Also being present: The Rev. Laura Saffel, Liberty and Amity United Methodist Church, Amity, Pa.; Jana Grimm; Chief of Staff John Haynes; Chief Clerk Cynthia Griffin; Administrative Assistant Joyce Thornburg; Executive Secretaries Marie Trossman, Joy Orndoff and Patrick Geho; Human Resources Director Shelli Arnold; President Judge Katherine B. Emery; District Attorney Gene Vittone; Sheriff Sam Romano; Court Administrator Patrick Grimm; Prothonotary Laura Hough; Register of Wills James Roman; Deputy Treasurer Lisa Carpenter; Clerk of Courts Brenda Davis; Recorder of Deeds Debbie Bardella; Public Defender Glenn Alterio; Coroner Tim Warco; Veterans Affairs Director Susan Meighen; Finance Director Josh Hatfield; Observer -Reporter representative Barbara Miller; WJPA representatives Bob Gregg and Bruce Sakalik; and concerned citizens Dave Ball, Sue Orrick and Teamsters 585 representative Harold Close. Chairman Maggi read a prepared statement as his last official duty as chairman of the Salary Board, prior to the appointments of new officers. He stated it's been his honor and pleasure to serve as commissioner and chair. It's been a privilege to serve with the new chair, Diana Irey Vaughan, and also Bracken Burns and Harlan Shober. He stated he's looking forward to working with his new colleague, Commissioner Nick Sherman. Mr. Maggi mentioned the successes are because of the commissioners and not just one. This is a team and not individuals. He stated he did his best to keep government out so the private sector could create jobs. Mr. Maggi stated although they are elected officials, he tried taking politics and favoritism out of the decision -making process. He stated he looks forward to continuing his services to the people of Washington County, along with the new chair, Diana Irey Vaughan, and new colleague, Nick Sherman. He wishes the best for them over the next four years. Chairman Maggi called the meeting to order at approximately 10:04 a.m. Moved by Mr. Sherman, seconded by Mr. Maggi, approving Minute No. SB 12-19-19 dated December 19, 2019, as written. Roll call vote taken: Mr. Shober — Yes; Mrs. Vaughan — Yes; Mr. Maggi — Yes; Mr. Namie — Yes. Motion carried unanimously. The Rev. Laura Soffal led the meeting in prayer. NOMINATION OF OFFICERS Moved by Mr. Sherman, seconded by Mr. Maggi naming Mrs. Vaughan as Chair of the Salary Board. Roll call vote taken: Mr. Sherman — Yes; Mrs. Vaughan — Yes; Mr. Maggi — Yes; Mr. Namie — Yes. Motion carried unanimously. PUBLIC COMMENT None. MOTION FOR 2020 WAGES Moved by Mr. Sherman, seconded by Mr. Maggi, to approve the 2020 wages on the respective departmental salary schedules which reflect the negotiated wage increases for union employees as negotiated with the Service Employees International Union (SEIU) 668, the Pennsylvania Social Services Union (PSSU) Local 668, the Deputy Sheriffs Association of Washington County Local 900, IUPA, AFL-CIO (DPSA), the National Correctional Employees Union (NCEU), and the American Federation of State, County and Municipal Employees, District Council84 (AFSCME — Probation Officers). The salaries of the Service Employees International Union (SEIU) Court Appointed/Court Related 668 will remain the same as in 2019 since a contract agreement has not been reached. The salaries of the Teamsters 249 (District Attorneys and Public Defenders) will remain the same as in 2018 since a contract agreement has not been reached. Moved by Mr. Sherman, seconded by Mr. Maggi, approving that the salaries of the Service Employees International Union (SEIU) Court Appointed/Court Related 668 will remain the same as in 2019 and the salaries of the Teamsters 249 (District Attorneys and Public Defenders) will remain the same as in 2018. Booking Center, Booking Center Monitor, $35,057.00/year; create one full-time non -union position of Booking Center Monitor effective 1/ 1 /20. Juvenile Probation, Job Training Program Site Monitor, Matthew Boardly $35,821.58/year increased to $36,048.558/year; Craig Resnik $34,778.22/year increased to $36,048.558/year; Alexander Machak $32,781.81 /year increased to $36,048.558/year; increase in salary for the full-time salaried positions effective 1 / 1 /20. The requested salary includes any increase that maybe approved by the Salary Board for 2020 for non -union employees. Moved by Mr. Sherman, seconded by Mr. Maggi, approving the salaried employees' 2019 rates will reflect a 3% across the board increase effective retroactive to January 1, 2020. This is in accordance with the budget allotment assigned to each department. Salaried employees hired during 2019 that are eligible to receive a 3% across the board increase will receive it on their anniversary date.
