-20-19, dated November 20, 2019, each member having received a copy. It was moved by Mr. Namie and seconded by Mrs. Vaughan that Minute No. PB 11-20-19, be approved. The motion was carried unanimously with the Board signifying their approval by stating „Aye„ PUBLIC COMMENTS None. WARDEN'S REPORT Warden Strawn presented the following information to the Board: Income from Other Tjnits for the Maintenance of Inmates for November 2019 Administrative Fee $ 9,397.05 Social Security 200.00 Tylenol/Medical Reimbursement $54.90 Monthly sub -total $9,651.95 Year-to-date grand total $136,575.52 Program Fees and Room and Board Income for November 2019 Billed Collected Work Release Inmates $12,994.00 $12,035.00 Weekend Inmates $200.00 $200.00 Monthly sub -total $13,194.00 $12,235.00 Year-to-date grand total $174,882.00 $166,299.75 Status of Inmates Confined at the End of November 2019 Male Female Total Full-time Inmates 19 6 25 Work Release Inmates 23 6 29 Weekend Inmates 1 0 1 Unsentenced Inmates Awaiting Sentencing and/or Trial 260 58 318 Total Inmates 303 70 373 Male Female Total Examinations Performed by the Physician 38 22 60 New Commitments 2 Repeat Patients 58 Medical Transports Performed by the Sheriff 33 Contracted Housing Fee/Month $0.00 Year-to-date grand total $0.00 WARDEN'S REPORT Warden Strawn recommended to the Board to approve the renewal agreement for legal research with Lexis Nexis to provide legal research for the inmates Law Library at a cost of $7,392 222 MINUTE BOOK PRISON BOARD IMR LIMITED E1316649LD WASHINGTON COUNTY, PENNSYLANIA per year (three years) funded from the correctional facility's operating budget. This agreement will be effective December 1, 2019 through November 30, 2022. The service is a stand-alone system with no books or CDs. Mr. Namie asked Warden Strawn if this was something that could be funded from the Inmate Welfare Account. Warden Strawn's response was that the County did so years ago at the old correctional facility but was sued. The County lost the suit which determined that the operating budget shall fund this service. It was also determined that a law library needed to be provided within the correctional facility which was also funded through the operating budget. Judge DiSalle asked if this subscription was included with the subscription for the courthouse law library. Warden Strawn responded that they were separate agreements but that the agreement is a good deal for the County. Warden Strawn recommended to the Board to enter into a renewal agreement with the PA District Attorneys Institute (PDAI) for the maintenance and continuance of the PA Statewide Automated Victim Information & Notification (SAVIN) program. This program was provided to the correctional facility through PCCD (PA Commission on Crime & Delinquency) grant funds for the purposes of victim notification. The SAVIN program automatically notifies a victim 24/7 of an offender's escape, subsequent apprehension, date of release, work release, etc. PCCD will pay 100% of the maintenance and service fees for 2020 with no cost incurred for Washington County. Washington County will pay 0% of the maintenance fees. This agreement will be effective January 1, 2020 through December 31, 2020. It was moved by Mr. Shober and seconded by Mrs. Vaughan, approving the Warden's Report. The motion was carried unanimously with the Board signifying their approval by stating "Aye". BILLS Mr. Namie presented to the Board for their consideration and approval of the bills dated December 18, 2019, in the amount of $100,191.62. It was moved by Mr. Namie and seconded by Mrs. Vaughan, approving the bills dated December 18, 2019. The motion was carried unanimously with the Board signifying their approval by stating "Aye". (See list of bills attached hereto and made a part hereof.) OLD BUSINESS None. NEW BUSINESS None. Warden Strawn called an executive session at 11:41 a.m. to discuss personnel.
