Washington County Board of Elections
April 11, 2023
The Washington County Board of Elections met in special session in the Crossroads Center
Conference Room, Room G-17, Washington, PA with the following members being present: Chair Diana
Irey Vaughan, Monica Merrell, and Todd Pappasergi. Also present were Solicitor Jana Grimm, Election
Director Melanie Ostrander, and candidate for County Commissioner and concerned citizen Bruce Bandel.
Mrs. Vaughan called the meeting to order at 1:00 pm.
Mrs. Vaughan led the Pledge of Allegiance.
Public Comment
No public comment.
Election Director Comment
Ms. Ostrander congratulated the members on their appointment to the Board of Elections and
thanked them for their willingness to serve.
Ms. Ostrander provided the members with Article III of the Pennsylvania Election Code, which
outlines the duties of the Board of Elections as well as the Pennsylvania Election Calendar and Campaign
Finance Report dates.
Ms. Ostrander gave an update on the status of an appeal to a nomination petition objection and how
it will affect the delivery of absentee and mail in ballots for the May 16, 2023 Primary.
New Business
Discussion was held regarding the appointment of electors to serve on the Canvass Board. Each
Board of Elections member appoints two electors to serve. A listing of the previous members was
reviewed. Two past members were removed because one is running for an office and the second is a
campaign manager. The Election Director will contact the remaining members for their availability and a
vote to appoint by the Board of Elections will occur at the next meeting.
Discussion was held regarding the appointment of electors to serve as pre-canvass workers. A
listing of the previous workers was reviewed. Three previous workers were removed due to conflicts
regarding work on current candidates' campaigns. The Election Director will contact the remaining workers
for their availability and a vote to appoint by the Board of Elections will occur at the next meeting.
Discussion was held regarding the appointment of electors to serve as workers on election night
when the poll workers are returning the results,ballots, and other supplies. A listing of the previous
workers was reviewed. No conflicts were present. The Election Director will contact the remaining
workers for their availability and a vote to appoint by the Board of Elections will occur at the next meeting.

Announcements
The next Board of Elections meeting will occur Wednesday, April 26, 2023 at 10:00 am in the
Crossroads Center Conference Room,Room G-17,Washington,PA.
There being no further business, Chair Vaughan declared the meeting adjourned at 1:34 pm.
