HomeMy WebLinkAboutCOMM - Meeting Minutes - PB 10-19-22 - 10-19-2022 - PRISON BOARD363 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLANIA IMR LIMITED F1316@491 Minute No. PB 10-19-22 October 19, 2022 The meeting of the Washington County Prison Board was held in Suite 100 of Crossroads Center, 95 West Beau Street, Washington, Pennsylvania, with the following members being present: Commissioners Diana Irey Vaughan, Nick Sherman, and Larry Maggi; President Judge John DiSalle; Controller April Sloane; and Chief Deputy Anthony Mosco (absent was Sheriff Anthony Andronas). Absent from the meeting was District Attorney Jason Walsh. Also present were: County Solicitor Jana Grimm via telephone; Chief of Staff Mike Namie; Warden Jeffrey Fewell; First Assistant District Attorney Leslie Ridge; Finance Director Josh Hatfield; Human Resources Director Shelli Arnold; Court Administrator Patrick Grimm; Human Services Director Kim Rogers; Chief Clerk Cindy Griffin; Captain -Trainer Jack Buckholt; Secretary Paula Jansante; Chaplain Mike Pierson; Correctional Office Cadets Jarred John, Stephanie Madrid, Angel Maldonado and Shawn Myers; Centre County Warden Christopher Schell, Butler County Warden Joe Demore, Butler County Deputy Warden of Operations Beau Sneddon and Associated Press representative Barbara S. Miller. Mrs. Vaughan called the meeting to order at approximately 11:02 a.m., and Chaplain Pierson led the meeting with the invocation. Mrs. Vaughan asked if there were any corrections, additions, or omissions to Minute No. PB 9-14-22 dated September 14, 2022. It was moved by Mr. Sherman and.seconded by Mr. Maggi that Minute No. PB 9-14-22 be approved. The motion was carried unanimously with the Board signifying their approval by stating „Aye„ PUBLIC COMMENTS None. He then introduced to the Prison Board, guests visiting for the Pennsylvania Prison Warden's Association conference, Butler County Warden Joe Demore and Centre County Warden Christopher Schell. 364 MINUTE BOOK PRISON BOARD IMR LIMITED E1316649LD WASHINGTON COUNTY, PENNSYL.ANIA Warden Fewell introduced to the Prison Board, Cadets Jarred John, Stephanie Madrid, Angel Maldonado and Shawn Myers. He further stated that in accordance with Title 37, Chapter 95 of The Pennsylvania Code, the Cadets are certified as Correctional Officers in the Commonwealth of Pennsylvania. President Judge DiSalle administered the oath of office to the Cadets and the Prison Board congratulated and welcomed them as new Washington County Correctional Officers. Warden Fewell respectfully requested the Prison Board approve handgun weapons training and qualifying for correctional officers assigned to hospital duty when the County Sheriff is not available. Mrs. Vaughan clarified that the Warden's Report includes approving the hiring of the four Correctional Officers that took the oath of office today. It was moved by Mr. Sherman and seconded by Mr. Maggi to accept the Warden's Report. The motion was carried unanimously with the Board signifying their approval by stating "Aye". BILLS Ms. Sloane presented to the Board for their consideration and approval of the bills dated October 19, 2022, in the amount of $294,663.29. It was moved by Ms. Sloane and seconded by Mr. Sherman, approving the bills dated October 19, 2022. The motion was carried unanimously with the Board signifying their approval by stating "Aye". (See the list of bills attached hereto and made a part hereof.) OLD BUSINESS Ms. Sloane requested to amend the August minutes to accurately reflect the vote to remove her as Secretary of the Prison Board. Ms. Sloane also stated that she has not received an update regarding a possible meeting with the Washington Hospital president to discuss perceived overcharges from Washington Health System. Mrs. Vaughan responded that the Board of Commissioners has a rescheduled meeting on the calendar with the president of the hospital. Ms. Sloane stated that the Board of Commissioners does not have the back up to present at the meeting with the hospital and Mrs. Vaughan encouraged Ms. Sloane to forward any documentation that supports the allegations so the hospital has an opportunity to review and respond. Mrs. Vaughan acknowledged the emails sent by Ms. Sloane requesting that the minutes from August's meeting be amended and invited Solicitor Jana Grimm to respond. Mrs. Grimm stated that she had been following the emails and that the response of Judge DiSalle was accurate. She further stated that the minutes were correct and were unanimously approved by the Prison Board at the September meeting and that there were no issues, objections, changes or additions raised at that time. Mrs. Grimm stated that the matter is closed and noted that there was no violation of the Sunshine Act. NEW BUSINESS None.
