Minute No. PB 4-15-20 April 15, 2020
The meeting of the Washington County Prison Board was held via teleconference with the
following members being present: Commissioners Diana Irey Vaughan, Nick Sherman and Larry Maggi;
Controller Mike Namie; Judge John DiSalle; District Attorney Gene Vittone; Sheriff Sam Romano. Also
present: Solicitor Jana Grimm; Warden Ed Strawn; Chief of Staff John Haynes; Finance Director Joshua
Hatfield; Human Resources Director Shelli Arnold; Deputy Controller Cathy Sams; Chief Clerk Cindy
Griffin; Administrative Assistant Joyce Thornburg; and Observer Reporter representative Barbara Miller.
Mrs. Vaughan called the meeting to order at approximately 11:30 a.m.
Mrs. Vaughan asked if there were any corrections, additions or omissions to Minute
No. PB 3-18-20, dated March 4, 2020, each member having received a copy.
It was moved by Mr. Maggi and seconded by Mr. Sherman that Minute No. PB 3-18-20, be
approved. The motion was carried unanimously with the Board signifying their a+proval by stating
"Aye„

Warden Strawn respectfully acknowledged the donations of washable and reusable cloth face

Mrs. Vaughan requested that Joyce Thornburg prepare letters of acknowledgement to the above
thanking them for their generous contributions.
Warden Strawn advised the board that Washington County's Basic Training Program has been
approved by PADOC and will remain in effect through March 15, 2023. Additionally, due to the current
working conditions, the official signed letter will be delayed and mailed at a later date.
On the morning of April 15, 2020, the WCCF headcount was 278. Warden Strawn commented
that it has been quite some time since the count has been this low. Warden Strawn stated that this low
figure was achieved with the assistance of the Washington County Courts, Adult Probation, and the
Offices of the District Attorney and Public Defender. The jail population is continuously monitored to
assess high risk and non-violent offenders in this current environment.
Mrs. Vaughan confirmed with Warden Strawn that there were no confirmed cases of COVID-19
from inmates or staff members. Warden Strawn stated that as of April 13, 2020, six employees tested
negative; two were quarantined by their doctor (no information with regard to testing); two inmates in
the facility tested negative; one work release inmate went on his own, prior to the shut -down of the work
release program, and tested negative. Everyone tested from the WCCF thus far has tested negative.
It was moved by Mr. Maggi and seconded by Mr. Sherman, approving the Warden's Report. The
motion was carried unanimously with the Board signifying their approval by stating "Aye".
BILLS
Mr. Namie presented to the Board for their consideration and approval of the bills dated
April 15, 2020, in the amount of $125,016.30.
Judge DiSalle announced he joined the meeting at approximately 11:35 a.m.
It was moved by Mr. Namie and seconded by Mr. Maggi approving the bills dated
April 15, 2020. The motion was carried unanimously with the Board signifying their approval by stating
"Aye". (See list of bills attached hereto and made a part hereof.)

None.
There being no further business, Mrs. Vaughan declared the meeting adjourned at approximately
11:36 a.m.
