Minute No. PB 3-31-21 March 31, 2021
The meeting of the Washington County Prison Board was held in Public Meeting Room 104
with the following members being present: Commissioners Diana Irey Vaughan and Larry Maggi;
President Judge John DiSalle; Controller Mike Namie; Sheriff Sam Romano; and District Attorney Gene
Vittone. Absent from the meeting was Commissioner Nick Sherman. Also present: Solicitor Jana
Grimm; Warden Fewell; Chief of Staff John Haynes; Finance Director Joshua Hatfield; Human
Resources Director Shelli Arnold; Deputy Controller Cathy Sams; Chief Clerk Cindy Griffin; and
Administrative Assistant Joyce Thornburg.
Mrs. Vaughan called the meeting to order at approximately 11:33 a.m., and Warden Fewell led
the meeting with the invocation.
Noted for the record that Minute No. PB 3-17-21 dated March 17, 2021, will be approved at
the next regularly scheduled meeting to be held on April 14, 2021.
PUBLIC COMMENTS
None.
WARDEN'S REPORT
Warden Fewell presented two awards. (Recipients were not present).
Letter of Commendation
On March 18, 2021, Officer Karlie Ighnat performed duties in the Special Housing Unit. She
diverted a suicide attempt by an inmate. During a routine security check, Officer Ighnat observed an
inmate had ripped a sheet and made a noose. The inmate fed the sheet through the vent above the
door. Officer Ighnat conducted a security check, and the inmate attempted to block her view of the
noose. The actions of Officer Ighnat greatly contributed to the custody, care, control, safety, security,
health and welfare mission of the Washington County Correctional Facility. Her actions reflect great
credit upon her, the facility, and the citizens of Washington County.
Emnlovee of the Month
Officer Daniel Frey has been selected as March Employee of the Month based on performance,
attendance, attitude and motivation. This employee will be provided a parking spot for the month of
April.
Warden Fewell reported that the total inmate count is at 281. Bookings and releases have
been static and population is rising.
Warden Fewell respectfully requested the Prison Board to approve the hiring of Victoria
Hallmark as a confidential secretary with a start date of April 12, 2021. Ms. Hallmark used to work for
the State Department and conducted background checks.
Warden Fewell respectfully requested the Prison Board to approve a business associate
agreement with PrimeCare Medical, Inc., related to privacy and security provisions of HIPPA, ARRA
and HITECH and regulations promulgated under each act. This agreement is contingent upon
approval by the Board of Commissioners at the meeting to be held April 1, 2021, Minute No. 1127.
Mrs. Vaughan called an executive session at 11:36 a.m. to discuss personnel.
Mrs. Vaughan reconvened the meeting at approximately 11:50 a.m.
It was moved by Mike Namie and seconded by Mr. Romano, approving the Warden's Report
with no exceptions. The motion was carried unanimously with the Board signifying their approval by
stating "Aye".

There being no further business, Mrs. Vaughan declared the meeting adjourned at
approximately 11:51 a.m.
