VI OLD BUSINESS
A. RECIND & AWARD AGREEMENT—PURCHASING
Purchasing, on behalf of Public Safety, respectfully requests the
Commissioners rescind the software and hardware agreement for the logging
recorder maintenance, as awarded on Minute No. 1199, dated
January 9, 2025 on the GSA Contract from Eventide and provided by MRA
Incorporated, Washington, PA, and approve an agreement for the same
service with Interaction Insight Corporation, Red Bank, NJ. This maintenance
agreement will be effective date of agreement for a total, annual cost of
$21,508, and will be paid with the public safety state collected surcharge. This
agreement covers the systems at both the primary and airport locations.
B. RELEASE & SETTLEMENT AGREEMENT— PURCHASING
Purchasing, on behalf of Information Technology, respectfully requests the
Commissioners approve a Release and Settlement agreement with Titan HQ,
Salthill, CO, as approved on Minute No. 1184, dated April 18, 2024, as services
are no longer required. This agreement will be effective date of agreement for
the agreed upon amount of$16,000.

VII NEW BUSINESS
A. RESOLUTION —CHIEF CLERK
Chief Clerk respectfully requests the Commissioners adopt a resolution for the
Chartiers Creek HEC-RAS Engineering Study. Washington County will
contribute funds in the amount of$88,240 toward the study, and this will
fulfill the required 15% match.
B. LEASE AGREEMENT—CHIEF CLERK
Chief Clerk, on behalf of Public Safety, respectfully requests the
Commissioners approve a cell tower lease agreement between the County
and the City of Washington in the amount of$300/month, plus
$289.81/month for the CCAT sub-lease amount, effective
March 1, 2024 through February 28, 2029, with the option to renew
for three (3) additional five- (5-) year terms. The final draft of the lease
is subject to the Solicitor's approval.
C. TRAINING/TRAVEL—CHIEF CLERK
Chief Clerk respectfully requests the Commissioners approve the cost of
training and all travel related expenses, within the rules of the County's travel
policy, for Chris Jursa to attend the ESRI User Conference on July 12-17, 2025,
in San Diego.The cost will be approximately $3,000 and will be paid via Tax
Assessment's operating budget.
D. RESOLUTION —CHIEF CLERK
Chief Clerk, on behalf of the Redevelopment Authority of the County of
Washington, respectfully requests the Commissioners adopt a resolution
approving an amendment to the Community Development Block Grant
(CDBG) program which is part of County's annual action plan.
E. RESOLUTION —CHIEF CLERK
Chief Clerk, on behalf of the Redevelopment Authority of the County of
Washington, respectfully requests the Commissioners adopt a resolution
approving the Pennsylvania Statewide Programmatic Agreement.
F. RESOLUTION — PLANNING
Planning respectfully requests the Commissioners adopt a resolution for the
Washington County Greenways Plan, developed by the Planning Commission
and Mackin Engineers, Inc., as part of the County's Comprehensive Plan,
which was updated and adopted in 2023.

G. DIVISION ORDER— PLANNING
Planning respectfully requests the Commissioners approve an amended
division order with Range Resources for the Vankirk Clark Unit A, Property
11822 2H with the previously recommended decimal interest rate
(0.02743871).
H. REIMBURSEMENT AGREEMENT—PLANNING
Planning respectfully requests the Commissioners approve a reimbursement
agreement with PADOT, providing $350,000 in additional funding, for a
$2,350,000 total county reimbursement for the rehabilitation of Pike Run No.
1 bridge in Coal Center Borough. Costs will be 100 percent federally funded,
and no local match is required. Approval also designates signing authority to
the Chairman of the Board.
I. REIMBURSEMENT AGREEMENT—PLANNING
Planning respectfully requests the Commissioners approve a reimbursement
agreement with PADOT, providing $1,799,000 in additional construction
funding, for a $2,799,000 total county reimbursement for the rehabilitation of
Raccoon Creek No. 23 bridge in Smith Township. Costs will be 100 percent
federally funded, and no local match is required. Approval also designates
signing authority to the Chairman of the Board.
J. RENEWAL AGREEMENT— FINANCE
Finance, on behalf of the Courts, respectfully requests the Commissioners
approve a Memorandum of Understanding (MOU) to renew the agreement with
Washington Drug and Alcohol Commission, Inc., for the Saturday Teen
Education Program (STEP). The agreement is in the amount of$30,000 and
will be for the period of May 1, 2025 through April 30, 2026. This will be fully
funded through Act 198 Substance Abuse and Education and Demand
Reduction monies.
K. CONTRACT— HUMAN RESOURCES
Human Resources respectfully requests the Commissioners approve a
professional services contract with Penn Highlands-Mon Valley Hospital. The
purpose of this contract is to provide multiphasic blood screening services for
employees and spouses. The screening will be cost $35/person and will be
effective January 1, 2025 through December 31, 2025.

L. MEMORANDIUM OF UNDERSTANDING —BHDS
Behavioral Health & Developmental Services respectfully requests the
Commissioners approve the entering into a Memorandum of Understanding
(MOU) with Washington Regional SWAT Team member agencies for the
purpose of establishing the terms and conditions under which Washington
County BHDS, Probation Services and Corrections will support the operation
of the Washington Regional SWAT Team, effective June 5, 2025. No county
funds are required.
M. AGREEMENT—HUMAN SERVICES
Human Services respectfully requests the Commissioners approve a purchase
of service agreement with Alliance for Nonprofit Resources, Inc., for the
licensing and maintenance of the e-Systems software for the period of
July 1, 2025 through June 30, 2026. The contract authorization amount is
based on the number of users, but will not exceed $23,900, and no additional
county funds are required.
N. AGREEMENT—HUMAN SERVICES
Human Services respectfully requests the Commissioners approve an
agreement with the Greater Pittsburgh Community Food Bank to
administer the state food purchase program for the period of July 1, 2025
through June 30, 2026, in an amount up to $300,000, and no county
funds are required.
0. AGREEMENT ADDENDUM —HUMAN SERVICES
Human Services respectfully requests the Commissioners approve an
agreement addendum with Blueprints to provide rental assistance and case
management services to eligible homeless residents in Washington County.
This addendum agreement. The contract authorization amount will be
increased by$45,000, not to exceed $100,500, will be effective May 1, 2025
through June 30, 2025, and no county funds are required.
P. AGREEMENT—HUMAN SERVICES
Human Services respectfully requests the Commissioners approve the opioid
settlement funding agreement with Stryker Ace, LLC, in the total amount of
$34,575, subject to approval by the Solicitor.

Q. RENEWAL AGREEMENT— PURCHASING
Purchasing, on behalf of Corrections, respectfully requests the Commissioners
approve the renewal agreement with Allegheny County for the provision of
housing each other's adult offenders on an as-needed basis, as per the
contract conditions, including $177.81 per inmate per day, plus medical
expenses to be paid from Corrections' operating budget.
R. AGREEMENT ADDENDUM —PURCHASING
Purchasing, on behalf of the Redevelopment Authority of the County of
Washington, respectfully requests the Commissioners approve an agreement
addendum with West Penn Power for the Southside Taxiway Project to install
transformers to switch feeds to three hangars. Total cost will be $24,141.66
and initial funding will be 100% local.
S. AGREEMENT—PURCHASING
Purchasing, on behalf of Information Technology, respectfully requests the
Commissioners approve an agreement with Horizon Information Services to
convert the aging badge system to a newer one. Total cost of$23,120 and will
be paid from IT's operating budget.
T. AGREEMENT—PURCHASING
Purchasing, on behalf of Corrections, respectfully requests the Commissioners
approve an agreement with PrimeCare Medical, Inc., for the purpose of
protecting medical information. This agreement will be effective
May 23, 2025 and will continue unless canceled by either party with a 30-day
written notice.
U. AGREEMENT—PURCHASING
Purchasing, on behalf of the Planning Commission, respectfully requests the
Commissioners approve an agreement with T-Mobile—Hyperion Partners for
internet services at the Cross Creek Park maintenance facility. The cost will be
$29.40/month with a one-time equipment fee of$1,303. This agreement will
be funded through Planning's operating budget.
V. AGREEMENT—PURCHASING
Purchasing, on behalf of Human Resources, respectfully requests the
Commissioners approve a month-to-month agreement with The Lynch Law
Group, LLC, for legal representation on a claim-by-claim basis, in select
employment related cases and other legal matters. The costs will be
$310/hour for principals and $185/hour for paralegals and law clerks.

W. AGREEMENT—PURCHASING
Purchasing, on behalf of Public Safety, respectfully requests the
Commissioners approve a battery replacement purchase agreement from
Vertiv Services, Inc., for the 911 Center's Liebert UPS System. Total cost,
including installation, will be$13,856.76, and will be paid with PEMA 911
operating funds.
X. AGREEMENT—PURCHASING
Purchasing, on behalf of Tax Assessment, respectfully requests the
Commissioners approve a service agreement with LexisNexis for Accurint
for Government.This will be a two-user subscription in the amount of
$240/month and will be effective June 1, 2025, for a one-year period with
automatic renewals unless cancelled.

XI ANNOUNCEMENTS
An Executive Session was held at the conclusion of the Agenda Meeting on
Tuesday, June 3, 2025, to discuss personnel matters. The Salary Board will convene
immediately following this meeting.The next regularly scheduled Board of
Commissioners' meeting will take place in this room at 10 AM on Thursday,
June 19, 2025, followed by the Salary Board.

The Washington County Commissioners met in regular session in Public Meeting
Room G-16, at the Crossroads Center at 95 West Beau Street,Washington,PA,with the following
members in attendance: Commissioners Nick Sherman, Electra Janis and Larry Maggi. Also present
were: Solicitors Gary Sweat and Sarah Scott; Chief of Staff Daryl Price; Chief Clerk Cindy Griffin

Mr. Sherman called the meeting to order at approximately 10 a.m. and announced that the
meeting was being video-and audio-live streamed through YouTube and via the Commissioners'
Facebook page.
Mr. Sherman introduced Reverend K Reverend Tom Moore of Center Presbyterian Church,
who led the meeting in prayer.
Mr. Maggi introduced US Navy Veteran Sgt. Nevin Cumpston of Washington,who led the
Pledge of Allegiance.
Mr. Sherman entertained a motion to approve Minute No. 1207, dated May 1, 2025.

Ms.Janis read a proclamation declaring May 2025 as Mental Health Awareness Month in
Washington County.

Accepting the proclamation was Behavioral Health&Developmental Services Administrator
Jennifer Scott and Program Director Mary Jo Patrick-Hatfield. Ms. Scott brought attention to the
Mental Health Awareness Color Run they are hosting at the Washington Park Stone Pavilion on
May 25, 2025.
She then introduced Jennifer Slaughter who spoke about her mental health journey. Ms.
Slaughter explained that she was a bipolar cutter who struggled with taking her medication. She
explained how the program at CRR helped her so much that she was able to transition from the peer
mentor program into a certified mentor is now a trained CPS. Ms. Slaughter said the key to ending
mental health stigmas is education and acceptance. She also noted how grateful she was to have
these opportunities within County resources.
Mr. Maggi read a proclamation declaring May 2025 as Teen Pregnancy Prevention Month in
Washington County.

Accepting the proclamation was UPMC Washington Teen Outreach Director Dr. Mary Jo
Podgurski and PPT Educator/Community Coordinator Amy Jo Podgurski-Gough. Dr. Podgurski
thanked the Commissioners for listening and honoring her work. She explained that more than
20,000 teen parents have gone through her program,which boasts an 84 to 100 percent graduation
rate. She also noted that she has been stepping back from the work and her daughter,Ms.
Podgurski-Gough is taking on many of her responsibilities. Dr. Podgurski introduced Sarah
Shumaker from the UPMC Washington Health System Foundation.
Ms. Shumaker thanked everyone on behalf of UPMC Washington President Brook Ward.
She also recognized the fabulous work Dr. Podgurski and Ms. Podgurski-Gough are doing.
Ms.Janis read a proclamation declaring May 15, 2025 as Teen Mental Health Awareness Day
in Washington County.

siblings, as well as himself and several members of the community.

Board authorize payment of$14,231.67 for electrical wiring and the provision of five (5) streetlights
located at Cross Creek County Park. Service will be performed by First Energy (West Penn Power),
who was the lowest, most responsive, and responsible bidder.

concerning incorrect reassessment notices sent by the County Assessor for 64 lots, owned by
Greenwood Village,in a subdivision located in North Strabane Township in Washington County.

consideration and authorization, a grant project modification request with the Commonwealth of
Pennsylvania, the Pennsylvania Commission on Crime and Delinquency (PCCD) for the indigent
defense grant program.The modification increases the grant amount total to $194,922 and extends
the program period for one year through December 31, 2026.

request with the Commonwealth of Pennsylvania,PCCD in the total amount of$194,922, effective
through December 31, 2026.

Chief Clerk, on behalf of Finance and Human Services,presented to the Board for their
consideration and authorization, an addendum to the agreement with SPHS Connect,Inc. for
permanent supportive housing services to eligible homeless individuals and families. This addendum
will increase the total amount to $49,000 and extends the period through December 31, 2025. This
will be paid through Act 13 funds.

SPHS Connect,increasing the total amount to $49,000, for the period through December 31, 2025.

Chief Clerk, on behalf of Human Resources,presented to the Board for their consideration
and authorization, a revision to the county's dress code policy. The policy has been updated to
authorize "Casual Fridays"in which employees will be allowed to wear jeans,but only on Fridays.
All other provisions of the policy will remain the same.

code policy.

focused cognitive behavioral therapy to be added to the existing program for youth involved with
juvenile justice or the child welfare system.The contract authorization amount will remain the same
($379,770),will be for the period of January 1, 2024 through June 30, 2025, and no additional county
funds are required.

contract authorization amount will be increased to $350,000,will be for the period of July 1, 2024
through June 30, 2025, and no additional county funds are required.

PUBLIC COMMENTS
Long Branch Community Grange Chairman and Washington resident Lawrence Beck asked
the Board to recognize the grange as being tax exempt. He explained that the property owned by the
grange provides a space for wholesome family entertainment, charity dinners,blood drives,health
clinics and more. Mr. Beck said for the grange to become tax exempt as laid out in Act 34 would
enable them to serve their communities and residents even better.
COMMISSIONERS' RESPONSE
Commissioner Sherman directed Mr. Beck to leave his contact information, and noted that
he would personally like to visit the grange.
Commissioner Maggi mentioned he was a member of Claysville's grange.

An Executive Session was held on Tuesday,May 13,2025, at the end of the Agenda Meeting
to discuss personnel. The Salary and Retirement boards will follow this meeting, and the next
regularly scheduled Board of Commissioners' meeting will be held in this room at 10 AM on
Thursday,June 5, 2025, followed by the Salary Board. All county offices will be closed on Monday,
May 26, 2025 in observance of Memorial Day.
