Washington County Board of Elections
October 31, 2023
The Washington County Board of Elections met in special session in the Crossroads Center
Conference Room, Room G-17, Washington, PA with the following members being present: Chair Diana
Irey Vaughan, Monica Merrell, and Todd Pappasergi. Also present were Solicitor Jana Grimm, Elections
Director Melanie Ostrander, Washington County Republican Party Secretary Tina Whited, Resident Ashley
Duff, Resident Christina Casanova, and Resident Frank Byrd.
Mrs. Vaughan called the meeting to order at 9:04 am.
Mrs. Vaughan led the attendees in prayer.
Mrs. Vaughan led the Pledge of Allegiance.
Mr. Pappasergi moved to approve the minutes of the October 17, 2023 meeting.
Mrs. Merrell seconded the motion.
Motion approved.
Public Comment
Christina Casanova spoke on an issue regarding electors residing on Magnolia Court in precinct Cecil 6
incorrectly registered on Magnolia Street in precinct McDonald Borough because their mailing address is
McDonald, PA 15057.
Ashley Duff spoke on election integrity and asked if the election night returns activities would be available
to be viewed in the Public Meeting Room in real time via security cameras.
Election Director Comments
The issue with Magnolia Court, McDonald and Magnolia Street, McDonald will be reviewed and voters
notified.
The election night returns activities will be available in real time for viewing via security cameras.
New Business
Appointment of Election Night Workers
Mr. Pappasergi moved to appoint the following people to serve as election night workers for
Election Day,November 7, 2023 beginning at 7:00 pm:
Steven Pascoe, Maiden Wise, Ashley Ostrander, KC Lindley, and Bridgett Gerba
M Mrs. Merrell seconded the motion.
Motion approved.

The next Board of Elections meeting will occur Monday,November 27, 2023 at 1:00 pm in the
Crossroads Center Conference Room, Room G-17,Washington, PA.
There being no further business, Chair Vaughan declared the meeting adjourned at 9:34 am.
