NEW BUSINESS: Chief Clerk, on behalf of the Redevelopment Authority of the County of Washington, respectfully requests the Commissioners adopt a resolution approving the proposed amendments and budget revisions, for Fiscal Years 2020-2022, to the Community Development Block Grant (CDBG) program which is part of the county's consolidated annual action plan. Chief Clerk respectfully requests the Commissioners approve a resolution designating Nick Sherman, the Chairman of the Board, as the authorized official for any and all agreements entered into with the Commonwealth of Pennsylvania, Department of Transportation. Chief Clerk respectfully requests the Commissioners approve an agreement with Allegheny Strategy Partners in the amount of$1 0,000/month for the purpose of consulting. This agreement will be for a one-year period from the date of agreement. Subject to finalizing the agreement with the County and subject to the approval of the Solicitor. Chief Clerk respectfully requests the Commissioners enter into an Intergovernmental Cooperation Agreement (IGA) and a Memorandum of Understanding (MOU) between Washington County Land Bank, the County of Washington, the City of Washington, and the Washington School District for the purpose of participating in the County Land Bank. Chief Clerk respectfully requests the Commissioners approve a grant to the LeMoyne Community Center, in the amount of$350,000, to building new classrooms at the center. Costs will be paid from the Healthy Childhood Early Learning Section 2.14 of the American Rescue Plan Act (ARPA) funds. Chief Clerk respectfully requests the Commissioners approve an agreement between the County of Washington, the Redevelopment Authority of the County of Washington, and the Washington County Land Bank, in an amount of up to $12,000,000, for the purpose of a countywide blight program. Costs will be paid from American Rescue Plan Act (ARPA) funds. Finance,on behalf of Public Safety,respectfully requests the Board of Commissioners approve and ratify an application for the annual HMRF (Hazardous Materials Safety Program) grant through PEMA. This grant will allow funding for counties to protect against the risk to life,property,and the environment that are inherent in the use, storage and manufacturing,and transportation of Hazardous Material. 2. Finance, on behalf of Public Safety,respectfully requests the Board of Commissioners approve a renewal grant agreement with the Commonwealth of Pennsylvania,Pennsylvania Emergency Management Agency for the radiation emergency response fund program. The grant agreement is in the amount of$10,329 and will be for the period of July 1, 2024 through June 30,2025. 3. Finance, on behalf of the Public Defender,respectfully requests the Board of Commissioners approve an application for the federal Byrne justice Assistance Grant(JAG). The grant would allow the Public Defenders to pilot an innovative model that connects the County's most vulnerable facing criminal charges with restorative community services. The proposed budget is $210,043.00 over three years and no additional county funds will be required. The Senior Center is utilized to provide approximately 75 meals per day, activities, programing, events, and an emergency shelter if needed. Estimated Project Cost: $63,000.00 Funding: $55,000.00 Local Share Account Funds $ 8,000.00 Burgettstown Senior Center Funds Bid Opening: April 11, 2024 CANONSBURG SENIOR CENTER WINDOW REPLACEMENT PROJECT NO. CV 20-17 This project involves the replacement of 17 inoperable windows at the Canonsburg Borough Senior Center located at 30 East Pike Street to create better ventilation The existing windows are a variety of styles and sizes and will be replaced with in-kind vinyl two, and three section sliders, and casement windows.
