NEW BUSINESS:
Chief Clerk, on behalf of Public Safety, respectfully requests the Commissioners approve and ratify a
Memorandum of Understanding (MOU)between ten counties to share the cost of providing the delivery of
voice and data services to support the ongoing public and non-public safety related activities pertaining to
the governance, operation, and maintenance of a regional public safety radio system controller switch for
the Inter-County Regional Radio System (ICORRS).
Chief Clerk respectfully requests the Commissioners approve a new County policy to establish additional
procedures to be followed by Jail personnel when documentation is received that a bail has been revoked
and a bench warrant has been issued by the Court.
Chief Clerk, on behalf of Public Safety, respectfully requests the Commissioners approve an agreement
with Crown Castle and SBA for structural fees and application for the 9-1-1 P25 Radio System Project at
multiple tower sites. The amount will not exceed$50,000 and will be charged to Public Safety's operating
budget.
Chief Clerk respectfully requests the Commissioners approve the purchase of five (5) acres of land (parcel
No. 350-004-00-00-0006-00) located in Hopewell Township, Washington County, from the estate of Karen
Carroll, in the amount of$40,000.

2. Human Services—Ratification of Grant Application
Human Services is respectfully requesting the ratification of the approval to submit a grant
application to the Redevelopment Authority of Washington County for Home—ARP
funding to provide case management, financial assistance, and outreach services. This is a
five-year grant application with no county match requirement.
3. Human Services—Memorandum of Understanding
Human Services is respectfully requesting the approval to enter into a Memorandum of
Understanding with Greater Pittsburgh Community Food Bank in order for the Washington
County Department of Human Services to provide SNAP outreach and application
assistance in Washington County for the period of April 1, 2025, through September 30,
2025. Greater Pittsburgh Community Food Bank will reimburse the Department of Human
Services $3,500.00 on a quarterly basis. No county funds are required.

A. Bid Contract Extensions
1.Bid Extension—Tires—Contract#032624-Tires
Purchasing,respectfully requests the Board of County Commissioners extend the bid
contract for various tires for Washington County vehicles to West Tire,Washington PA,
at their"per unit"costs and"percentage discount off list price"as submitted in their bid.
If approved,this contract will be effective April 1,2025,through March 31,2026,with the
option to extend for an additional one(1) one (1)year term unless terminated by providing a
thirty-day written notice.
2.Bid Extension—Dam Diagnostics and Repairs—Contract#041624-Dam Repairs
Purchasing, on behalf of Planning,respectfully requests the Board of County Commissioners
extend the bid contract for the Washington County Dam Diagnostics and Repairs
Bid under Contract#041624-Dam Repairs to ENVIROSCIENCE Inc. of Stow,Ohio.
If approved,this agreement will be effective May 1,2025,through April 30,2026 with
options to extend for an additional(3)three(1) one year periods unless otherwise terminated
pursuant to the agreement.

3.Bid Extension—Office Supplies—Contract#032421-OS
Purchasing,respectfully requests the Board of County Commissioners extend our current bid
contract for Office Supplies according to their catalog rates and submitted discounts to the
following vendors:
■ WB Mason Co,Inc.,North Versailles PA
■ HiTouch Business Services LLC,LaVergne TN
If approved,this contract will be effective May 1,2025,through April,30 2026,with no
remaining options to extend. This extension is in accordance with the terms and conditions of
the original contract.
B. Authorization to Bid
1.Bid—Kitchen and Laundry Equipment Repairs WCCF
Purchasing, on behalf of the WCCF,respectfully requests the Board of County
Commissioners approve the advertising for kitchen and laundry repairs.
2.Bid—Airport Hangar 26
Purchasing, on behalf of the Redevelopment,respectfully requests the Board of County
Commissioners approve the advertising for bids for the sale of Hangar 26 at the
Washington County Airport.
IL AGREEMENTS & CONTRACTS/LEASES
A. Professional Service Agreements
1.Washington County Correctional Facility—Fayette County Agreement
Purchasing, on behalf of Warden Fewell,respectfully requests the Board of County
Commissioners enter into an agreement with Fayette County for the provision of housing
each other's Adult Offenders on an as needed basis as per the contract conditions
including, $60.00 per adult inmate,per day,plus transports and any medical expenses that are
above and beyond the provided basic care. All expenses will be paid from their Operating
budget.
NOTE: THIS RENEWAL AGREEMENT IS CONTINGENT UPON PRISION
BOARD APPROVAL.
2. Copiers—Ford Business Machines Agreement
Purchasing,respectfully requests the Board of County Commissioners approve a Professional
Service Agreement with Ford Business Machines,Inc., Connellsville,PA, for the purpose
of upgrading the Ford office print devices previously under our cost-per-copy program.
This agreement will cover all parts,labor,image drums and consumable supplies
excluding paper and staples. This agreement will be a fixed fee at a reduced rate according to
Costars pricing of$8,860.00 monthly.
If approved,this agreement will be effective April 1,2025,through June 30,2030,unless
otherwise terminated pursuant to a thirty-day written notice.
3. ComDoc Xerox-Maintenance and Service Agreement

Purchasing, on behalf of Information Technology,respectfully requests the Board of County
Commissioners approve a monthly maintenance and service agreement with ComDoc,Inc., a
Xerox Company for parts,toner, drums and labor to 165 County office printers.
If approved,the total monthly maintenance cost will be $3,900.00 and shall continue for 12
months from the date of approval and with annual options to renew unless terminated
pursuant to written notice.Any devices added to the agreement shall be subject to approval
and will cost$40.00 monthly for Color printers and$15.00 monthly for black and white. This
program will represent$3,200.00 in savings per month when compared to the outright
purchase of supplies helping the County realize a substantial savings on maintenance and
supplies.
4. Courts-For the Record Digital Court Recording Agreement
Purchasing, on behalf Court Administration,respectfully requests the Board of County
Commissioners approve an Agreement renewal with For the Record("FTR"),Denver,
CO,to renew our software for the courtrooms and hearing rooms for digital monitoring
support from FTR for the Courts' 15 recording stations at a cost of$11,925.00.
If approved,this purchase will be funded from Act 13 Funds and be effective May 1,2025,
through April 30,2026.
Note: This quote provides for software support for the courtrooms and hearing rooms,
upgraded licenses for the monitoring software, and support from FTR.
5.Remington&Vernick Engineers
Purchasing,respectfully requests the Board of County Commissioners approve a
Professional Service Agreement with Remington&Vernick Engineers for engineering
services according to their 2025/2026 hourly rates submitted with an initial agreement
supplement for an environmental assessment.
If approved,this agreement will be effective May 1,2025,through April 30,2026 with the
option to renew upon mutual approval year to year unless otherwise terminated pursuant to
the agreement.
6. Courts—PCRA Agreement Harrison P.Graydon
Purchasing, on behalf Court Administration,respectfully requests the Board of County
Commissioners approve an Agreement with Harrison P. Graydon of White Oak PA for
representation of post-conviction relief filings (PCRA)as determined by the Court.
If approved,this agreement will include total fees of$38,000.00 and will be effective May 1,
2025,through December 31,2025, and extend year to year for 12-month terms unless
otherwise terminated pursuant to a 60-day written notice.
Note: The purpose of the contract is to enter into an agreement with attorney Harrison
Graydon to accept appointments to handle Post Conviction Relief Act("PRCA")cases. The
Court is required by law to appoint legal counsel at the County's expense to represent inmates
convicted in Washington County who are seeking review of their convictions under the
PCRA.
7.Lenovo Financial Services
Purchasing, on behalf of Information Technology,respectfully requests the Board of
County Commissioners approve an equipment lease under our master service lease with

Lenovo Financial Services of Jacksonville,FL for the purpose of obtaining 29 laptop
devices and docking stations for CYS.
If approved,the minor equipment lease agreement will be in effect for a term of 36-
months at a monthly cost of$1,124.22. To be funded from the CYS operating budget and
grant funding.
8.Johnson Controls-Fire Safety Planned Service—Canonsburg Sr. Center
Purchasing, on behalf of Aging Services,respectfully requests the Board of County
Commissioners approve a Fire Safety Service Agreement with Johnson Controls,
Cranberry Township PA,for fire alarm inspections at the Canonsburg Sr. Center. If
approved the service will cover a 12-month period and the total cost of is$740.25 to be
funded from their Operating budget.
9. Stryker Sales LLC—LIEFEPAK Defibrillator and Service—Aging Services
Purchasing, on behalf of Aging Services,respectfully requests the Board of County
Commissioners approve a purchase with Stryker Sales LLC, Chicago IL,for a
defibrillator,warranty, case, support and electrodes for$4,659.88 to be funded from their
Operating budget.
III. PA STATE CONTRACT/COSTARS
A. COSTARS/DGS
Purchasing respectfully requests the Board of County Commissioners approve the following
purchases from the PA State Contract.All items are being purchased from the PA State.
Contract/Costars.
1. State Contract 4400028310 Agricultural/Grounds Keening Type Equipment
Purchasing, on behalf of Jason Theakston,Director/Planning Commission,respectfully
requests the Board of County Commissioners authorize the purchase of a Polaris Ranger
Crew 1000 ATV,for Planning to be utilized by the City of California for Emergency
Services during Bridge construction and returned to Planning upon project completion. The
cost is$22,810.63. The equipment is being purchased via Best Line Equipment of State
College,PA. The equipment is covered under PA State Contract 4400028310, and therefore
does not require bidding. It will be funded via Act 13 funds.
