HomeMy WebLinkAboutCOMM - Meeting Minutes - PB 2-5-20 - 2-5-2020 - PRISON BOARD227 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLANIA IMR LIMITED E131664%.I) Minute No. PB 2-5-20 February 5, 2020 The meeting of the Washington County Prison Board was held in the 7th floor conference room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Diana Irey Vaughan, Nick Sherman and Larry Maggi; Sheriff Sam Romano; and Controller Mike Namie. Absent from the meeting: judge John DiSalle and District Attorney Gene Vittone. Also present: Warden Ed Strawn; First District Attorney Dennis Paluso; Solicitor Jana Grimm; Chief of Staff John Haynes; Finance Director Joshua Hatfield; Human Resources Director Shelli Arnold; Deputy Controller Cathy Sams; Chief Clerk Cindy Griffin; Executive Secretary Patrick Geho; Administrative Assistant Joyce Thornburg; and Observer Reporter representative Barbara Miller. Mrs. Vaughan called the meeting to order at approximately 11:32 a.m. Mrs. Vaughan asked if there were any corrections, additions or omissions to Minute No. PB 1-22-20, dated January 22, 2020, each member having received a copy. It was moved by Mr. Sherman and seconded by Mr. Maggi that Minute No. PB 1-22-20, be approved. The motion was carried unanimously with the Board signifying their approval by stating "Aye". PUBLIC COMMENTS None. WARDEN'S REPORT Warden Strawn reported that the body scanner was installed from October 29 through October 31, 2019; the DEP certificate was received on December 4, 2019; the body scanner was activated on December 31, 2019; and the DEP re -inspected again and the scanner passed on January 23, 2019. The inspection is required as part of the DEP radiation protection program. So far, there have been 1,546 scans, and 282 inmates were flagged. Of those flagged, three pertained to issues of contraband that included tobacco and a lighter found on an inmate returning from work -release; 20+ pills detected hidden in an inmate's body cavity including Neurontin; and 2 stamped bags of heroine discovered in an inmate's undergarment. The contraband was all turned over to the Washington City Police. The Warden explained that if the contraband is concealed internally such as in an imate's body cavity, the situation becomes a medical issue. In such a circumstance, the nurse is called, and the inmate is transported to the hospital to have the contraband removed. If any items are detected through the scanning process, the inmate is photographed to support identification. The Warden thanked the board for approving the scanner. OLD BUSINESS None. NEW BUSINESS None. Mrs. Vaughan and Warden Strawn called an executive session at 11:36 a.m. to discuss personnel.
