Washington County Board of Elections
October 17, 2023
The Washington County Board of Elections met in special session in the Crossroads Center
Conference Room, Room G-17, Washington, PA with the following members being present: Chair Diana
Irey Vaughan, Monica Merrell, and Todd Pappasergi. Also present were Solicitor Jana Grimm, Elections
Director Melanie Ostrander, Prothonotary Laura Hough, Washington County Republican Party Secretary
Tina Whited, and Washington County Republican Party Vice President Jeffrey Elias.
Mrs. Vaughan called the meeting to order at 10:01 am.
Mrs. Grimm led the attendees in prayer.
Mrs. Vaughan led the Pledge of Allegiance.
Mrs. Merrell moved to approve the minutes of the September 19, 2023 meeting.
Mr. Pappasergi seconded the motion.
Motion approved.
Public Comment
No public comments
Election Director Comments
The majority of the absentee and mail in ballots have been mailed.
The logic and accuracy testing of the voting equipment will conclude today.
New Business
Solicitor Jana Grimm reported on the findings regarding the Challenge Affidavits. A letter will be
sent to Ms. Duff regarding the submittal of the Affidavits explaining we are operating in according with the
federal National Voter Registration Act and the PA Election Code. No action from the Board is required.
Appointment of Pre-Canvass Workers
Mr. Pappasergi moved to appoint the following people to serve as pre-canvass workers for Election
Day,November 7, 2023 beginning at 9:00 am:
Miles Glotfelty, David Kresh, Catherine Kresh, Betsy West, James Blue, Peggy Wilson, Joseph Trifaro Jr,
Mary Lea Dutton, and Maureen Jones. Kathy Sabol was also appointed a pre-canvass worker with the
stipulation she will serve only if we cannot find a Democrat to replace her.
Mrs. Merrell seconded the motion.
Motion approved.

Mr. Pappasergi moved to table the appointment of election night workers to the next meeting.
Mrs. Merrell seconded the motion.
Motion approved.
Appointment of the Canvass Board members
Mr. Pappasergi moved to appoint the following people to serve as the Canvass Board.
David Kresh, Catherine Kresh, Charles Watts, Mary Lea Dutton, and Joyce Ickes.
Mrs. Merrell seconded the motion.
Motion approved.
Solicitor Grimm noted for the minutes the agenda is printed on county stock letterhead, which
displays the current County Commissioners' name. Because of the election Commissioner Maggi and
Commissioner Sherman are not members of the Board of Elections.
Announcements
The next Board of Elections meeting will occur Tuesday, October 31, 2023 at 9:00 am in the
Crossroads Center Conference Room, Room G-17, Washington, PA.
There being no further business, Chair Vaughan declared the meeting adjourned at 10:19 am.
