Children and Youth Services — Provider Agreement Children and Youth Services is respectfully requesting the approval of the following provider agreements for the period of July 1, 2024, through June 30, 2025. No additional county funds are required. PROVIDER SERVICES PROVIDED AMOUNT Cayuga Home for Children Supporting youth with complex $150,000.00 needs working toward stable permanent placements. Childrens Home of Pittsburgh, Inc. Provides comprehensive support for $150,000.00 families adopting older children. Families United Network, Inc. Focuses on family reunification or $100,000.00 permanency. Hopes Haven Serving young women from Juvenile $150,000.00 Justice and Youth Services by preparing youth for independent living and stable successful futures. Justice Works Youth Care Provides child -centered, family- $160,000.00 focused services for troubled youth and families through programs that emphasize crisis stabilization and strength -based approaches. Total $710,000.00 2. Children and Youth Services — 2025 Special Budget Children and Youth Services is respectfully requesting approval of its 2025 Special Budget in the amount of $68,000.00. This budget will be used to cover supportive client services, child specific expenses, expenses related to the recruitment and retention of resource families, ancillary court expenses as well as meeting and event recognition expenses. No additional county funds are required. 3. Children and Youth Services — Provider Agreement Children and Youth Services is respectfully requesting approval of a provider agreement with The Bair Foundation of Pennsylvania to provide visitation services for the period of July 1, 2024, through June 30, 2025. The contract authorization amount is for $250,000.00 and no additional county funds are required. 4. Children and Youth Services — Provider Agreement Children and Youth Services is respectfully requesting approval of a provider agreement with The Bair Foundation of Pennsylvania to provide foster care placement services for the period of July 1, 2024, through June 30, 2025. The contract authorization amount is for $600,000.00 and no additional county funds are required. 5. Behavioral Health and Developmental Services — Provider Agreement Behavioral Health and Developmental Services is respectfully requesting the approval of the following provider agreements for the period of July 1, 2024, through June 30, 2025. No additional county funds are required. PROVIDER SERVICES PROVIDED AMOUNT AMI, Inc. of Washington -Greene County Provides assistance to identified $60,567.00 individuals having a qualified mental health diagnosis who are involved in the forensics stem. The CARE Center, Inc. dba SPHS CARE Provides assistance to identified $52,000.00 Center individuals having a qualified mental health diagnosis who are involved in the forensics stem. Total $112,567.00 6. Behavioral Health and Developmental Services — Provider Agreement Behavioral Health and Developmental Services is respectfully requesting approval of the following provider agreement with AMI, Inc. of Washington -Greene County to provide the mental health services of. Certified Peer Specialist, Community Mental Health Supported Housing, Consumer Drop -In Center, Mobile Psychiatric Rehabilitation, Peer Mentor, Site Based Psychiatric Rehabilitation, Site Based Rehab Expansion — CET, and Social Rehabilitation for the period of January 1, 2025, through June 30, 2025. The contract authorization amount is for $230,000.00 and no additional county funds are required. 7. Behavioral Health and Developmental Services — Community Based Care Management Agreement Behavioral Health and Developmental Services is respectfully requesting the approval to enter into an agreement with Southwest Behavioral Health Management, Inc. for the implementation of a Community Based Care Management program for the period of January 1, 2025, through December 31, 2025. The contract authorization amount is $221,373.00 and no additional county funds are required. Comcast Business Agreement Addendum Purchasing, on behalf of IT, respectfully requests the Board of County Commissioners approve an addendum to our service agreement with Comcast Business for our Guest WiFi Services for a total monthly cost of $309.00. If approved, this Agreement will be effective DOA 2024, and shall be effective for a 36- month term until amended or terminated pursuant to the agreement. Note: We currently have 75/15 upload download speeds. This addendum will boost us up to 800/35 upload download speeds. 3. Professional Service — Legal Counsel Purchasing on behalf of Andrea Johnston, Director of Human Resources respectfully requests the Board of County Commissioners approve an agreement with Thomas, Thomas & Hafer, LLP. at the listed rates to provide Legal Counsel for various employment related cases. Current rates - $175.00/hour for work performed by Sarah E. Cobbs or other partner attorney, $140.00/hour by an associate attorney, and $90.00/hour for paralegal work related to consultation services. 4. ComDoc - Court Administration Maintenance and Service Agreement Purchasing, on behalf of IT, respectfully requests the Board of County Commissioners approve a monthly maintenance and service agreement with ComDoc, Inc., a Xerox Company for parts, service and labor on four MPS service plan devices. If approved, the total monthly maintenance cost will be $160.00 and shall continue for 12 months from the date of approval and automatically renew year to year unless cancelled according to 60-day notice. 5. Gross Industrial Construction — Additional Space Leasing Addendum Amended Purchasing, respectfully requests the Board of County Commissioners approve an addendum to our existing office space lease with Gross Industrial Construction Co. Inc, Washington PA for MDJ Bruner 27-3-10 for an additional 1,526 square feet of space at the below listed cost. If approved, the term of additional space addendum shall begin January 1, 2024, and continue through February 28, 2026, with options to extend for two (2) additional five (5) year periods unless terminated pursuant to the terms and conditions of our current lease. Lease costs will be paid separately from our present lease via monthly payments at the costs below following the initial term payment of $15,300.00 for year 1. GRIFFIN EXECUTIVE DIRECTOR PROJECT ACTIVITY REPORT December 2, 2024 Washington County Board of Commissioners FROM: Redevelopment Authority of the County of Washington FY 2025 CONSOLIDATED PLAN COUNTY COAI\IISSIONERS NICK SHERN[AN, CHAIRMAN ELECTRei S. 3ANIS, VICE CHAIR LARRY INIAGGI The Consolidated Plan is a five-year plan to strategically implement HUD's Federal programs that fund housing, community development, and economic development activities in the County. The Consolidated Plan incorporates four major sections including a needs assessment, housing market analysis, five-year strategic plan for FY 2025-2029, and one-year Annual Action Plan for FY 2025, which will cover the period from July 1, 2025 through June 30, 2026. The Plan includes the Community Development Block Grant (CDBG), Home Investment Partnerships (HOME), and Emergency Solutions Grants (ESG) Entitlement Programs. RACW coordinates the development of the Consolidated Plan on behalf of the County. We have begun the planning process for the upcoming FY 2025 Consolidated Plan. HUD requires that a public hearing be held as part of the planning process for the CDBG, HOME, and ESG programs. The purpose of this hearing is to obtain the views of citizens on community development and housing needs, to review the range of eligible program activities, to provide a timetable for publishing the proposed programs, and other related matters. The needs hearing will be held on December 16 at 2:00 P.M. Washington Fire Station Renovation Project No. CD 23-22 This project involves renovations to the Main Fire Station building located at 45 West Wheeling Street in the City of Washington. Renovations include replacement of the HVAC boiler system, installation of new thermostatic zone valves, installation of new multi -zone heating and cooling system for second floor, electrical upgrades from a 200 AMP panel to a 400 AMP panel, and installation of new 200 AMP outdoor subpanel including conduit and wiring. Contractor: JB Mechanical, Inc, Contract Award: $299,000 Funding.
