Washington County Board of Elections
November 27, 2023
The Washington County Board of Elections met in special session in the Crossroads Center
Conference Room, Room G-17, Washington, PA with the following members being present: Chair Diana
Irey Vaughan via telephone, Monica Merrell, and Todd Pappasergi via telephone. Also present were
Solicitor Jana Grimm, Elections Director Melanie Ostrander, and Mike Jones from the Observer Reporter.
Mrs. Vaughan called the meeting to order at 1:00 pm.
Mrs. Vaughan led the attendees in prayer.
Mrs. Merrell led the Pledge of Allegiance.
Mrs. Merrell moved to approve the minutes of the October 31, 2023 meeting.
Mr. Pappasergi seconded the motion.
Motion approved.
Public Comment
There was no one signed up for public comment.
Election Director Comments
There were no challenges to the election results within the five-day waiting period after the Canvass Board
completes their work and the Board of Elections signs for the first time.
New Business
US Western District Court Ruling on Undated Absentee and Mail in Ballots
Mrs. Grimm advised the Board on the ruling by the US Western District Court on undated absentee
and mail in ballots. The ruling stated absentee and mail in ballots received timely shall be counted
regardless if the voter provided a handwritten date on the declaration return envelope. Mrs. Grimm's legal
opinion is the ruling is prospective not retroactive and undated absentee and mail in ballots received timely
for this election should not be counted.
Certification of the November 7, 2023 Election results
Mr. Pappasergi moved to certify the November 7, 2023 Election results contingent on an order from
the US Western District Court stating the ruling is retroactive and the undated absentee and mail in ballots
received timely from the November 7, 2023 Election shall be counted and no challenges are filed by
November 7, 2023 at 11:59 pm in the City of Washington mayoral race.
Mrs. Merrell seconded the motion.
Motion approved.

There being no further business, Chair Vaughan declared the meeting adjourned at 1:16 pm.
