Salary Board Minute No. SB 5-20-21 May 20, 2021
The Washington County Salary Board met in session in the Public Meeting Room of the Courthouse
Square Office Building, Washington, Pennsylvania, for the purpose of reconvening with the following
members being present: Commissioners Diana Irey Vaughan, Larry Maggi, Nick Sherman and Controller
Mike Namie. Also being present: President Judge John DiSalle; Solicitor Jana Grimm; Human Resources
Director Shelli Arnold; Finance Director Josh Hatfield; Court Administrator Patrick Grimm; Clerk of Courts
Director Brenda Davis and staff; Executive Secretaries Marie Trossman, Randi Marodi and Patrick Geho;
Chief Clerk Cindy Griffin; Administrative Assistant Joyce Thornburg; WJPA representative Bruce Sakalik and
Observer Reporter representative Mike Jones.
Mrs. Vaughan called the meeting to order at approximately 10:37 a.m.
Moved by Mr. Sherman, seconded by Mr. Maggi, approving Minute No. SB 5-6-21 dated
May 6, 2021, as written.
Roll call vote taken:
Mr. Sherman — Yes; Mr. Maggi — Yes; Mrs. Vaughan — Yes; Mr. Namie — Yes.
Motion carried unanimously.

Adult Probation, Collections Coordinator; $42,125.90/year; create one (1) full-time salaried position
effective 5/20/21.
Adult Probation, CTS Collections Coordinator; $36,421.48/year; create one (1) full-time salaried
position effective 5/20/21.
Adult Probation, CTS Collections Coordinator; $16.3909/hour; create one (1) part-time salaried
position effective 5/20/21.
Adult Probation, Bookkeeper II; Pay Grade 7-Step 1-$22.239/hour; create one (1) full-time union
position effective 5/20/21.
Court Administration, Court Specialist; $23.00/hour; create one (1) part-time salaried position
effective 5/20/21.

Clerk of Courts, Collections Coordinator; $42,125.90/year; abolish one (1) full-time salaried position
effective 6/1 /21. If the position is vacated for any reason prior to June 1, 2021, the position will be abolished
at that time.
Clerk of Courts, CTS Collections Coordinator; $36,421.48/year; abolish one (1) full-time salaried
position effective 6/1/21. If the position is vacated for any reason prior to June 1, 2021, the position will be
abolished at that time.

Clerk of Courts, CTS Collections Coordinator; $16.3909/hour; abolish one (1) part-time salaried
position effective 6/1/21. If the position is vacated for any reason prior to June 1, 2021, the position will be
abolished at that time.
Clerk of Courts, Bookkeeper II; Pay Grade 7-Step 1-$22.239/hour; abolish one (1) full-time union
position effective 6/1/21. If the position is vacated for any reason prior to June 1, 2021, the position will be
abolished at that time.
Moved by Mr. Sherman, seconded by Mr. Maggi approving the foregoing personnel request.
Ms. Davis asked if she had a vote. Mrs. Vaughan replied that she would get to vote when called
upon.
Mrs. Vaughan allowed Ms. Davis to comment. Ms. Davis stated she was just handed a revision and
asked what the changes were since the previous day. Ms. Davis asked for a motion to remove the items listed
on Page 2 titled For the Board's Consideration. Mrs. Vaughan reminded Ms. Davis there is already a motion
on the floor, and another motion cannot be made. Ms. Davis disagreed with Mrs. Vaughan stating she has
the right to make a motion. Mrs. Vaughan stated this meeting will be "in order" with no more bullying or
Ms. Davis will be asked to leave. Ms. Davis asked Mrs. Vaughan when the rules of government will be
followed. Mrs. Vaughan explained when there is a motion on the floor, Ms. Davis can make a comment but
will not be allowed to make another motion. Ms. Davis commented that she received a letter the previous
day, 20 hours ago, that was dated for Monday. She went on to say there has been no communication with the
elected official of the Clerk of Courts, who is being stripped of responsibilities for misbehaviors of the
previous administration. Ms. Davis went on to say that her employees are paying the consequences of a
"political firing" because the rules are being followed. She went on to say her staff is being reduced while
rewarding Adult Probation with eight new employees.

VETERANS' AFFAIRS
Veterans' Affairs, Interim Director of Veterans' Affairs; $45,684.00/year plus $750.00 monthly
stipend; create one (1) temporary full-time salaried position effective 6/1/21. The monthly stipend is in
addition to the individual's current annual salary for the additional responsibilities and will be removed upon
the hire of the position of Director of Veterans' Affairs and the abolishment of the position on that date.
EMERGENCY SERVICES
Emergency Services, Interim Director of Public Safety; $49,404.03/year plus $1,000.00 monthly
stipend; create one (1) temporary full-time salaried position effective 5/20/21. The monthly stipend is in
addition to the individual's current annual salary for the additional responsibilities and will be removed upon
the hire of the position of Director of Veteran's Affairs and the abolishment of the position on that date.
Emergency Services, Interim Director of Emergency Management Operations Officer;
$59,178.42/year plus $750.00 monthly stipend; create one (1) temporary full-time salaried position effective
5/20/21. The monthly stipend is in addition to the individual's current annual salary for the additional
responsibilities and will be removed upon the hire of the position of Director of Emergency Management
Operations Officer and the abolishment of the position on that date.

Mrs. Vaughan stated for the record, items noted during 2021 were incorporated into the Salary Book.
It is the consensus of the Salary Board that any procedural errors in the 2021 salary schedule book may be
corrected administratively by Human Resources.
There being no further business, Mrs. Vaughan declared the meeting recessed at approximately
10:45 a.m.
