SPECIAL ORDER OF BUSINESS:

NEW BUSINESS:
Chief Clerk respectfully requests the Commissioners approve the following board reappointments:
James Gleason, Dr. Kolli, and Nick Sherman to the Behavioral Health and Developmental Services
(BHDS) Advisory Board; and the appointments of Mark Grimm, Mike McLaughlin, Eric Graham,
Larry Pollock, John Yancosek, Kevin Harris, Tony Andronas, Brian Bark, Clyde Wilhelm,
Steve Devenney and Chris Richer to the Public Safety Advisory Board (PSAB).
Chief Clerk, on behalf of the Clerk of Courts, respectfully requests the Commissioners approve an
agreement with Sean Logue, Esq. to provide solicitor services for the Clerk of Courts office. The
agreement is in the amount of$200/month, is effective February 1, 2024, and shall be continuous
until terminated by either party.
Chief Clerk respectfully requests the Commissioners approve an Oil and Gas Lease between the
County of Washington and Range Resources for 218.741 acres of property, as part of the
Panhandle Trail, effective March 1, 2024.
Chief Clerk, on behalf of the Washington County Fireman's Association, Inc., respectfully requests
the Commissioners authorize the transfer of a deed for property located in Chartiers Township, and
the acceptance of the outstanding balance in their checking account, in the approximate amount of
$60,000, to Washington County.
Chief Clerk respectfully requests the Commissioners authorize the solicitor to discuss the cost to
obtain professional liability insurance coverage for the District Attorney with Campbell Insurance.
Chief Clerk respectfully requests the Commissioners approve a County Fiscal Policy, pursuant to
Section 1702 of the County Code, Concerning Vendor Registration and Completion of W-9 Forms
and the handling of refunds due taxpayers.

1. Finance, on behalf of Adult Probation, respectfully requests the Board of Commissioners approve an addendum to
the current contract with BTM Software Solutions, LLC know as Corrections Development Inc. and CDI. This
addendum will be used to add the fee of$6.00 per month,per user. These fees will be paid by the County and
reimbursed through the Collections and Disbursement Unit paid by the offender for the service.

1. Children and Youth Services—Provider Agreement
Children and Youth Services is requesting the approval of a provider agreement with
Jefferson County Juvenile Detention Center for the placement of youth offenders who are
charged as adults for the period of July 1, 2023, through June 30, 2024. The contract
authorization amount is $292,000.00 and no additional county funds are required.
2. Children and Youth Services—Provider Agreement
Children and Youth Services is requesting the approval of a provider agreement with
PerspectVe,LLC for therapeutic services for the period of January 1, 2024, through June 30,
2024. The contract authorization amount is $150,000.00 and no additional county funds are
required.
3. Children and Youth Services - Provider Agreement
Children and Youth Services is requesting the approval of a provider agreement with
Avanco International,Inc. for upgrades and maintenance to the Adoption and Foster Care
Analysis and Reporting System (AFCARS). This agreement will run from January 1, 2024,
through June 30, 2024. The contract authorization amount is $4,963.22 and no additional
county funds are required.
4. Children and Youth Services—Providers Agreement Addendum
Children and Youth Services is requesting the approval of a provider agreement addendum
with Pentz Run Youth Service, Inc. to provide placement services for the period of July 1,
2023, through June 30, 2024. The contract authorization amount will be increased by
$25,000.00 and no additional county funds are required.
5. Human Services—Agreement
Human Services is requesting approval of an agreement with Southwestern Pennsylvania
Area Agency on Aging for the provision of Home Delivered Meals for the period of July 1,
2023, through June 30, 2024. The contract authorization amount is $25,000.00 and no
county funds are required.
6. Aging Services—Agreement
Aging Services is requesting approval of an agreement with Southwestern Pennsylvania Area
Agency on Aging for a Senior Center Capital Assistance grant for the period of July 1, 2023,
through June 30, 2024. The contract authorization amount is $22,959.00 and no additional
county funds are required.

I. BIDS/CONTRACT EXTENSIONS/PROPOSALS
A. Bid/RFP Awards
1.Bid Award-#022024-CbSr Flooring—Canonsburg Senior Center Flooring
Purchasing, on behalf of Mary Lynn Spilak,Director of Aging Services,respectfully
requests the Board of County Commissioners award the Bid#022024-CbSr Flooring for
the Canonsburg Senior Center flooring removal and install of Silver Oak LVP Flooring in
the center to Rhodes Carpet and Installation,Washington PA. This bid award represents
the most responsive,responsible bidder at the lowest cost to the County.
Cost of project to be$26,857.65 with a labor warranty of two years and a material
commercial wear warranty of thirty years. Total cost will be funded via Commonwealth of
Pennsylvania,Department of Aging, Senior Community Center Grant funds.
If approved,this agreement will be effective from March 7, 2024,through date of
completion, estimated to be March 15,2024,unless otherwise terminated pursuant to the
agreement.
B. Authorization to Bid/Request Proposals
1.Burn Building Design/Build

Purchasing, on behalf of Public Safety,respectfully requests the Board of County
Commissioners authorize the advertising of bids for the design and build of a County Burn
Building.
2. Supportive Housing REP
The Purchasing Department, on behalf of Nicole Masur,Homeless Services Coordinator,
respectfully requests the Board of County Commissioners authorize the advertising of RFPs
for a"Supportive Housing Provider."
3. Portable Toilets/Pumping
The Purchasing Department,respectfully requests the Board of County Commissioners
authorize the advertising of bids for"Portable Toilets and Pumping on an as needed basis
for County Facilities."The current agreement with RMC Sanitation expires June 1,2024.
4. Sale of County Property
Purchasing, on behalf of the BOC,respectfully requests the Board of County Commissioners
authorize the advertising to sell County Property.
5.Fire Academy Entrance and Security RFP
Purchasing, on behalf of IT,Building& Grounds and Public Safety,respectfully requests
the Board of County Commissioners authorize the advertising for RFP for the bridge at the
Fire Academy,to feature a sliding gate,bollards, integrated badge swipes and security
cameras.
C. Bid Contract Purchases
1.IT Uniforms—Contract#060722-UN
Purchasing, on behalf of Ryan Anderson,IT,respectfully requests the Board of County
Commissioners authorize the purchase of IT Uniforms under our current agreement with
Trapuzzano's,Washington,PA.,to be funded from the IT Operating Budget.
Note: Uniform selection to be approved by Director of Administration
2. Planning-Plumbing Services—Contract#101420-1PS
Purchasing, on behalf of Jason Theakston,Director of Planning,respectfully requests
the Board of County Commissioners approve a work order with McVehil Plumbing,
Heating& Supply Co.,Inc.,Washington PA., our contract of record,to provide &install a
Vault assembly,extend water lines from the vault to the shelter sites being serviced at
Thompson Hill and provide& install a water line down to the playground.
Total cost will be $89,767.00. Funding will be provided via Gas&Oil funds.
II. AGREEMENTS & CONTRACTS/LEASES
A. Professional Service Agreements
1. Chem Aqua—Water Treatment Program Agreement
Purchasing, on behalf of Justin Welsh, Building& Grounds,respectfully requests the Board
of County Commissioners enter into a Water Treatment Program Agreement with Chem-
Aqua Inc.,Irving,TX,with local offices, for the Courthouse &Courthouse Square at an
annual cost of$7,350.00 to be funded from their Operating budget.
If approved,this agreement will be effective March 1,2024,through February 28,2025.

2. Magisterial District 27-1-3 Charleroi(M.D.J.Porter)
Purchasing respectfully requests the Board of County Commissioners enter into a five-year
lease agreement with Danaus Plexippus,Belle Vernon PA. for MDJ 27-1-3 (Porter),with
the option to renew for one additional five-year term unless otherwise terminated pursuant to
a 60-day notice according to the lease. If approved,the renewal term agreement will begin
March 1, 2024,through February 28,2029, at the following rate:
3/l/2024 to 2/28/2029: $3,375
3/1/2029 to 2/28/2034: $3,625
3. Magisterial District 27-3-01 McMurray(M.D.J.Melograne)
Purchasing respectfully requests the Board of County Commissioners enter into a five-year
lease agreement with Mountain Capital Partners,LLC of Pittsburgh,PA for MDJ 27-3-
01 (Melograne),with the option to renew for one additional five-year term unless otherwise
terminated pursuant to a 60-day notice according to the lease. If approved,the renewal term
agreement will begin April 1, 2024,through March 31,2029, at the following rate:
4/l/2024 to 3/31/2029: $4,162.50/month
4/l/2029 to 3/31/2034: $4,470.83/month
4. Cummins Sales and Service,Generator Preventative Maintenance
Purchasing, on behalf of Building and Grounds,respectfully requests the Board of County
Commissioners approve a preventative maintenance agreement for County grounds
Kohler and Cummins generators with Cummins Sales and Service,Pittsburgh PA.
If approved,this agreement will begin DOA for a One(1)year period. Total cost to be paid
from the Building and Grounds operating budget.
5. Professional Services—Public Safety Building Design Survey
Purchasing, on behalf of Daryl Price, Chief of Staff,respectfully requests the Board of
County Commissioners approve a Professional Service Agreement with WTW Architects,
Pittsburgh,PA for Pre-Design,Conceptual Design,and Procurement Services for the
New Public Safety Building at a total estimated cost of$236,000.00 and anticipated
reimbursable expenses of$2,200.00.
III. DONATION
A. Donation Resolution—Dump Truck
1.Dump truck Donation
The Purchasing Department,as per Section 1805 of the County Code governing the sale or
disposition of personal property of the County,respectfully requests the Board of County
Commissioners authorize the resolution for the donation of a Dump Truck to the
Washington County Fairgrounds,who has completed the"Application for Donation"
application and have met all required criteria.
Note: Dump truck only to be used on Fairgrounds property.

2022 ANNUAL COMMUNITY ASSESSMENT
The U.S. Department of Housing and Urban Development (HUD) has completed its annual assessment
of Washington County's performance. The annual assessment is based on the Consolidated Annual
Performance and Evaluation Report (CAPER) as submitted and information collected fiom other
financial and performance reports, correspondence, and monitoring reports. HUD has determined that
Washington County has undertaken activities consistent with the HUD-approved Consolidated Plan and
continues to make progress meeting housing and community development goals. HUD's February 28,
2024 letter is attached. RACW staff is to be commended for continued outstanding administration of
Washington County's HUD programs.
SOUTH FRANKLIN DEMOLITION PROJECT NO. CD 23-17
This project involves the demolition and site clearance of the following blighted residential structures
that have been condemned under the Township's Code Enforcement Program:

SUBJECT: 2022 Annual Community Assessment
Dear Mr. Griffin:
The U.S. Department of Housing and Urban Development(HUD), Region 111, Pittsburgh
Field Office of Community Planning and Development (CPD) assesses the performance of its
grant recipients on an annual basis. This assessment is based on the Consolidated Annual
Performance and Evaluation Report (CAPER) submitted by you as a grant recipient,as well as
information collected from other financial and performance reports, correspondence, and
monitoring reports. This letter conveys the results of our evaluation for the 2022 program year.
Based on this analysis, we have determined that the County of Washington has the
continuing capacity to administer its CPD funded programs.The activities undertaken are
consistent with your HUD-approved Consolidated Plan,and the County of Washington continues
to make progress in meeting its housing and community development goals.
In accordance with the Consolidated Plan regulations described at 24 CFR §91.525, if the
County of Washington has comments regarding our conclusions, please submit them to this office
within 30 days of receipt of this letter. If we do not receive comments within the 30-day time
period, this letter will be considered final and can be made available to the public.
