SUBJECT: Agenda Meeting—April 29, 2025
1. Planning—Memorandum of Understanding Tire and HHW Collection
Planning recommends approval of a memorandum of understanding with
Pennsylvania Resources Council for a Household Hazardous Waste (HHW) and Tire
Collection Event to be held June 28, 2025. Washington County will be responsible
for contributing $7,000 for admin fees and grant match, securing a location,providing
volunteers to assist with traffic and material checking,providing signage, barriers,
and cones for traffic control, secure any necessary local permits, and advertise for the
event. PRC will hire and pay the contracted vendor that handles the materials, collect
fees for disposal, provide volunteers, and complete any permitting and grant writing
duties required by the DEP.
2. Parks and Recreation— Survey Permission
Planning recommends approval and completion of the Survey Permission Form
submitted by MarkWest Liberty Midstream & Resources, LLC, for the purpose of
performing a survey in Cross Creek County Park for a potential transmission line.
The survey would be conducted on the southeastern portion of the County Park, and
no County funds are needed for the survey. Approval authorizes the form be signed
by the Chair of the Board of Commissioners.
3. Planning—Division Order
Planning Commission recommends approval of an amended division order with Range
Resources for the Augustine E 6H Unit with the decimal interest 0.00077870.
4. Planning—Tunnel Number 4 Construction Inspection
Planning respectfully requests the Commissioners approve the Price and Technical
Proposals for the Tunnel Number 4 Rehabilitation Project. The contract will authorize
Mackin Engineering to conduct construction inspection on the project. The cost for
inspection services is $68,781.58 and will be paid for using Transportation Alternative
Set Aside Grant funds.

1. Children and Youth Services—Provider Agreement
Children and Youth Services is respectfully requesting the approval of a provider agreement
with The Therapeutic Thump LLC to provide specialized martial arts sessions that blend
traditional martial arts with therapeutic techniques aimed at promoting emotional regulation,
stress management, and overall personal growth for the period of April 1, 2025, through
June 30, 2026. The contract authorization amount is for$250,000.00 and no additional
county funds are required.
2. Behavioral Health and Developmental Services—Mid-Year Contract Adjustments:
Behavioral Health and Developmental Services is respectfully requesting approval of the
following mid-year contract adjustment agreements for the period of July 1, 2024, through
June 30, 2025. No additional county funds are required.

3. Behavioral Health and Developmental Services—Amendment #1 to Agreement
Behavioral Health and Developmental Services is respectfully requesting approval of the

Behavioral Health and Developmental Services for the period of July 1, 2024,through June
30, 2025. The contract authorization amount will be increased to $319,203.00 (original
amount was $233,703.00) and no additional county funds are required.
4. Human Services -Advisory Board Dissolution
RESOLVED THAT the current, standing,Washington County Department of Human
Services Advisory Board that was approved on March 18, 2021, at the Washington County
Board of Commissioners'Meeting;Meeting Book 1693,Minute No. 1126, shall be and is
hereby dissolved.
RESOLVED FURTHER THAT the existing members of the Washington County
Department of Human Services Advisory Board shall be and are hereby relieved from their
duties.

the Board of County Commissioners approve an expenditure from Schultheis Electric
($37,970.00), our Contract of record, for emergency work to replace the failed electrical
service at Shelter 7 in Mingo Park including all labor& equipment. The funding source
will be Oil&Gas lease.
2. Software License Agreement—1/1/2025 thru 12/31/2025
The Purchasing Department,on behalf of Melanie Ostrander,Elections,respectfully requests
the Board of County Commissioners approve the listed invoices for the 2025 Primary
Election Support to be paid from their Operating budget.

for their forensic workstation.
If approved,this Agreement will be effective April 3,2025,through April 2,2026,at a total
annual cost of$23,500.00,charged to the Coroner's Operating Budget.
2. Professional Services—RTI Risk Management
Purchasing, on behalf of the BOC,respectfully requests the Board of County Commissioners
approve a Professional Services Agreement with RTI Risk Management, Canonsburg,
PA, for the purpose of providing consulting on all insurance and risk management
assessment services at a rate of$1,500.00 per month.

If approved,this agreement will be effective June 1,2025,through May 31,2026.
3. Stryker AED ProCare
Purchasing, on behalf of Public Safety,respectfully requests the Board of Commissioners
approve the renewal of the ProCare Field and Technical Service Support Agreement
with Stryker of Redmond,WA for the AED's throughout the campus. If approved,the
proposed agreement would be in effect May 1,2025,through April 30,2029,with a total cost
of($14,307.50/yr.) $57,230.01. The proposed agreement cost would be paid from the general
fund and Emergency Management.
4. Sentinel One—Software
Purchasing, on behalf of Information Technology,respectfully requests the Board of County
Commissioners approve an antivirus agreement renewal with Capital Area Intermediate
Unit 15,Enola,PA, for the purpose of providing Sentinel One Workstation& Server
Licenses(1200 Users/65 Server).
If approved,this renewal will be valid for a 12-month period,at a cost of$38,130.00. There
will be no changes to the funding.

Purchasing respectfully requests the Board of County Commissioners approve the following
purchases from the PA State Contract.All items are being purchased from the PA State.

Purchasing, on behalf of Carrie Fundy,Director of IT,respectfully requests the Board of
County Commissioners approve the purchase of a Camera and Access Control
Solution/Door& Fence for the Fire Academy, at a total cost of$47,073.10,with 50%
deposit due prior to start of job to David Davis Communications, of Finleyville,PA& a
total cost of$18,810.00 to Metro Fence Co.,Inc.,Coraopolis,PA.
The proposed purchase would be placed via CoStars,and therefore does not require bidding.
The proposed expenditure would be paid via Capital Funds.
2. COSTARS 3 IT Hardware—SonicWall Gen 7 Software—CDW-G
Purchasing, on behalf of Information Technology,respectfully requests the Board of County
Commissioners approve a Software agreement with CDW-G, Chicago IL, for the purpose
of providing SonicWall Gen 7 software and support for security.
If approved,this purchase will be placed via CoStars 3, and therefor shall not require bidding.
The County will receive a discount from the listed price and total cost to the County will be
$24,812.24 for three years of support.
