Irey. Chairman Maggi called the meeting to order at approximately 10:00 a.m. Mr.Vankirk led the meeting with a prayer. Mr. Impiccini led the Pledge of Allegiance. Chairman Maggi entertained a motion to approve Minute No. 836 dated April 17,2008 as written. Moved by Mrs. Irey, seconded by Mr. Burns, approving Minute No. 836 as written. Roll call vote taken: Mrs. Irey—Yes; Mr. Burns—Yes; Mr. Maggi—Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS_ The Commissioners introduced Tom Hunley and Pete Mendes, of Pittsburgh Leadership. The Commissioners presented a certificate of congratulations to Vicki Fairfax on her upcoming retirement from the County Ms. Fairfax stated it has been a pleasure and honor to work for Washington County for so many years. She noted she will miss all her colleagues and all the people she met over the years. The Commissioners read a Proclamation declaring May 1" as "National Day of Prayer". Moved by Mrs. Irey, seconded by Mr. Burns, adopting the foregoing Proclamation. Roll call vote taken: Mrs. Irey-Yes; Mr. Burns -Yes; Mr. Maggi-Yes. Motion carried unanimously. Mr.Vankirk accepted the Proclamation and thanked the Board for the recognition of this important day. Andrea Keivington, of Community Action Southwest, accepted the Proclamation and briefly outlined the events to take place during the month. The Commissioners read a Proclamation declaring the month of May as "Older Americans Month". Moved by Mrs. Irey, seconded by Mr. Burns, adopting the foregoing Proclamation. Roll call vote taken: Mrs. Irey-Yes;Mr. Burns -Yes;Mr. Maggi -Yes. Motion carried unanimously. Kathy Costantino and Mary Lyn Spliak accepted the Proclamation and thanked the Board for this annual recognition. Wilma Toth,presented the Board with a small token of their appreciation. The Commissioners presented a plaque of recognition to Mary Jo Podgurski for receiving the 2008 Washington Branch NAACP Human Rights Award. Ms. Podgurski accepted the certificated and thanked the Board for acknowledging her accomplishment. Co-Chairman Burns introduced josh Finney and noted he is "shadowing" Commissioner Burns for the day. (RECESS FOR PHOTOS) PUBLIC COMMENTS Frank Paterra, Mayor of Charleroi, addressed the Board again regarding his concerns in declaring war on illegal drugs in Washington County. Chairman Maggi responded to Mr. Paterra's concerns and informed him that the District Attorney is in office to address these on-going problems with illegal drugs and Mr. Toprani would be more than happy to discuss this matter with the mayor. Commissioner Irey also noted that she met with Mr. Paterra twice in her office to answer his questions on this matter and possible funding to combat drug-dealing. Harry Sabatasse, of Burgettstown, commented on his idea of implementing a GPS system for County vehicles to save taxpayers money. Commissioner Irey told Mr. Sabatasse she sent him an e-mail stating the purchasing agent for the county is looking into this system. OLD BUSINESS Solicitor DeHaven recommended the Board approve the following change orders for the HVAC project for the 9-1-1 project. It is to be noted the County purchased the building permit. The change orders are a deduction from the original contract for the cost of the building permit. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval license agreements with East Finley Township, Hanover Township, Robert Worstell and the Pittsburgh and Ohio Central Railroad Company for the purpose of permitting occupancy of a flood monitoring system. No Count y funds are required. Moved by Mrs. Irey, seconded by Mr. Burns, approving the license agreements as per above. Roll call vote taken: Mrs. Irey-Yes; Mr. Burns -Yes; Mr. Maggi-Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a food allocation not to exceed$500 for the Regional Table Top Drill hosted by the Public Safety Department at the California Fire Department on May 31, 2008. This is a reimbursable expense through the HMEP training grant. No County funds are required. Chief Clerk presented to the Board for their consideration and approval the Emergency Management Performance Grant Statement of Work for 2008 for the Public Safety Department. No County funds are required. Moved by Mrs. Irey, seconded by Mr. Burns, approving the foregoing Emergency Management Performance Grant Statement of Work and Application for funding for the Public Safety Department. Chief Clerk presented to the Board for their consideration and approval and ratification of the City/County Certification for Use of Wireless E-9-1-1 Funds in accordance with the provisions of the Public Safety Emergency Telephone Act, the Statewide Wireless E 9-1-1 Plan and the County's Wireless 9-1-1 Plan and all other applicable state laws. Chief Clerk presented to the Board for their consideration and approval the appointment of Karianne Bilsky to the Mental Health/Mental Retardation Advisory Board effective through December 31, 2010. Chief Clerk presented to the Board for their consideration and approval to ratify a grant application to the Pennsylvania Historical and Museum Commission in the amount of$100,000 to replace the figures Justice and Liberty on the Courthouse. No County funds are required. Moved by Mr. Burns, seconded by Mrs. Irey, approving the ratification of the grant application to the Pennsylvania Historical and Museum Commission as per above. Chief Clerk presented to the Board for their consideration and approval to ratify the bargaining agreements between Washington County and the Pennsylvania Social Services Union Local 668, SEIU AFL-CIO, effective January 1, 2006 through December 31,2009 and the American Federation of State, County and Municipal Employees, District Council 84 (AFSCME), effective January 1,2007 through December 31, 2009 and Teamsters Local Union No. 205 representing the Corrections Officers, effective January 1, 2008 through December 31,2010. Chief Clerk presented to the Board for their consideration and approval of an invoice from Frank Arcuri in the amount of$3,150 to complete title certifications for affected property owners for a Flood Control Rehabilitation Project with the Army Corps of Engineers along Burgett's Fork. Chief Clerk presented to the Board for their consideration and approval the continuation of the CJAB grant with the Pennsylvania Commission on Crime and Delinquency (PCCD). This federal grant in the amount of$14,868 is for the period of July 1,2008 through June 30, 2009 with the funds being used for video arraignment. A County match of an equal amount is required. This grant application,which is for the Title IV-E Independent Living Program, totals $292,559 and includes a County match of$36,578. Moved by Mrs. Irey, seconded by Mr. Burns, approving the ratification of the annual renewal the grant application to the Department of Public Welfare as per above. Chief Clerk presented to the Board for their consideration and approval authorization to advertise for the following: • Request for Proposals for a Historical Consultant/Architect to help recreate the Justice and Liberty allegorical sculptures for the courthouse. The county has received a grant in the amount of$20,000 to pay for a consultant to help research and design the replicas and oversee the project in accordance with historical documents. • Bid two handicap vans for the Health Center with an approximate total cost of$70,000. This is to replace one large van which does not allow for flexibility in taking patients to doctor appointments or for activities. The current van also requires the driver to have a CDL license which will not be required with the two smaller vans. These vehicles will be purchased from the PA COSTARS contract from Stuckev Ford, Hollidaysburg, PA at a cost of$18,824.77 each. Four of the switches are replacements for Court Automation and three are for the Health Center to facilitate their IP phone project. The Health Center's portion of the cost is $19,991 and the remaining$8,314 will be paid by the County. This expense has been approved by the Capital Expenditure Committee.
