approve a personal service agreement with Scott Berry for the provision of alcohol highway

1. Planning—Courthouse Tours
Planning Commission recommends approval of a contract with the PA Trolley
Museum, Inc., to provide group tours of the Washington County Courthouse from
January 1, 2025, to December 31, 2025, at a cost of$4,000.
2. Planning Certification of County Funds for Farmland Preservation
Planning recommends certification of the funds collected in 2024 from Clean and
Green rollback taxes and reserved in a restricted account for Farmland Preservation
easement purchases in the amount of$30,178.00.

Memorandum of Understanding (MOU) as negotiated between the County of Washington and
SEIU Local 668 regarding Department of Public Safety — TCO's. The parties agree to apply a
provision in which the probationary period for a full-time TCO who completed a probationary
period as a part-time TCO immediately prior to promotion to a full-time TCO position be waived.

1. Children and Youth Services—Provider Agreement
Children and Youth Services is respectfully requesting the approval of the following provider
agreement with Adelphoi Village to provide Aggression Replacement Training for youth
ages 12-17 for the period of July 1, 2024, through June 30, 2025.The contract authorization
amount is for$50,000.00 and no additional county funds are required.
2. Children and Youth Services—Provider Agreement
Children and Youth Services is respectfully requesting the approval of the following provider
agreement with Thrive of Southwest PA to provide comprehensive LGBTQ+ support
programs for the period of July 1, 2024, through June 30, 2025.The contract authorization
amount is for$75,000.00 and no additional county funds are required.
3. Behavioral Health and Developmental Services—Final Year-End Contract Adjustments:
Behavioral Health and Developmental Services is respectfully requesting approval of the
following final year-end contract adjustment agreements for the period July 1, 2023, through
June 30, 2024. No additional county funds are required.

requested amount is for$3,510.00. No county funds are required.

Commissioners award the application for Emergency Childcare Center Operator to the
Childcare Group
If approved,this agreement will be effective date of implementation through scope of work
completion unless otherwise terminated pursuant to the terms of the agreement or a thirty
days' notice. This project will be implemented as a proactive response to the County's
Childcare Feasibility study.
B. Authorization to Bid/Reguest Proposals
1. Opioid Settlement Funds RFP II
Purchasing, on behalf of Human Services,respectfully requests the Board of County
Commissioners authorize the advertising for application acceptance for Opioid Settlement
Fund Dispersions—Phase II.

Purchasing, on behalf of Human Services—Homelessness Services,respectfully requests
the Board of County Commissioners authorize the advertising for proposals for Rapid
Rehousing programs (RRH).
3. Permanent Supportive Housing RFP
Purchasing, on behalf of Human Services—Homelessness Services,respectfully requests
the Board of County Commissioners authorize the advertising for proposals for Permanent
Supportive Housing programs(PSH).
4.Fairgrounds Hall 1 Restrooms
Purchasing, on behalf of Planning,respectfully requests the Board of County Commissioners
authorize the advertising for bids for Hall 1 Restrooms.
II. AGREEMENTS/CONTRACTS/ADDENDUM/PURCHASES
A. Professional Service Agreements
1. Comcast Business Agreement
Purchasing, on behalf of Carrie Fundy,IT,respectfully requests the Board of County
Commissioners enter into an agreement with Comcast Business for the Public Safety
Airport Location for Business internet data, Security Edge, and connection pro package at a
cost of$219.99 per month for year one,249.99 per month year two,and$299.99 per month
year three,plus a one-time$99.95 installation charge.
If approved,this Agreement will continue for three years unless cancelled providing a thirty-
day notice. This expense will be paid from the public safety operating budget.
2. Towing Services
Purchasing respectfully requests the Board of County Commissioners enter into an agreement
with Isiminger's Auto Service,Washington,PA,for Towing Services at the following rates.
• Towing- $125/hookup $4/mile after five miles.
All work is to be done based on a"Time&Material"rate on an"as needed"basis. If
approved,this agreement will be effective DOA and continue unless terminated with 30-day
notice by either parry.
3.Addendum-KoolKleen—Kitchen Hood Cleaning
Purchasing, on behalf of Aging Services,respectfully requests the Board of County
Commissioners approve a cost increase with KoolKleen,Murrysville,PA,to submit our
inspection paperwork to the Fire Marshall for Kitchen Hood Cleaning at a total rate of
$415.00 per exhaust cleaning and a compliance engine submission fee of$18.00.
