HomeMy WebLinkAboutCOMM - Meeting Minutes - PB 5-20-20 - 5-20-2020 - PRISON BOARD239 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLANIA IMR LIMITED E13166491_n Minute No. PB 5-20-20 May 20, 2020 The meeting of the Washington County Prison Board was held in the 7th floor conference room, Courthouse Square, Washington, Pennsylvania, and via teleconference with the following members being present: Commissioners Diana Irey Vaughan, Nick Sherman and Larry Magai; Controller Mike Namie; District Attorney Gene Vittone; and Sheriff Sam Romano. Absent from the meeting: Judge John DiSalle. Also present: Solicitor Jana Grimm; Warden Ed Strawn; Chief of Staff John Haynes; Finance Director Joshua Hatfield; Human Resources Director Shelli Arnold; Deputy Controller Cathy Sams; Chief Clerk Cindy Griffin; Administrative Assistant Joyce Thornburg; and Observer Reporter representative Barbara Miller. Mrs. Vaughan called the meeting to order at approximately 11:30 a.m. Mrs. Vaughan asked if there were any corrections, additions or omissions to Minute No. PB 5-6-20, dated May 6, 2020, each member having received a copy. It was moved by Mr. Sherman and seconded by Mr. Namie that Minute No. PB 5-6-20, be approved. The motion was carried unanimously with the Board signifying their approval by stating "Aye". PUBLIC COMMENTS None. WARDEN'S REPORT Income from Other Units for the Maintenance of Inmates for April Administrative Fee $10,107.55 Social Security $2,000.00 Tylenol $102.75 Monthly sub -total $12,210.30 Year-to-date grand total $48,261.60 Program Fees and Room and Board Income for April Work Release Inmates Weekend Inmates Monthly sub -total Year-to-date grand total Status of Inmates Confined at the End of April Full-time Inmates Work Release Inmates Weekend Inmates Unsentenced Inmates Awaiting Sentencing and/or Trial Total Inmates Examinations Performed by the Physician New Commitments Repeat Patients Medical Transports Performed by the Sheriff Contracted Housing Fee/Month Year-to-date grand total Billed Collected N/A N/A N/A N/A N/A N/A $31,296.00 $'29,193.00 Male Female Total 17 3 20 0 0 0 0 0 0 213 47 260 230 50 280 Male Female Total 29 17 46 10 36 11 $0.00 $0.00 Warden Strawn respectfully requests the Board to authorize the advertising for bids for new cameras/DVR equipment for the correctional facility. The current equipment is obsolete. Act 13 funding has been recommended. In response to Mrs. Vaughan's question, Warden Strawn stated that there has been one COVID- 19 test since his last report, and it was negative. 240 PRISON BOARD IMR LIMITED E1316649LD MINUTE BOOK WASHINGTON COUNTY, PENNSYLANIA In response to Mr. Vittone's question, Warden Strawn stated that the cameras will be utilized for surveillance inside the facility. It was moved by Mr. Sherman and seconded by Mr. Namie, approving the Warden's Report. The motion was carried unanimously with the Board signifying their approval by stating "Aye". BILLS Mr. Namie presented to the Board for their consideration and approval of the bills dated May 20, 2020, in the amount of $162,6S9.62. It was moved by Mr. Namie and seconded by Mr. Sherman approving the bills dated May 20, 2020. Mrs. Vaughan remarked that the pharmacy costs have not decreased much since the reduction of inmates. Warden Strawn stated that the inmate population has started to pick up and that the population is generally unhealthy. The motion was carried unanimously with the Board signifying their approval by stating "Aye". (See list of bills attached hereto and made a part hereof.) OLD BUSINESS None. NEW BUSINESS None.
