HomeMy WebLinkAboutCOMM - Meeting Minutes - SB 4-1-20 - 4-1-2020 - SALARYMINUTE 365 SALARY BOARD [MR LIMITED E1316649LD Salary Board Minute No. SB 4-1-20 WASHINGTON COUNTY, PENNSYLANIA Washington County Commissioners Washington, Pa., April 1, 2020 The Washington County Salary Board met via teleconference, for the purpose of reconvening with the following members being present: Commissioners Diana Irey Vaughan, Larry Maggi, Nick Sherman and Controller Mike Namie. Also being present: Solicitor Jana Grimm; Chief of Staff John Haynes; Finance Director Josh Hatfield; Human Resources Director Shelli Arnold; Chief Clerk Cindy Griffin; Executive Secretary Marie Trossman; Administrative Assistant Joyce Thornburg and Observer -Reporter representative Barbara Miller. Mrs. Vaughan called the meeting to order at approximately 1:49 p.m. Moved by Mr. Sherman, seconded by Mr. Namie, approving Minute No. SB 3-18-20 dated March 18, 2020, as written. Roll call vote taken: Mr. Sherman — Yes; Mr. Maggi — Yes; Mrs. Vaughan — Yes; Mr. Namie — Yes. Motion carried unanimously. PUBLIC COMMENT None. FOR THE BOARD'S CONSIDERATION HUMAN SERVICES Human Services/HC Administrator title change to Human Services Director; for one full time salaried position effective retroactive to 3/19/20. Moved by Mr. Sherman; seconded by Mr. Namie, approving the foregoing personnel request. Roll call vote taken: Mr. Sherman — Yes; Mr. Maggi — No; Mrs. Vaughan — Yes; Mr. Namie — Yes. Motion carried. TO BE NOTED FOR THE RECORD: Mr. Maggi acknowledged that what was before the Board was a position title change, however, his reasoning for voting no on the motion is that the salary for the position is remaining unchanged. He further explained that he does not hold anything against having the position but feels that given the current crisis that it is bad timing to be giving a $17,000 raise to someone. TO BE NOTED FOR THE RECORD: Mrs. Vaughan stated that this was the salary for this position, and was already discussed by the prior board, and that if the former director, Tim Kimmel, would have stayed with the county rather than going with the new health center owner, he would have been retained as Human Services Director and this salary would have increased by 3% each year. TO BE NOTED FOR THE RECORD: Mr. Namie stated that while there is a discussion on the salary of the Human Services Director position, the vote before the Board is a title change only. The salary is not before the Board because it is the same salary that was previously approved for the vacant position. TO BE NOTED FOR THE RECORD: Mrs. Vaughan stated that all three commissioners, prior to this day, had approved the salary slip, and that it was personally signed by Mr. Maggi and approved via email by Mr. Sherman and herself. Mr. Maggi acknowledged that he signed the salary slip, however, it was done by mistake as he thought it was for the title change only and not for the salary assigned to the position. BEHAVIORAL HEALTH AND DEVELOPMENTAL SERVICES Acting BHDS Administrator; abolish one temporary full time salaried position effective 4/1/20. MH/MR Administrator title change to BHDS Administrator and reduction in salary from $94,100.09/year to $86,500.00/year; for one full time salaried position effective 4/1/20. Moved by Mr. Sherman; seconded by Mr. Namie, approving the foregoing personnel request. Roll call vote taken: Mr. Sherman — Yes; Mr. Maggi — Yes; Mrs. Vaughan — Yes; Mr. Namie — Yes. Motion carried unanimously. RMe SALARY BOARD IMR LIMITED E1316649LD MINUTE BOOK WASHINGTON COUNTY, PENNSYLANIA TO BE NOTED FOR THE RECORD: Mrs. Vaughan clarified that page two of For The Board's Consideration is to abolish one temporary full time salaried position of the acting BHDS Administrator and the second item is a reduction in salary for one full time salaried position and title change effective 4/1 /20 for MHMR Administrator. LEAVES OF ABSENCES — March 18, 2020 to March 31, 2020 Mrs. Vaughan noted for the record the following leaves of absences: Dianna Shymchyk, Data Analyst II, FMLA Intermittent leave, 03/11/20 to 03/11/21 Mrs. Vaughan stated for the record, items noted during 2020 were incorporated into the Salary Book. It is the consensus of the Salary Board that any procedural errors in the 2020 salary schedule book may be corrected administratively by Human Resources.
