HomeMy WebLinkAboutCOMM - Meeting Minutes - PB 5-19-21 - 5-19-2021 - PRISON BOARD309 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLANIA IMR LIMITED E1316649LD Minute No. PB 5-19-21 May 19, 2021 The meeting of the Washington County Prison Board was held in the public meeting room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Diana Irey Vaughan, Nick Sherman and Larry Maggi; Controller Mike Namie; Sheriff Sam Romano; District Attorney Gene Vittone and President Judge John DiSalle. Also present: Solicitor Jana Grimm; Chief of Staff John Haynes; Warden Jeffrey Fewell; Finance Director Josh Hatfield; Human Resources Director Shelli Arnold; Chief Clerk Cindy Griffin; Administrative Assistant Joyce Thornburg; Chaplain Mike Pierson; Deputy Warden Chris Cain; PrimeCare CEO Tom Weber; PrimeCare Health Service Administrator Sue Woznichak; Former Executive Director of Washington County Drug and Alcohol Commission, Inc. Cheryl Andrews and Director of Clinical and Case Management Services of Washington County Drug and Alcohol Commission, Inc. Erich Curnow. Mrs. Vaughan called the meeting to order at approximately 11:00 a.m., and Chaplain Mike Pierson led the meeting with the invocation. Mrs. Vaughan asked if there were any corrections, additions or omissions to Minute No. PB 5-5-21, dated May 5, 2021, each member having received a copy. It was moved by Mr. Sherman and seconded by Mr. Romano that Minute No. PB 5-5-21 be approved. The motion was carried unanimously with the Board signifying their approval by stating "Aye". PUBLIC COMMENTS None. WARDEN'S REPORT Warden Fewell announced that the population currently 285 which is close to the 2020 population also mentioning that bookings are increasing. Warden Fewell recommended to the Board to approve the Prison Rape Elimination Act (PREA) Coordinator Training which is out of state. The training is held by the Public Agency Training Council and is designed to provide the most up-to-date training on the PREA. Training will be September 13-14, 2021, in Fort Myers, Florida, at a cost of $884.68/person. Officer Kyrie Kenyon will be the PREA coordinator, and the jail administration would like to have her trained in PREA compliance. It was moved by Mr. Namie and seconded by Mr. Sherman that the PREA travel be approved. The motion was carried unanimously with the Board signifying their approval by stating "Aye". Warden Fewell noted that there was a recent suicide and that the investigation is ongoing. The jail administration is conducting an in -custody review, the City of Washington Police Department is conducting an in custody death investigation, PrimeCare is conducting a forensic medical investigation, and the Coroner is conducting an investigation. Warden Fewell will update the Board. It was moved by Mr. Namie and seconded by Mr. Sherman approving the Warden's Report as presented. The motion carried unanimously with the Board signifying their approval by stating "Aye" Mrs. Vaughan called an executive session at 11:06 a.m. to discuss personnel and litigation. Mrs. Vaughan reconvened the meeting following the executive session at approximately 11:35 a.m. BILLS Mr. Namie presented to the Board for their consideration and approval of the bills dated May 19, 2021, in the amount of $268,078.93. It was moved by Mr. Namie and seconded by Mr. Sherman approving the bills dated May 19, 2021. The motion was carried unanimously with the Board signifying their approval by stating "Aye".
