Minute No. PB 9-16-20 September 16, 2020
The meeting of the Washington County Prison Board was held in the Washington County
Correctional Facility, 100 West Cherry Avenue, Washington, Pennsylvania, with the following
members being present: Commissioners Diana Irey Vaughan, Nick Sherman and Larry Maggi; Judge
John DiSalle; Controller Mike Namie; and attending the meeting via teleconference is District Attorney
Gene Vittone. Absent from the meeting: Sheriff Sam Romano. Also present: Captain Tony Interval;
Solicitor Jana Grimm; Chief of Staff John Haynes; Finance Director Josh Hatfield; Human Resources
Director Shelli Arnold; Deputy Controller Cathy Sams; Deputy Wardens Don Waugh and Christopher
Cain; Chief Clerk Cindy Griffin; Administrative Assistant Joyce Thornburg; Executive Secretaries Marie
Trossman and Randi Marodi; and attending via teleconference, Observer Reporter representative
Barbara Miller.
Mrs. Vaughan called the meeting to order at approximately 11:30 a.m.
Mrs. Vaughan asked if there were any corrections, additions or omissions to Minute
No. PB 8-19-20, dated August 19, 2020, each member having received a copy.
It was moved by Mr. Maggi and seconded by Mr. Namie that Minute No. PB 8-19-20, be
approved. The motion was carried unanimously with the Board signifying their approval by stating
'Aye".

It was moved by Mr. Sherman and seconded by Mr. Maggi approving the Warden's Report. The
motion was carried unanimously with the Board signifying their approval by stating "Aye".

BILLS
Mr. Namie presented to the Board for their consideration and approval of the bills dated
September 16, 2020, in the amount of $128,588.56.
It was moved by Mr. Namie and seconded by Mr. Sherman, approving the bills dated
September 16, 2020. The motion was carried unanimously with the Board signifying their approval
by stating "Aye". (See list of bills attached hereto and made a part hereof.)
OLD BUSINESS
None.
NEW BUSINESS
Captain Interval distributed a medical transport spreadsheet, with a copy being emailed to
Gene Vittone and Barbara Miller.
Mrs. Vaughan reminded the board that the County has entered into a contract with the
Department of Corrections to assist not only with the search for a new warden but with other areas of
corrections as well. Mrs. Vaughan updated the Board on a conference call she had along with Mr.
Sherman, Mr. Maggi, Shelli Arnold, and John Haynes with Bobbi Jo Salamon, PA Department of
Corrections Deputy Superintendent. Mrs. Vaughan stated Ms. Salamon recommendations included
the following:
• Correctional facility tour - Representatives from the PA Department of Corrections will visit
and tour the correctional facility. Ms. Salamon is requesting to work with approximately 20
correctional personnel for one week to assist in the review which will be provided at no cost to
the County.
• Safety and security assessment - The assessment will focus on safety and security procedures
such as the manner in which keys are carried.
• Vulnerability assessment - The assessment will focus particularly on mental health, medical,
re-entry, culinary, staffing, i.e., breakdowns of positions including management personnel and
corrections officers, morale, overtime, training components, policies, budgeting, and
maintenance.
• Review of procedures relating to the PREA, Prison Rate Elimination Act - Mrs. Vaughan
mentioned that she believes that the correction facility is in compliance with PREA
As the selection process for a new warden moves forward, the Regional Deputy Secretary Trevor
Wingard will sit in on the interviews and participate in the hiring process. Mrs. Vaughan expressed
again that the items discussed will be provided at no cost to Washington County.
Mrs. Vaughan stated that Human Resources Director Shelli Arnold would like to present a plan
for the search for a new warden.
Mrs. Vaughan called an executive session at 11:36 a.m. to discuss personnel. Deputy Wardens
Waugh and Cain exited the meeting. Mrs. Vaughan reconvened the meeting at approximately
11:45 a.m. Deputy Wardens Waugh and Cain re-entered the meeting.
Mrs. Vaughan announced the discussion of salaries of the Deputy Wardens.
It was moved by Mr. Namie and seconded by Mr. Sherman, based on the recommendation of
Human Resources, to award a $1,000.00 monthly stipend to Deputy Warden Waugh, and a $750.00
monthly stipend to Deputy Warden Cain, retroactive to August 1, 2020, both pending approval of the
Salary Board. The motion was carried unanimously with the Board signifying their approval by
stating "Aye". This is being put into place in the interim until a new warden is hired.

There being no further business, Mrs. Vaughan declared the meeting adjourned at
approximately 11:47 a.m.
