Washington County Commissioners
Washington, PA, January 23, 2020
The Sinking Fund Commission of the County of Washington met on Thursday,
January 23, 2020, at approximately 10:30 a.m. in the Public Meeting Room of the
Courthouse Square Office Building, Washington, Pennsylvania, with the following members
being present: Commissioners Diana Irey Vaughan, Larry Maggi and Nick Sherman;
Treasurer Tom Flickinger; and Controller Michael Namie. Also being present: Chief of Staff
John Haynes; Solicitor Jana Phillis Grimm; Finance Director Joshua J. Hatfield; Chief Clerk
Cynthia Griffin; Administrative Assistant Joyce Thornburg; Executive Secretaries Marie
Trossman and Patrick Geho; Register of Wills James Roman; Observer -Reporter
representative Barbara Miller; and WJPA representative Joe Jasek.
ADDointment of Officers
Moved by Mr. Sherman, seconded by Mr. Maggi, to appoint Mrs. Vaughan as Chair of
the Sinking Fund Commission.
Roll call vote taken:
Mr. Namie - Yes; Mr. Flickinger - Yes; Mr. Maggi - Yes; Mr. Sherman - Yes;
Mr. Vaughan- Yes.
Motion carried unanimously.
Moved by Mrs. Vaughan, seconded by Mr. Flickinger, to appoint Mr. Sherman as Vice
Chair and to appoint Mr. Namie as Secretary of the Sinking Fund Commission.

Mr. Namie - Yes; Mr. Flickinger - Yes; Mr. Sherman - Yes; Mr. Maggi - Yes;
Mrs. Vaughan- Yes.
Motion carried unanimously.
ADDroval of Minutes
Mrs. Vaughan entertained a motion to approve Minute No. 53 dated January 16,
2019.
Moved by Mr. Sherman, seconded by Mr. Maggi, to approve Minute No. 53 as
written.

Mr. Namie - Yes; Mr. Flickinger - Yes; Mr. Sherman - Yes; Mr. Maggi - Yes;

Motion carried unanimously.
ADDroval of 2020 Debt Service Payments
Mrs. Vaughan entertained a motion on the approval of 2020 Debt Service Payments
beginning on March 1, 2020 and ending on September 1, 2020. Debt Service Fund totals for
the year are $3,792,146.

Moved by Mr. Sherman, seconded by Flickinger, to approve the 2020 Debt Service
Payments.

Mrs. Vaughan - Yes.
Motion carried unanimously.

It was noted for the record that all members of the Sinking Fund Commission have
been provided with additional documents dealing with the recent debt obligations through
the year 2033. These documents are available for review in the Finance Department.
There being no further business, Mrs. Vaughan declared the meeting adjourned at
approximately 10:33 a.m.
