SPECIAL ORDER OF BUSINESS:

NEW BUSINESS:
Chief Clerk, on behalf of the District Attorney, respectfully requests the Commissioners approve
the cost of training, lodging, and all travel related fees, within the rules of the County's travel
policy, for an employee (John Friedmann) to attend a Washington County Bar Association
conference on December 12-15, 2024, in Jekyll Island, GA. The cost will be approximately $3,000
and will be paid from the D.A.'s operating budget.
Chief Clerk, on behalf of the Redevelopment Authority of the County of Washington, respectfully
requests the Commissioners adopt a resolution approving the proposed amendments and budget
revisions, for FY 2021-2023, to the Community Development Block Grant (CDBG) and Home
Investment Partnerships (HOME) programs which are part of the county's consolidated and annual
action plans.
Chief Clerk respectfully requests the Commissioners enter into an Intergovernmental Cooperation
Agreement (IGA) and a Memorandum of Understanding (MOU) between the Washington County
Land Bank, the County of Washington, the California Borough, and the California Area School
District for the purpose of participating in the County Land Bank.

Human Resources respectfully requests the Board of Commissioners approve the revised
Washington County Code of Conduct and Ethics Policy. The policy has been updated to include
additions from the Department of Housing and Urban Development (HUD).

1. Children and Youth Services — Provider Agreement
Children and Youth Services is respectfully requesting the approval of a provider agreement
with Valley Youth House for placement services for the period of July 1, 2024, through June
30, 2025. The contract authorization amount is $150,000.00 and no additional county funds
are required.
2. Children and Youth Services — Purchase of Service Agreement
Children and Youth Services is respectfully requesting approval of a purchase of service
agreement with Hickton & Stein Law Group, LLC to represent Children and Youth Services
in Juvenile Court for dependency cases for the period of November 12, 2024, through June
30, 2025. Services will be billed at $375.00 per hour and no additional county funds are
required.
3. Children and Youth Services — Provider Agreement
Children and Youth Services is respectfully requesting approval of a provider agreement
with Drug and Alcohol Rehabilitation Services, Inc. to provide a residential drug and alcohol
treatment program to adolescent males for the period of July 1, 2024, through June 30, 2025.
The contract authorization amount is for $100,000.00 and no additional county funds are
required.
4. Behavioral Health and Developmental Services — Provider Agreement
Behavioral Health and Developmental Services is respectfully requesting the approval of a
provider agreement with Mental Health Association of Washington County to implement
the Person -Centered Forensics Service Initiative for the period of July 1, 2024, through June
30, 2025. The contract authorization amount is $121,136.00 and no additional county funds
are required.
5. Behavioral Health and Developmental Services — Provider Agreement Addendum
Behavioral Health and Developmental Services is respectfully requesting approval of a
provider agreement addendum with Pathways of Southwestern PA, Inc. to add the service of
Community Participation Support to the services being provided for the period of July 1,
2024, through June 30, 2025. The contract authorization amount will be increased to
$78,874.00 and no additional county funds are required.

advertising for bids for expanding the Crossroads Building Parking Lot.

A. Professional Service Agreements
1. Addendum - GOVERNMENTAL SOFTWARE - CONTRACT #070721-RFP-

Purchasing, on behalf of Information Technology, respectfully requests the Board of County
Commissioners approve an Addendum to our Financial Services System Agreement,
with Tyler Technologies, Inc., Yarmouth, Maine, to remove modules from our Tyler SaaS
agreement, including a credit we will receive on our account as stated below.
The following Tyler Software as a Service (SaaS) are hereby removed from our Agreement
as of October 1, 2024:
a. Time & Attendance
b. Time & Attendance Mobile Access
c. Advanced Scheduling
d. Advanced Scheduling Mobile Access
Tyler shall apply a credit to invoice #045-474812, dated July 1, 2024, for the period of
October 1, 2024, through June 30, 2025, in the amount of $24,447, for the items removed in
Section 1 of this amendment.
2. Frick Financial Federal Credit Union - ATM Space Lease Agreement Termination -
Crossroads Building
Purchasing, respectfully requests the Board of County Commissioners approve the
Termination of our ATM Space Lease Agreement with Frick Financial Federal Credit
Union for the sole purpose of operating an automated teller machine (ATM).
If approved this termination will be effective as of December 8, 2024, in compliance with the
30-day notice period required by our agreement.
3. Professional Consulting Services - Cyber Consultancy Group, LLC
Purchasing, on behalf of Carrie Fundy, Director of Information Technology, respectfully
requests the Board of County Commissioners Approve an agreement for Professional
Consulting Services with Eric Williams, Cyber Consultancy Group, LLC, Aliquippa,
PA, for the purpose of providing Advanced Networking Administration and Firewall
support on an as needed basis at a rate of $145 per hour, with a not to exceed of $20K per
year.

RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE
COUNTY OF WASHINGTON APPROVING THE AMENDMENTS AND REVISIONS
TO THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) AND HOME
INVESTMENT PARTNERSHIPS (HOME) PROGRAMS WHICH ARE PART OF THE
COUNTY'S CONSOLIDATED AND ANNUAL ACTION PLANS
WHEREAS, under Title 1 of the Housing and Community Development Act of 1974, as
amended, the Secretary of the U.S. Department of Housing and Urban Development is authorized
to extend financial assistance to communities for activities which will benefit low- and moderate -
income persons, eliminate or prevent slums or urban blight, or address other urgent community
development needs; and
WHEREAS, under the Home Investment Partnerships Program created by the Cranston -
Gonzalez National Affordable Housing Act of 1990, as amended, the Secretary of the U.S.
Department of Housing and Urban Development is authorized to extend financial assistance to
participating jurisdictions to expand the supply of decent, safe, sanitary and affordable housing;
and
WHEREAS, the County of Washington is an eligible grantee under the CDBG and HOME
Programs; and
WHEREAS, in the course of administering the CDBG and HOME Programs, certain
Amendments and Revisions are required for Fiscal Years 2021 — 2023; and
WHEREAS, the County of Washington has prepared the Amendments and Revisions for
the County's 2021 — 2023 Consolidated and Annual Action Plans; and
WHEREAS, the County of Washington has advertised a notice regarding its intention to
act upon the Amendments and has made them available for public inspection prior to the public
meeting at which it is to be considered; and
WHEREAS, having given the citizens of Washington County an opportunity to make
known their position with regard to the Amendments and further having given thorough
consideration to their applicability to continued program implementation, the Board of
Commissioners of the County of Washington, Pennsylvania, wishes to approve the proposed
Amendments and Revisions.
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of the County
of Washington, Pennsylvania, that the Amendments and Revisions dated November 21, 2024 for
Fiscal Years 2021 — 2023 of the Community Development Block Grant and Home Investment
Partnerships Programs which are part of the County's Consolidated and Annual Action Plans are
hereby approved and furthermore the Chairman of the Board of Commissioners is authorized to
execute on behalf of the County all documents relating to the approved Amendments and
Revisions.
Resolved and adopted this 21 st day of November, 2024.
