NEW BUSINESS:
Chief Clerk respectfully requests the Commissioners approval to have the County Treasurer
withhold distribution of the County Hotel Tax revenues to the Washington County Tourism
Agency (WCTA) until the County Commissioners have received an Audit for the 2024 Fiscal Year
with information on the income and expenditures incurred by the WCTA in a form and content, as
determined by the County Commissioners, pursuant to Section 17507(f)(g) of the County Code for
fourth class counties.
Chief Clerk respectfully requests the Commissioners approve a Stipulation to Settle the
Assessment Appeal filed by Greenwood Village, LP at Case No. CV-2015-00771, concerning
incorrect re-assessment notices sent by the County Assessor for 64 lots owned by Greenwood
Village in a subdivision located in North Strabane Township, Washington County, PA.
Chief Clerk, on behalf of Public Safety, respectfully requests the Commissioners approve a
Facilities Services Agreement with PennWest University for the purpose of hosting pre-approved
DHS/FEMA courses and trainings. This agreement will be effective July 1, 2025 through June 30,
2026 and no county funds are required.
Chief Clerk, on behalf of the Redevelopment Authority of the County of Washington, respectfully
requests the Commissioners approve the amendments and revisions to the Community
Development Block Grant (CDBG) program which is part of County's consolidated and annual
action plan.

FINANCES' AGENDA

1. Finance, on behalf of the Public Defender, respectfully requested the Board of
Commissioners approve a grant project modification request with the Commonwealth
of Pennsylvania, Pennsylvania Commission on Crime and Delinquency (PCCD) for
the Indigent Defense Grant program. The modification adds $99,258 to the budgeted
amount of$95,664 for a total of$194,922. It also extends the program period 1 year
to December 31't, 2026.
2. Finance, on behalf of Human Services, respectfully requests the Board of
Commissioners approve an addendum to the agreement with SPHS Connect, Inc for
permanent supportive housing services to eligible homeless individuals and families.
The addendum is in the amount of$32,666.00 to add to the previously approved
$16,334.00 for a total of$49,000. The addendum also extends the period through
December 31, 2025. This will be funded from Act 13 funds.

Dress Code Policy. The policy has been updated to authorize "Casual Fridays" in which

remain the same.

1. Children and Youth Services—Provider Agreement Addendum
Children and Youth Services is respectfully requesting approval of a provider agreement
addendum with Innersight LLC for the addition of Trauma-Focused Cognitive Behavioral
Therapy services to be added to the existing program for youth involved with Juvenile
Justice or the Child Welfare System for the period of January 1, 2024, through June 30, 2025.
The contract authorization amount will remain the same ($379,770.00) and no additional
county funds are required.
2. Children and Youth Services—Provider Agreement Addendum
Children and Youth Services is respectfully requesting approval of a provider agreement
addendum with Cornell Abraxas,Inc. for residential, treatment and rehabilitation services of
delinquent and dependent juveniles for the period of July 1, 2024, through June 30, 2025.
The contract authorization amount will be increased from $300,000.00 to $350,000.00 and
no additional county funds are required.
3. Behavioral Health and Developmental Services—Mid-Year Contract Adjustments:
Behavioral Health and Developmental Services is respectfully requesting approval of the
following mid-year contract adjustment agreements for the period July 1, 2024, through June
30, 2025. No additional county funds are required.

4. Aging Services—Agreement
Aging Services is respectfully requesting approval of an agreement with Southwestern
Pennsylvania Area Agency on Aging for a Senior Center Capital Assistance grant for the
period of July 1, 2024, through June 30, 2025. The contract authorization amount is
$25,250.00 and no additional county funds are required.
5. Human Services—Grant Application
The Department of Human Services is respectfully requesting permission to apply for the
Department of Community and Economic Development Local Government Emergency
Housing Support Program to support individuals who are displaced due to natural or man-
made disasters.We are requesting to apply for$133,896.71. There is no county match required.

A. Professional Service Agreements
1. Comcast Agreements
Purchasing,respectfully requests the Board of County Commissioners approve the following
36-month Agreements with Comcast for the purpose of receiving breaking news and
information on current events that is pertinent to law enforcement and Public Officials and
their ability to respond in a timely manner.
• Airport Location - Sheriff- $209.15/monthly with a one-time $129.95 Standard
installation fee.
• Crossroads Building-Sheriff-$217.75/monthly with a one-time $129.95 Standard
installation fee.
• Courthouse- Sheriff Holding Cell Office-$209.15/monthly with a one-time $129.95
Standard installation fee.
• Crossroads Building-BOC - $193.85/monthly with a one-time $129.95 Standard
installation fee.
If approved,the agreements will be funded from the respective Department operating
budgets.
2. Professional Service-FirstEneru Utility Lighting Service
The Purchasing Department, on behalf of Jason Theakston,Director of Planning,respectfully
requests the Board of County Commissioners authorize payment of$14,231.67 for the
electrical wiring and provision of five streetlights located at Cross Creek. Service is to be
performed by First Energy—West Penn Power, a public utility company. This
recommendation is being made according to the lowest most responsive quotation.
3. Professional Services—KLH Consulting/Engineering Services
Purchasing, on behalf of Building& Grounds & Public Safety,respectfully requests the
Board of County Commissioners approve an agreement extension with KLH Consulting
&Engineering Services at their 2025 hourly rates.
If approved the contract will be effective DOA,2025,for a period of one year with options
to extend.
4.Lenovo Financial Services
Purchasing, on behalf of Information Technology and the District Attorney,
respectfully requests the Board of County Commissioners approve a minor equipment
(laptops)lease agreement with Lenovo Financial Services of Jacksonville,FL for the
purpose of technology leasing for seven devices.

If approved,the initial lease agreement will be in effect for a term of 36-months from date
of approval,at a monthly cost of$253.43. To be funded from the District Attorney
operating budget.
5. Security Monitoring—Panic Buttons MDJ Offices—STATUS SOLUTIONS
The Purchasing Department, on behalf of Information Technology and Court
Administration,respectfully requests the Board of County Commissioners authorize the
listed purchase, installation,monitoring and service. The work is to be performed by Status
Solutions,Waterville OR There will be no additional monitoring fee, and the County will
realize a savings of approximately$6,000.00/year versus our existing vendor. Total cost is
$42,500.00.
MDJ Security grant funds will be used towards this purchase,Act 13 Funding has been
requested to cover the remaining balance of approximately$7,500.00
Note—The existing vendor(Vector)of record has been unresponsive and has
documented instances of billing issues and failing to respond and monitor panic button
pushes,making this purchase a priority.

RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE COUNTY OF
WASHINGTON APPROVING AMENDMENTS AND REVISIONS TO THE
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM WHICH ARE
PART OF THE COUNTY'S CONSOLIDATED AND ANNUAL ACTION PLANS
WHEREAS, under Title I of the Housing and Community Development Act of 1974, as
amended, the Secretary of the U.S. Department of Housing and Urban Development is authorized
to extend financial assistance to communities for activities which will benefit low- and moderate-
income persons, eliminate or prevent slums or urban blight, or address other urgent community
development needs; and
WHEREAS, the County of Washington is an eligible grantee under the CDBG Program;
and
WHEREAS, in the course of administering the CDBG Program, certain Amendments and
Revisions are required for Fiscal Years 2017-2024; and
WHEREAS, the County of Washington has prepared the Amendments and Revisions for
the County's 2017-2024 Consolidated and Annual Action Plans; and
WHEREAS, the County of Washington has advertised a notice regarding its intention to
act upon the Amendments and has made them available for public review and comment prior to
the public meeting at which they are to be considered; and
WHEREAS, having given the citizens of Washington County an opportunity to make
known their position with regard to the Amendments and further having given thorough
consideration to their applicability to continued program implementation, the Board of
Commissioners of the County of Washington, Pennsylvania, wishes to approve the proposed
Amendments and Revisions.
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of the County
of Washington, Pennsylvania, that the Amendments and Revisions dated May 15, 2025 for Fiscal
Years 2017-2024 of the Community Development Block Grant Program which are part of the
County's Consolidated and Annual Action Plans are hereby approved and furthermore the
Chairman of the Board of Commissioners is authorized to execute on behalf of the County all
documents relating to the approved Amendments and Revisions.
Resolved and adopted this 15th day of May, 2025.
