Chief Clerk, on behalf of Public Safety, respectfully requests the Commissioners approve an
agreement with McCutcheon Enterprises, Inc. to pick up, transport, and dispose of totes, drum and
pails of firefighting AFFF Perfluoroctane Sulfonate (PFOS) foam. The total cost is $11,003.99 and
will be effective on the date of agreement.
Chief Clerk, on behalf of Public Safety, respectfully requests the Commissioners approve an
agreement between the Washington County Hazardous Materials Response Team (HMRT) and
Washington County for recertification of the County's public safety employees in accordance with
the Pennsylvania Hazardous Material Emergency Planning and Response Act (Act 1990-165,
Section 206, as amended).

Human Resources respectfully requests the Board of Commissioners approve the renewal of
the DOT Drug and Alcohol Testing Consortium with the Washington Hospital Occupational
Medicine Center. The agreement provides drug and alcohol testing services for DOT -regulated
random lottery draws. The rates of the contract will remain the same and will be effective
January 1, 2025 through December 31, 2025.

2. Children and Youth Services — 2025 Special Budget
Children and Youth Services is respectfully requesting approval of its 2025 Special Budget in
the amount of $68,000.00. This budget will be used to cover supportive client services, child
specific expenses, expenses related to the recruitment and retention of resource families,
ancillary court expenses as well as meeting and event recognition expenses. No additional
county funds are required.
3. Children and Youth Services — Provider Agreement
Children and Youth Services is respectfully requesting approval of a provider agreement
with The Bair Foundation of Pennsylvania to provide visitation services for the period of
July 1, 2024, through June 30, 2025. The contract authorization amount is for $250,000.00
and no additional county funds are required.
4. Children and Youth Services — Provider Agreement
Children and Youth Services is respectfully requesting approval of a provider agreement
with The Bair Foundation of Pennsylvania to provide foster care placement services for the
period of July 1, 2024, through June 30, 2025. The contract authorization amount is for
$600,000.00 and no additional county funds are required.
5. Behavioral Health and Developmental Services — Provider Agreement
Behavioral Health and Developmental Services is respectfully requesting the approval of the
following provider agreements for the period of July 1, 2024, through June 30, 2025. No
additional county funds are required.

6. Behavioral Health and Developmental Services — Provider Agreement
Behavioral Health and Developmental Services is respectfully requesting approval of the

mental health services of. Certified Peer Specialist, Community Mental Health Supported
Housing, Consumer Drop -In Center, Mobile Psychiatric Rehabilitation, Peer Mentor, Site
Based Psychiatric Rehabilitation, Site Based Rehab Expansion — CET, and Social
Rehabilitation for the period of January 1, 2025, through June 30, 2025. The contract
authorization amount is for $230,000.00 and no additional county funds are required.
7. Behavioral Health and Developmental Services — Community Based Care
Management Agreement
Behavioral Health and Developmental Services is respectfully requesting the approval to
enter into an agreement with Southwest Behavioral Health Management, Inc. for the
implementation of a Community Based Care Management program for the period of January
1, 2025, through December 31, 2025. The contract authorization amount is $221,373.00 and
no additional county funds are required.

1. Cloud Services - Contract#093015-RFP-Server
Purchasing, on behalf of Information Technology, respectfully requests the Board of County
Commissioners approve an agreement with Ideal Integrations, Pittsburgh PA, for the
Renewal of IdealCloud Infrastructure Resources and Services (Advanced Email
Security) for the County's server users.
If approved, this agreement will be effective DOA for a one-year period with a monthly
subscription cost of $2,010.00 and funded from the IT Operating Budget.
2. Comcast Business Agreement Addendum
Purchasing, on behalf of IT, respectfully requests the Board of County Commissioners
approve an addendum to our service agreement with Comcast Business for our Guest WiFi
Services for a total monthly cost of $309.00.
If approved, this Agreement will be effective DOA 2024, and shall be effective for a 36-
month term until amended or terminated pursuant to the agreement.
Note: We currently have 75/15 upload download speeds. This addendum will boost us up to
800/35 upload download speeds.
3. Professional Service — Legal Counsel
Purchasing on behalf of Andrea Johnston, Director of Human Resources respectfully
requests the Board of County Commissioners approve an agreement with Thomas, Thomas
& Hafer, LLP. at the listed rates to provide Legal Counsel for various employment related
cases.
Current rates - $175.00/hour for work performed by Sarah E. Cobbs or other partner attorney,
$140.00/hour by an associate attorney, and $90.00/hour for paralegal work related to
consultation services.
4. ComDoc - Court Administration Maintenance and Service Agreement
Purchasing, on behalf of IT, respectfully requests the Board of County Commissioners
approve a monthly maintenance and service agreement with ComDoc, Inc., a Xerox
Company for parts, service and labor on four MPS service plan devices.
If approved, the total monthly maintenance cost will be $160.00 and shall continue for 12
months from the date of approval and automatically renew year to year unless cancelled
according to 60-day notice.
5. Gross Industrial Construction — Additional Space Leasing Addendum Amended
Purchasing, respectfully requests the Board of County Commissioners approve an addendum
to our existing office space lease with Gross Industrial Construction Co. Inc, Washington
PA for MDJ Bruner 27-3-10 for an additional 1,526 square feet of space at the below
listed cost.
If approved, the term of additional space addendum shall begin January 1, 2024, and
continue through February 28, 2026, with options to extend for two (2) additional five (5)
year periods unless terminated pursuant to the terms and conditions of our current lease.
Lease costs will be paid separately from our present lease via monthly payments at the costs
below following the initial term payment of $15,300.00 for year 1.
Initial 2-year term: 3/l/2024 — 2/28/2026 - $1,275.00/mth
lst 5-year term ext.: 3/l/2026 — 2/28/2031 - $1,313.25/mth

6. Pest Control — Stegenga Pest Control
Purchasing, on behalf of Building and Grounds, respectfully requests the Board of County
Commissioners enter into a Pest Control Agreement with Stegenga Pest Control, Houston
PA, based on their per treatment cost ranging from $25.00 - $175.00 to be funded from
individual department operating budgets.
If approved, this agreement will be effective DOA through December 31, 2025, with 4
additional 1-year automatic renewals.

The Consolidated Plan is a five-year plan to strategically implement HUD's Federal programs that fund
housing, community development, and economic development activities in the County. The
Consolidated Plan incorporates four major sections including a needs assessment, housing market
analysis, five-year strategic plan for FY 2025-2029, and one-year Annual Action Plan for FY 2025,
which will cover the period from July 1, 2025 through June 30, 2026. The Plan includes the Community
Development Block Grant (CDBG), Home Investment Partnerships (HOME), and Emergency Solutions
Grants (ESG) Entitlement Programs. RACW coordinates the development of the Consolidated Plan on
behalf of the County.
We have begun the planning process for the upcoming FY 2025 Consolidated Plan. HUD requires that
a public hearing be held as part of the planning process for the CDBG, HOME, and ESG programs. The
purpose of this hearing is to obtain the views of citizens on community development and housing needs,
to review the range of eligible program activities, to provide a timetable for publishing the proposed
programs, and other related matters. The needs hearing will be held on December 16 at 2:00 P.M.
Washington Fire Station Renovation Project No. CD 23-22
This project involves renovations to the Main Fire Station building located at 45 West Wheeling Street
in the City of Washington. Renovations include replacement of the HVAC boiler system, installation of
new thermostatic zone valves, installation of new multi -zone heating and cooling system for second
floor, electrical upgrades from a 200 AMP panel to a 400 AMP panel, and installation of new 200 AMP
outdoor subpanel including conduit and wiring.

Charleroi Recreation Improvements Pro'ect Nos. CD 18-08 CV 20-09 and LS 24-03
This project involves the second phase of recreation improvements at Woodland Avenue and Crest
Avenue Parks in Charleroi Borough.
• Woodland Avenue: Construction of a new pavilion, public parking, fencing, swinging benches,
picnic tables, trash cans and related improvements.
• Crest Avenue: Reconstruction of the basketball court, construction of a pavilion, swinging
benches, picnic tables, trash cans and related improvements.
