NEW BUSINESS:
Chief Clerk respectfully requests the Commissioners adopt a resolution certifying the provision of a local
match for state operations financial assistance for the Washington County Transportation Authority, for
fiscal year 2025-2026, in the amount of$209,472.
Chief Clerk, on behalf of the Public Defender, respectfully requests the Commissioners approve the cost of
training, lodging, and all travel related fees, within the rules of the County's travel policy, for an employee
(Marie Lester) to attend the Rise25 Conference on May 27-31, 2025, in Anaheim, California. The cost will
be approximately$3,000 and will be paid via the Indigent Defense Grant.

1. Parks and Recreation—Fire Service Agreements
Planning recommends approval of the following agreements with local fire
companies for inspection and fire protection of county parks. Payment of$1,000 is
paid upon receipt of annual fire inspection report.

2. Parks and Recreation—Right of Way Agreement
Planning recommends approval of a right-of-way agreement with Range Resources
for an electric right of way at Cross Creek Park. The right-of-way will provide power
to a Range gas well, and West Penn Power will provide electric service to the site.
Range will pay Washington County $5,000 as compensation for this right-of-way.

for the Permanent Supportive Housing program that will support individuals and families
with disabilities experiencing homelessness to obtain and maintain housing, to Connect, Inc.

for the Rapid Rehousing program that will support individuals and families experiencing

Purchasing respectfully requests the Board of County Commissioners approve the following
purchases from the PA State Contract.All items are being purchased from the PA State.

1. State Contract#4400022588 ArcGIS Software Maintenance Exp. 6/30/23
Purchasing, on behalf of Information Technology,respectfully requests the Board of County
Commissioners approve the payment of software maintenance from Environmental Systems
Research Institute(ESRI),Redlands, CA in the amount of$60,119.00. This maintenance is
for the software to maintain and update the GIS software utilized by IT,Public Safety, Tax
Assessment,and Planning. The maps developed through this software are the foundation of
the computer aided dispatch system. Funding for this support is paid at a split between Public
Safety,Tax Assessment,and Planning. The proposed purchase is in accordance with the
pricing on the PA State Contract and therefore does not require bidding.
IV. DONATION
A. Donation Resolution—Restroom Stalls
1.Restroom Stalls Donation
The Purchasing Department,as per Section 1805 of the County Code governing the sale or
disposition of personal property of the County,respectfully requests the Board of County
Commissioners authorize the resolution for the donation of Restroom Stalls from
Washington County to be utilized by the West Alexander Agricultural Association who
has completed the"Application for Donation" application and have met all required criteria.
