HomeMy WebLinkAbout2024-08-13_Prison Board_PB 08-13-24_Minutes_APPROVED 447 MINUTE BO0K PRISON BOARD WASHINGTON COUNTY, PENNSYLANIA IMR LIMITED E1316649LD Minute No. PB 08-13-24 August 13, 2024 The meeting of the Washington County Prison Board was held in Suite G-17 of Crossroads Center at 95 West Beau Street, Washington, Pennsylvania, with the following members being present: Commissioners Nick Sherman, Electra Janis, Larry Maggi; Judge John DiSalle; Sheriff Anthony Andronas; District Attorney Jason Walsh, and Controller April Sloane. Also present were Solicitor Gary Sweat; Chief of Staff Daryl Price; Chief Clerk Cindy Griffin and Administrative Assistant Debbie Corson; Human Resources Assistant Director Andrea Johnson; Finance Director Adam Petris; Human Services Administrator Dr. John Tamiggi and Deputy Administrator Tiffany Milovac; Chief Deputy Sheriff Anthony Mosco; Warden Jeffrey Fewell; and Correctional Facility representatives Chaplin Mike Pierson, Deputy Warden Chris Cain and Major David Coddington. Mr. Sherman called the meeting to order at approximately It:38 a.m. and Correctional Facility Chaplain Mike Pierson led the meeting with an invocation. Mr. Sherman entertained a motion to approve Minute No. PB 07-16-24 dated July 16, 2024. Ms. Sloane requested a correction to the time listed on the official minutes. She requested a review of the recording to ensure the correct time was on the minutes. Moved by Ms. Janis to accept the minutes with the time correction. Mr. Maggi seconded the motion to approve Minute No. PB 07-16-24 dated July 16, 2024. Judge DiSalle and District Attorney Jason Walsh both abstained, as they were absent from that meeting. The motion was carried with the Board signifying their approval by stating "Aye." PUBLIC COMMENT None. BOARD'S RESPONSE None. WARDEN'S REPORT In Correctional Facility news, Warden Fewell reported, as of this morning (August 13, 2024) the facility had a population of 313 inmates. Mr. Fewell also requested the next Prison Board meeting (September 17, 2024) not be held in the Correctional Facility's conference room, due to space limitations. He continued saying there would be organizations coming in to make presentations to the Board about medication distribution in a corrections environment. He suggested the meeting be moved to Public Meeting Room G16, Crossroads Center, 95 W Beau St., Washington, PA 15301. He also noted there would need to be a posting to the county's website, for the public to be notified in advance. The FCC has eliminated all commissions on incarcerated telephone calls. Rates will be cut from $.24/minute to $.07/minute. Mr. Fewell said the county has contracts in effect until April 2026,but after that time, the county stands to lose $400,000/year. Ms. Sloane suggested new revenue streams successfully used by Westmoreland and Sommerset counties to offset this loss. If approved, this agreement will be effective July 8, 2024. Warden Fewell respectfully requested the Prison Board approve the authorization to advertise for Bread Products for the facility. Ms. Janis made the motion to accept the Warden's report as presented. Ms. Sloane seconded the motion. The motion was carried unanimously with the Board signifying their approval by stating"Aye." "'OARD DISCUSSION None. 449 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLANIA IMR LIMITED E1316649LD BILLS Ms. Sloane presented to the Board for their consideration and approval of the bills dated August 13,2024 in the amount of$412,020.70 A motion was made by Ms. Sloane and seconded by Ms. Janis, approving the bills dated August 13, 2024. The motion was carried unanimously with the Board signifying their approval by stating"Aye." OLD BUSINESS None. NEW BUSINESS Ms. Sloane requested cooperation in exploring new revenue streams, by having discussions with other Controllers and Wardens. She asked that if Warden Fewell needed to recuse himself, perhaps she could include Deputy Cain. Mr. Sherman agreed to speak to the Warden and get back to her. There being no further business, Mr. Sherman entertained a motion to adjourn. A motion was made by Ms. Janis and seconded by Ms. Sloane. The motion was carried unanimously with the Board signifying their approval by stating"Aye."
