PROPOSAL #1--Beacon Software Solutions—Jail Management System Maintenance
Agreement
I, Warden Fewell, respectfully requests the Prison Board approve a Software & Service
Agreement for Jail Management Software System Maintenance with Beacon Software Solutions,
Inc., Ocala, FL.
Beacon Software Solutions System has been paid off and will now require a maintenance
agreement on our jail management software system. Cost will be paid in the amount of
$23,720.00 to be paid on July I st each year of the maintenance agreement.
This agreement is contingent upon Board of Commissioners approval.
If approved, this contract shall remain in effect July 1, 2024, through July 1, 2027, with optional
renewals thereafter unless otherwise terminated pursuant to a 30-day notice.

The meeting of the Washington County Prison Board was held in Suite G-17 of Crossroads Center
at 95 West Beau Street, Washington, Pennsylvania, with the following members being present:
Commissioners Nick Sherman, Electra Janis, Larry Maggi, and Judge DiSalle; Sheriff Anthony Andronas;
District Attorney Jason Walsh, and Controller April Sloane. Also present were: Chief of Staff Daryl Price;
Solicitor Gary Sweat; Chief Clerk Cindy Griffin and Administrative Assistant Debbie Corson; Human
Resources Director Brian Guyton; Warden Jeffrey Fewell; Chief Public Defender Rose Semple; Human
Services Administrator John Tamiggi; Correctional Facility Chaplin Mike Pierson, and WJPA reporter
Joe Jasek.
Mr. Sherman called the meeting to order at approximately 11 a.m. and Correctional Facility
Chaplain Mike Pierson led the meeting with an invocation.
Mr. Sherman entertained a motion to approve Minute No. PB 02-13-24 dated February 13, 2024.
It was moved by Ms. Janis and seconded by Mr. Maggi to approve Minute No. PB 02-13-24 dated
February 13, 2024.
The motion was carried unanimously with the Board signifying their approval by stating "Aye."

WARDEN'S REPORT
In Correctional Facility news, Warden Fewell reported, as of March 19, 2024 the facility had a
population of 343 inmates.

Warden Fewell respectfully requested the Prison Board approve the employment of(12)part-time
Corrections Officers to perform duties within the Washington County Correctional Facility:
Ethon Clark; Jasmine Darwin; Gordon Edwards; Denzell Jones; Stephanie Kober; Kapreciona Lindsey;
Christopher Marinos; Jessica Pantalo; Weslee Richmond; Rodney Smith; Timothy Stimeling Sr.; and
Richard Underwood. Start date is expected to be Monday, April 8, 2024, at 8 a.m. for the academy.
Warden Fewell respectfully requested the Board approve the cancellation of the April 2, 2024
Prison Board meeting.
Ms. Janis made the motion to accept the Warden's report as presented. Mr. Maggi
seconded the motion. The motion was carried unanimously with the Board signifying their approval by
stating "Aye."
BOARD DISCUSSION
Ms. Sloane asked about the high occupancy rate in the Correctional Facility and inmates' length
of stay, stating there is an inmate who has been in the facility for 1,000 days.
Judge DiSalle responded by stating there is an inmate who is coming up on 10 years.
Ms. Sloane questioned why these inmates are not moving on to other facilities.
Mr. Walsh said they don't move on until they do so for sentencing.
Ms. Sloane asked why this individual of nearly 10 years is still in the county facility.
Judge DiSalle responded saying he hasn't been tried yet.
Mr. Walsh commented, saying the individual has had many attorneys and continuances, explaining
it was not the Commonwealth delaying.
BILLS
Ms. Sloane presented to the Board for their consideration and approval of the bills dated
March 19, 2024 in the amount of$489,860.34.
A motion was made by Ms. Sloane and seconded by Mr. Andronas, approving the bills dated
February 13, 2024.
The motion was carried unanimously with the Board signifying their approval by stating "Aye."

NEW BUSINESS
None.
There being no further business, Mr. Sherman entertained a motion to adjourn the meeting.
Ms. Sloane made a motion to adjourn. Mr. Walsh seconded it. At approximately 11:06 a.m. Mr. Sherman
adjourned the meeting.
