Washington, Pa., January 4, 2021
The Washington County Salary Board met in session in the Public Meeting Room of the Courthouse Square
Office Building, Washington, Pennsylvania, for the purpose of reconvening with the following members
being present: Commissioners Diana Irey Vaughan, Larry Maggi, Nick Sherman, and Controller Mike Namie.
Also being present: President Judge DiSalle; Solicitor Jana Grimm; Coroner Tim Warco; Recorder of Deeds
Debbie Bardella; Sheriff Sam Romano; District Attorney Gene Vittone; Public Defender Glenn Alterio;
Finance Director Josh Hatfield; Deputy Treasurer Lisa Carpenter; Human Resources Director Shelli Arnold;
Clerk of Courts Brenda Davis; Register of Wills James Roman; Prothonotary Laura Hough; Chief Clerk
Cynthia Griffin; and Administrative Assistant Joyce Thornburg.
Chairman Vaughan called the meeting to order at approximately 10 a.m.
Moved by Mr. Sherman, seconded by Mr. Maggi, approving Minute No. SB 12-17-20 dated
December 17, 2020, as written.

Mr. Sherman — Yes; Mr. Maggi — Yes; Mrs. Vaughan — Yes; Mr. Namie — Yes.
Motion carried unanimously.
PUBLIC COMMENT
None.
MOTION FOR 2021 WAGES
Moved by Mr. Sherman, seconded by Mr. Maggi, to approve the 2021 wages on the respective
departmental salary schedules which reflect the negotiated wage increases for union employees as negotiated
with the Service Employees International Union (SEIU) 668, the Service Employees International Union
(SEIU) Court Appointed/Court Related 668, the Pennsylvania Social Services Union (PSSU) Local 668, the
Deputy Sheriffs Association of Washington County Local 900, IUPA, AFL-CIO (DPSA), and the American
Federation of State, County and Municipal Employees, District Council 84 (AFSCME — Probation Officers).
These wage rates are effective January 1, 2021.

Motion carried unanimously.
The salaries of the National Correctional Employees Union (NCEU) will remain will remain the same
as in 2020 since a contract agreement has not been reached. The salaries of the Teamsters 249 (District
Attorneys and Public Defenders) will remain the same as in 2018 since a contract agreement has not been
reached.
Moved by Mr. Sherman, seconded by Mr. Maggi, approving that the salaries of the National
Correctional Employees Union (NCEU) will remain will remain the same as in 2020 and the salaries of the
Teamsters 249 (District Attorneys and Public Defenders) will remain the same as in 2018.

time positions effective 1 /4/21.
Buildings & Grounds, Director of Buildings and Grounds, $77,000.00/year increased to
$ 84,000. 00 /year; increase in annual salary for one full-time salaried position effective retroactive to 1 /1 /21.
The requested salary would be in place of any increase that may be approved by the Salary Board for 2021 for
non -union employees.
FINANCE
Finance, Finance Director, $85,423.94/year increased to $97,850.00/year; increase in annual salary for
one (1) full-time salaried position effective retroactive to 1/1/21. The requested salary would be in place of

under jurisdiction of the Commissioners, as listed in each department, at the salaries as contained in the 2021
salary schedule book.

Moved by Mr. Sherman, seconded by Mr. Maggi, approving the salaried employees' 2020 rates will
reflect a 3% across the board increase effective retroactive to January 1, 2021. This is in accordance with the
budget allotment assigned to each department. Salaried employees hired during 2020 that are eligible to
receive a 3% across the board increase will receive it on their anniversary date.

There being no further business, Chairman Irey Vaughan declared the meeting recessed at
