Also present are Solicitor Jana Grimm; Chief of Staff John Haynes; Controller Mike Namie; Finance Director Josh Hatfield; Human Resources Director Shelli Arnold; Register of Wills James Roman; Executive Secretaries Marie Trossman and Patrick Geho; Chief Clerk Cynthia B. Griffin; Administrative Assistant Joyce Thornburg; and Observer - Reporter Publishing Co. representative Barbara Miller. Mrs. Vaughan called the meeting to order at approximately 1:30 p.m., and announced this meeting is being broadcast live with audio via Facebook and the county website. Mrs. Vaughan led the meeting with a prayer. Mr. Maggi led the Pledge of Allegiance. Mrs. Vaughan entertained a motion approving Minute No. 1102 dated April 15, 2020. OLD BUSINESS BID AWARD Solicitor Grimm recommended the Board, on behalf of the Purchasing Department, approve to extend the contract for office supplies for County offices to WB Mason, Co. Inc., North Versailles Pa., at a 1516 MINUTE BOOK BOARD OF COMMISSIONERS WASHINGTON COUNTY, PENNSYLANIA 10% increase over listed prices for core items and a 3% increase over listed prices for paper and toner. This extended contract is effective May 1, 2020 through April 30, 2021. Moved by Mr. Sherman, seconded by Mr. Maggi, approving the extension. Solicitor Grimm recommended the Board on behalf of Purchasing and the Planning Commission, approve the contract extension with RMC Sanitation, Burgettstown, Pa., for an additional two-year period through May 31, 2022. Solicitor Grimm recommended the Board on behalf of Purchasing, approve the extension of the law enforcement uniforms agreement with Trapuzzano's, Washington, Pa. This contract will be effective June 1, 2020 through May 31, 2021, with the option to extend for one additional year. Moved by Mr. Sherman, seconded by Mr. Maggi, approving the extension. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval, of the ratification of a business associate agreement with Zoom Video Communications, Inc. to establish compliance with relevant Federal and State confidentiality standards. Chief Clerk presented to the Board for their consideration and approval, on behalf of the Planning Commission, to authorize the advertising for proposals from qualified engineering and planning firms to assist with the major update to the Washington County Comprehensive Plan. Chief Clerk presented to the Board for their consideration and approval, on behalf of the Planning Commission, of a five-year contract with Knollwood Energy to serve as an aggregator and broker for SRecs generated by the solar array on Shelter 3 in Cross Creek Park at a rate of 5% per SRec, with a $2 minimum charge. Chief Clerk presented to the Board for their consideration and approval, on behalf of the Planning Commission, of a new agreement with Mahantango and a new Memorandum of Understanding (MOU) with Keep Pennsylvania Beautiful to re -schedule the tire collection at the Washington County Fairgrounds from May 16, 2020 to September 26, 2020. Costs will be paid 90.59% federal and 9.41 % county liquid fuels. Moved by Mr. Sherman; seconded by Mr. Maggi, approving the agreement with Mackin Engineering. Chief Clerk presented to the Board for their consideration and approval, on behalf of Finance and the Redevelopment Authority of the County of Washington as Agent for Washington County Airport, of a grant offer with the Pennsylvania Department of Transportation, Bureau of Aviation, Engineering and Planning Division for the Southside Taxiway Part A project. The grant offer is in the amount of $1,250,000 and will require a $417,000 local match which will be funded by a combination of airport gas lease and capital expenditure funds. Moved by Mr. Sherman; seconded by Mr. Maggi, approving the grant offer with the Pennsylvania Department of Transportation, Bureau of Aviation and Engineering and Planning Division. Chief Clerk presented to the Board for their consideration and approval, on behalf of Finance and the Redevelopment Authority of the County of Washington as Agent for Washington County Airport, of a grant offer with the Pennsylvania Department of Transportation, Bureau of Aviation, Engineering and Planning Division for the Obstruction Removal Phase V project. The grant offer is in the amount of $1,011,091 and will require a $53,215 local match which will be funded by capital expenditure funds. Moved by Mr. Sherman; seconded by Mr. Maggi, approving the grant offer with the Pennsylvania Department of Transportation, Bureau of Aviation and Engineering and Planning Division. Chief Clerk presented to the Board for their consideration and approval, on behalf of Finance and the Redevelopment Authority of the County of Washington as Agent for Washington County Airport, of a grant agreement with the Pennsylvania Department of Transportation for the Northside Development Access Road project. The grant agreement is in the amount of $450,000 and will require a $150,000 local match which will be funded by local share account funds. Moved by Mr. Sherman; seconded by Mr. Maggi, approving the grant agreement with the Pennsylvania Department of Transportation. Chief Clerk presented to the Board for their consideration and approval, on behalf of Finance and Public Safety, of a grant agreement with the United States Department of Homeland Security and the Pennsylvania Emergency Management Agency for the update of the County's hazardous mitigation plan. The County is entitled to receive $118,426.63 for eligible costs and will be for the period of December 21, 2019 through December 31, 2022. This action effectively suspends the penalty rate for the collection of current year county property taxes. Moved by Mr. Sherman; seconded by Mr. Maggi, approving the resolution. The per -trip rate will increase to $23.50 and the contract authorization amount will remain unchanged. No additional county funds are required. These agreements will be effective May 1, 2020 through July 31, 2021. No additional county funds are required. Costs will be charged to their budget. $44,437.27 - for software support and maintenance for our entire Financial System, including our Fund Accounting System. • $12,878.84 - for the maintenance on the third party software we use with FinancePlus. This agreement will be effective June 1, 2020 through May 31, 2021. The total amount will be charged to the Information Technology budget. Chief Clerk presented to the Board for their consideration and approval, on behalf of Purchasing and the Redevelopment Authority of the County of Washington, of an emergency purchase order for Newman's Landscaping & Tree Service, Inc., in the amount of $13,560.00 to remove trees and brush from the perimeter fence line to Vankirk Road. This condition presents significant hazard with deer and coyotes. Tree removal is necessary to eliminate this hazard. ASCC shall provide video surveillance, access control and intercom for the County as authorized by ASCC's current Fee Schedule Exhibit A and B. This agreement will be effective through April 30, 2021. This extension will be funded from the IT operating budget. This will be effective until terminated, pursuant to the terms of this agreement. All services will be charged to the Coroner's budget. Chief Clerk presented to the Board for their consideration and approval, on behalf of Purchasing and the Coroner's Office, to purchase of an iPhone from AT&T, for Matt Yancosek, Deputy Coroner. He will be using it to take calls and enter case details in the Coroner's computer system on site. $299.99 for the device and monthly charge of $50.00 for unlimited data, texts, and calls, funded through their operating budget. TO BE NOTED FOR THE RECORD: Mr. Maggi stated if a law suit would get businesses open, people went back to work, and the economy was moving, he would vote to sue the state and federal government. Most lawyers he spoke to agreed that this lawsuit would not be successful, and it would be a waste of time, money, and resources. Contact has been made with Governor Wolf as well as letters written requesting the county be opened up and allow people to go back to work. As requested by a majority of the Commissioners, Solicitor brings before the board a Motion for approval to join with others in a potential lawsuit which may be filed in the Federal District Court for the Western District of Pennsylvania against Governor Tom Wolf and Rachel Levine, Secretary of the Department of Health 'subject to review of the final version with the solicitor.
