Chief Clerk, on behalf of the Sheriff's Office, respectfully requests the Commissioners approve a Memorandum of Understanding (MOU)between the Sheriff's office and the Washington Regional SWAT Team Member Agencies for the purpose of assisting other law enforcement agencies when needed. Chief Clerk, on behalf of the Redevelopment Authority of the County of Washington, respectfully requests the Commissioners approve an agreement between the Redevelopment Authority and North Strabane Municipal Authority for the purpose of public sewage service for a site plan located in Somerset Township, Washington County, to extend, convey, and connect to the main sanitary sewer line in North Strabane Township. The cost to the County will be $10,000 and will be paid via Act 13 funds. MEMORANDUM March 19, 2025 TO: Commissioner Sherman Commissioner Janis Commissioner Maggi FROM: Jason E. Theakston, Planning Director SUBJECT: Agenda Meeting—March 19, 2025 1. Planning—Agreement Planning Commission respectfully requests entering into an agreement with Burgettstown Borough for replacement of the retaining wall at the Panhandle Trail overflow parking lot. The County would be responsible for purchasing Redi-Rock cobblestone pattern block to replace the existing wall, and the Borough would be responsible for providing two additional quotes for materials, installation of the wall, and maintenance of the wall. Any extension of the wall from its original placement will be covered by the Borough. Costs for materials will be paid for using Panhandle Trail Oil and Gas Funds. 2. Planning—Agreement The Planning Commission respectfully requests that the Washington County Commissioners approve the "Sewer Easement and Right of Way Agreement" transferring ownership of the improved sewer line to the Washington-East Washington Joint Sewer Authority on the County owned Conservation District Building (Tyler Building)parcel. The agreements of the remaining portions of the sewer line from the various property owners will then be sent to WEWJA for their approval, allowing them to take ownership of the sewer line. Children and Youth Services—Provider Agreement Addendum Children and Youth Services is respectfully requesting approval of a provider agreement addendum with Cornell Abraxas,Inc. for residential, treatment and rehabilitation services of delinquent and dependent juveniles for the period of July 1, 2024, through June 30, 2025. The contract authorization amount will be increased from $300,000.00 to $350,000.00 and no additional county funds are required. 2. Human Services—Provider Agreement Addendum Human Services is respectfully requesting the approval of a provider agreement addendum with the Washington County Transportation Authority for the period of January 1, 2025, through June 30, 2025. The per trip rate will be increased to $26.48 and the contract authorization amount will remain unchanged. No county funds are required. 3. Human Services—Grant Agreement Human Services is respectfully requesting the approval of an Emergency Solutions Grant (ESG) Agreement with the Department of Community and Economic Development (DCED) to provide increased operational funding for our emergency shelter and rapid rehousing programs for the period of January 8, 2025, through July 31, 2026,in the amount of$85,000.00. No county funds are required.
