NEW BUSINESS:
Chief Clerk respectfully requests the Commissioners approve an agreement between the County of
Washington and the Washington County Chamber of Commerce in the amount of$140,000/year
for years 2023 and 2024 and a 3% raise annually thereafter. This agreement will be effective the
date of agreement through December 31, 2033.
Chief Clerk, on behalf of Public Safety, respectfully requests the Commissioners' approval to
submit the 2023 PEMA 911 grant applications.

SUBJECT: Agenda Meeting— September 20, 2023
1. The Planning Commission recommends approval of the Washington County Parks Master
Plan update to be completed by Herbert, Rowland, and Grubic, Inc. in the amount of
$81,640.00. Funding to be through the Mingo Creek Park Gas Fund.
The Parks Plan Update must be completed periodically to have a current plan on file
allowing the County to apply for grant funding for future parks improvements.
2. The Planning Commission recommends approval of an addendum to the Washington County
2023 Paving contract with Morgan Excavating, Inc. to regrade and pave the intersection of
Mingo Road and Mansion Hill Road to allow for an intersection improvement permitting left
hand turns for larger vehicles at this location.The total cost of the intersection improvement
(earthwork and subbase) is $52,874.00. Funding to be through the Mingo Creek Park Gas
Fund.
Note that the Mingo Creek Road will need to be closed for four days during this work,which
will occur mid-week. Traffic will be permitted to access the Shelter 10/Ballfield area from
Mansion Hill Road and Mingo Creek Road travelling east during this work.
3. The Planning Commission recommends the adoption of a resolution for the Washington
County Comprehensive Plan developed by the Planning Commission and Mackin Engineers,
Inc.
County Comprehensive Plans are required to be updated every 10 years and enable the
County to apply for various grants for community development,parks improvements,as well
as providing a template for Washington County Municipalities to update their own
Comprehensive Plans which must follow the County developed plan.
FINANCE AGENDA
September 20, 2023
1. Finance, on behalf of Adult Probation, respectfully requests the Commissioners
approve a renewal grant application with Pennsylvania Commission on Crime and
Delinquency (PCCD) for the RTP/DUI Treatment Courts for IP Offenders. The
application is in the amount of$286,530 and will be for the period of July 1, 2023
through June 30, 2024.
2. Finance, on behalf of Adult Probation, respectfully requests the Commissioners
approve a renewal agreement with the Commonwealth of Pennsylvania,
Pennsylvania Parole Board for the State Offender Supervision Fund program.
The agreement enables the County to receive its portion of state supervision
funding estimated to be at $400,000 for the period of July 1, 2022 through June
30, 2027.
3. Finance, on behalf of the District Attorney, respectfully requests the
Commissioners approve a project modification request with the Commonwealth of
Pennsylvania, Pennsylvania Commission on Crime and Delinquency (PCCD) for
the quantitative analysis grant. The project modification request extends the grant
period to September 30, 2024.
4. Finance, on behalf of the Sheriff's Office, respectfully requests the Commissioners
approve and ratify an agreement with Project LifeSaver's to help locate individuals
with cognitive challenges. There is no annual fee, and no County funds are
required.
5. Finance, on behalf of the Sheriff's Office, respectfully requests the Commissioners
approve an agreement with Southwestern Pennsylvania Threat Assessment Hub to
share information regarding possible threats in Washington County, and no County
funds are required.

the annual contract with Highmark Blue Cross Blue Shield for the Highmark HRA Plan and
Performance Blue Plan for medical coverage effective January 1, 2024 through December 31,
2024. The premiums will increase by 4%.
Human Resources respectfully requests the Board of Commissioners approve the renewal of
the Highmark Freedom PPO Blue contract for retirees over 65 effective January 1, 2024 through
December 31, 2024. There will be no change in premium.
Human Resources respectfully requests the Board of Commissioners approve the renewal of

2. Children and Youth Services—CWEL Agreement
Children and Youth Services is requesting approval of an agreement with Tenisha Brown and the
University of Pittsburgh's School of Social Work for Tenisha to become a part-time student at
the University's graduate education program, Child Welfare Education for Leadership (CWEL).
This agreement is effective July 19, 2023 and will end upon Tenisha's graduation or withdrawal
from the program and no additional county funds are required.
3 Behavioral Health and Developmental Services—Provider Agreement
Behavioral Health and Developmental Services is requesting approval of the following provider
agreements for the period July 1, 2023, through June 30, 2024. No additional county funds are
required.

no additional county funds are required.
5. Human Services—Homeless Assistance Program (HAP)
Human Services is requesting approval to enter into agreements with the following providers to
provide homeless assistance services for the period of July 1, 2023 through June 30, 2024. No
county funds are required.

6. Human Services—Grant Application Ratification
Human Services is requesting ratification of the approval to submit a grant application to the
Mobility Action Learning Network to partner with the Urban Institute for technical support to
promote upward mobility from poverty including increasing affordable housing in Washington
County and no county funds are required.
7. Behavioral Health and Developmental Services—Grant Application Ratification
Behavioral Health and Developmental Services is requesting ratification of the approval to submit
a grant application to OMHSAS for funding to provide mental health services to residents
involved in the legal system. The application will be approximately$800,000 and if approved will
have a match of$25,000.

Smith Township, and Mt Pleasant Township—65 Residential Targets
The Purchasing Department respectfully requests the Board of County Commissioners
approve an addendum to our Broadband Services agreement for a unified turnkey
solution providing Broadband Connectivity to include 65 residential targets in the Hopewell
Township, Smith Township,and the Mt Pleasant Township Areas with Hickory
Telephone Company,LLC,of Hickory,PA for 10 miles of fiber at a total cost of$492,000
of which Washington County will pay$147,600,remainder will be supplemented by Hickory
Telephone.
Washington County's cost will be funded from the American Rescue Plan Act Fund.
B. Bid Contract Extensions

Purchasing,respectfully requests the Board of County Commissioners approve the renewal
agreement for Records Storage with Joyce&Aaron Stimmell,Washington,PA.If
approved,in accordance with the rent schedule of 2014,this agreement will be effective July
1,2023,through June 31,2024, at the rate of$4.64 per sq. ft. for a total monthly rent of
$5,548.66 for 14,350 total sq. ft.,with the option to renew for additional one-year terms.

Change Order#2 in the amount of$5,200 will alter the amount of the current contract
from$713,879 to $719,079 and will provide for the installation of a Judges' bench and
witness stand. This Change Order has been reviewed and recommended by Justin Welsh,
Building&Grounds,and Pat Grimm,Courts.
II. DONATION
A. Donation Resolution
1.Donation of Portraits
The Purchasing Department,as per Section 1805 of the County Code governing the sale or
disposition of personal property of the County,respectfully requests the Board of County
Commissioners authorize the resolution for the donation of a portrait of George
Washington by Painter Joseph Bias Ord. and an engraved portrait of George
Washington by Henry S Sadd from Richard B. Tucker,III&Dorothy D.Tucker,who
has formerly requested making the donation&have completed the"Application for
Donation"application and have met all required criteria.
2.Donation of Vehicle
The Purchasing Department,as per Section 1805 of the County Code governing the sale or
disposition of personal property of the County,respectfully requests the Board of County
Commissioners authorize the resolution for the donation of a 2015 Dodge Ram Truck from
EQT to the Washington County Public Services Department,who has formerly requested
making the donation&has completed the"Application for Donation"and have met all
required criteria.
III. AGREEMENTS & CONTRACTS/LEASES
A. Professional Service Agreements
1.Legal Research Agreement-Lexis Nexis

Purchasing, on behalf of Warden Fewell, Correctional Facility,respectfully requests the
Board of County Commissioners approve the following renewal agreement for legal
research:
• Lexis Nexis-to provide legal research for the inmates Law Library at a cost of$6,492
per year (three years) funded from Correctional Facilities Operating Budget. If
approved,this agreement will be effective November 1st, 2023, through October 31 st,
2026. This is a stand-alone system. There are no books or CD's.
NOTE: THIS AGREEMENT FOR THE CORRECTIONAL FACILITY IS
CONTINGENT UPON PRISION BOARD APPROVAL.
2.The Hill Group Aging Consulting Agreement Senior Centers-Prof. Service
Purchasing,on behalf of Human Services(Aging),respectfully requests the Board of County
Commissioners enter into an agreement with The Hill Group,Carnegie,PA for four phase
Strategic Planning for twelve senior centers. Total cost of$115,000.00 to be funded from the
Henry L.Hillman Foundation Grant.
3.Dam Inspections-Gannett Fleming,Inc.
Purchasing, on behalf of Planning,respectfully requests the Board of County Commissioners
approve an agreement with Gannett Fleming,Inc.,Pittsburgh,PA,for the purpose of
yearly inspections of ten(10)Washington County Dams.The total cost for year 1 is
$6,500.00,to be completed by December 15,2023.
If approved,this agreement will be effective DOA with available extensions for(3) additional
(1)year terms to be funded from their Operating Budget.
4.Professional Services—V-COMM
Purchasing, on behalf of the BOC,respectfully requests the Board of County Commissioners
approve a Professional Services Agreement with V-COMM,LLC, Somers Point,NJ,for
the purpose of providing P25 Radio Services. The Total cost is as follows and will be funded
from ARPA Funds.
• $25,160—One time,not to exceed to Review Coverage Plots,Analyze Proposed
System&VHF Frequencies,Prepare Report&Findings.
• Time&Material Rates per discipline on an as needed Time and Materials(T&M)
basis.
• Travel Expenses
5.Professional Services-Hobart Service Agreement-WCCF
Purchasing, on behalf of Warden Fewell, Correctional Facility,respectfully requests the
Board of County Commissioners approve the Annual Service Agreement with Hobart
Service, for the provision of on call service to provide all parts and labor necessary for the
maintenance of the dish machine in WCCF.
If approved this service agreement will cost$2,603.00 and be effective through September 9,
2024.
NOTE: THIS AGREEMENT FOR THE CORRECTIONAL FACILITY IS
CONTINGENT UPON PRISION BOARD APPROVAL.
6.AEC Group LLC.Veeam Software Backup and Replication Annual Renewal
Purchasing, on behalf of IT and Public Safety,respectfully requests the Board of County
Commissioners approve the renewal agreement with AEC Group,LLC.for the annual
renewal of the VEEAM Backup & Replication Enterprise Software,including
maintenance.

If approved,this renewal agreement will be effective 10/1/2023 through 9/30/2024, at a total
cost of$12,003.60.
7. GAI Consultants,Inc.—Professional Services
Purchasing, on behalf of Justin Welsh,Director of Building& Grounds,respectfully requests
the Board of County Commissioners approve a work order for Professional Services with
GAI Consultants,Inc.to include the following scope of work for the WC Courthouse Square
Parking Garage&Plaza Assessment at a total estimated cost of$32,475 to be funded from
ARPA Funds.
GAI Scope of Services: GAI will perform the following services under this Work Order.
❑ Observations of the existing conditions of the Courthouse Square Garage and Plaza and Justice
Center Garage in order to compare the to the conditions observed before the drawings were created. Site
observations will be required for the following disciplines:
❑ Structural
❑ Civil
❑ Electrical
❑ Mechanical
❑ Architectural
❑ Review the 115-page phased drawing set that was previously submitted by GAI Consultants to
Washington County on 1/17/2020 as informed by new observations or changed existing conditions. GAI
will note sections of the drawing set that require update based on our review and site observations.
❑ GAI will provide a red-lined drawing set to Washington County for their review.
❑ GAI will not provide sealed updated drawings as part of this scope but will submit a change order to
update the drawings after the annotation or required changes are completed.
8. Elections—State and Local Cybersecurity Grant(SLGCP)Program.
The Purchasing Department, on behalf of Melanie Ostrander,Elections/Voter
Registration,respectfully requests the Board of County Commissioners approve the
participation in the State and Local Cybersecurity Grant(SLGCP)Program. The projects
include the following.
Project 1 (Intrusion Detection Service — MS-ISAC Albert Sensors): intrusion detection
systems placed on government networks and monitored 24/7 to identify intrusion attacks, alert
key personnel,and report nationally on coordinated cyberattacks.
Project 2(Security Awareness Service—Cofense): Employee training on prevention of cyber
system breaches and phishing, and penetration testing services.
Note There is NO COST to the County to participate.
IV. STATE CONTRACT/COSTARS PURCHASES
1. State Contract#4400015965 Mailroom Equipment,Pitnev Bowes,Exv.9/28/2023
The Purchasing Department respectfully requests the Board of County Commissioners enter
into an agreement with Pitney Bowes for the lease of eleven postage machines for the
District Justices Offices. This is a 60-month lease at$57.58 per location—$633.42 total per
month(I I locations)and is in accordance with the PA. State Contract. Our current leases
expire on December 31,2023.

Washington County Local Share Account Program
The 2024 Local Share Account (LSA) application information is available to interested applicants by
mail or on our website. We will conduct two informational public workshops virtually through a
GoToMeeting platform. The workshops will allow interested applicants to learn about the 2024 LSA
application process and provide an opportunity to ask questions. The dates and instructions to join the

LSA applications for the 2024 program year are due by October 25. Our staff will review the
applications for completeness and the requesting entities will be asked to submit any missing
documentation. All application information received will be converted to PDF files for distribution to
the LSA Review Committee members in November.
FY 2022 Consolidated Annual Performance and Evaluation Report(CAPER)
The Washington County CAPER is a year-end report that explains how the County carried out its
housing and community development strategies, projects, and activities under the Community
Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Emergency
Solutions Grants (ESG) Programs from July 1, 2022 through June 30, 2023. As required, the FY 2022
CAPER is on display for public review and comment from September 11-25. The public hearing is
September 25 to obtain citizens' comments on the document. The CAPER document will be submitted
to the U.S. Department of Housing and Urban Development by September 28. RACW administers the
CDBG and HOME Programs and the County Department of Human Services administers the ESG
Program.
In FY 2022, over $4.2 million in CDBG funds were expended to benefit over 89,000 county
residents. Additionally, over$467,600 in HOME funds were expended to assist 13 households through
the Home Rehabilitation and Homebuyer Assistance Programs.
Below are some highlights of the FY 2022 program year accomplishments:
• Affordable Housing (includes LSA funds)
o Homeowner Rehabilitation—Provided improvements for 25 homeowners
o Homebuyer Assistance -- Provided downpayment assistance and rehabilitation
improvements for 5 homebuyers
o Access Assistance -- Provided home modification improvements for 6 county residents
with permanent, physical disabilities
• Public Infrastructure
o Street Improvements— 12 projects completed reconstructing over 14,000 LF of streets
o Sidewalk Improvements—4 projects completed reconstructing over 750 LF of sidewalks,
including 49 ADA curbs
o Water/Sewer Improvements= 1 project completed
o Parks & Recreational Facilities— 10 projects completed
o Fire Stations/Equipment—3 projects completed
o Public Facility Improvements— 1 project completed
• 12 blighted structures demolished
East Washington ADA Sidewalk Improvements No. CD 22-08
This project involves ADA accessibility improvements to sidewalk corners at the intersections along
Sherman, Victor, Chestnut, Ford, Rule, Chambers, Wood, Wotrinc and North Wade Avenues.
