Minute No. PB 06-03-25 June 3, 2025
The meeting of the Washington County Prison Board was held in public meeting room
G16 in the Crossroads Building, 95 W. Beau St., Washington, Pennsylvania, with the following
members being present: Commissioners Nick Sherman, Electra Janis and Larry Maggi; Judge
John DiSalle; Sheriff Anthony Andronas; District Attorney Jason Walsh; and Controller Heather
Sheatler. Also present were Chief of Staff Daryl Price; Solicitor Gary Sweat; Chief Clerk Cindy
Griffin and Administrative Assistant Debbie Corson; Human Resources Director Andrea
Johnston; Warden Jeffrey Fewell, Deputy Warden Chris Cain and Major David Coddington;
Human Services Administrator Dr. John Tamiggi and Deputy Administrator Tiffany Milovac;
Chief of Police, City of Washington Steve Devenney; Administrative Assistants Heather Wilhelm
and Casey Grealish.
Mr. Sherman called the meeting to order at approximately 11 a.m. and Warden Jeffrey
Fewell led the meeting with an invocation.
Mr. Sherman entertained a motion to approve Minute No. PB 05-13-25 dated
May 13, 2025.
Moved by Ms. Janis to accept the minutes as written. Mr. Maggi seconded the motion to
approve Minute No. PB 05-13-25 dated May 13, 2025.
The motion was carried with the Board signifying their approval by stating"Aye."

BOARD'S RESPONSE

WARDEN'S REPORT
Warden Fewell respectfully requested the Prison Board hire the following personnel to PT
Correctional Officers: Ryan Ankrom, Lauren Biggs, Alexis Durbin, Abigail Lowe, David Mays,
Christopher Petrarca, Leonard St. John Porter, Marissa Vasos, and Michael Yeager
All are scheduled for new hire orientation on Monday, June 23, 2025 starting at 9 a.m. in
the Human Resources Department, located in Suite 400 of the Crossroads Building.
Ms. Janis made the motion to accept the Warden's report as presented. Mr. Maggi
seconded the motion.
The motion was unanimously carried with the Board signifying their approval
by stating"Aye."

NEW BUSINESS
Solicitor Gary Sweat reminded the Board they had wanted to change the time
of the meetings to 10:30 a.m. This time change will be effective for the July 15, 2025 Prison
Board Meeting.
Ms. Janis made the motion to change the meeting times from 11 a.m. to 10:30 a.m.
Mr. Maggi seconded the motion.
The motion was unanimously carried with the Board signifying their approval
by stating"Aye."
Mr. Sherman asked the Warden for an update on the Pennsylvania Supreme Court ruling
in Mezzacappa v. Northampton County, which prohibits counties from releasing inmate mug
shots under the Criminal History Record Information Act (CHRIA). Warden Fewell noted the
state police will now maintain the photo repository and questioned whether administrative
information can still be shared with families. Mr. Sherman asked if such disclosure would be
legal. Mr. Price inquired if the restriction applies only to those not yet convicted, and Mr. Walsh
confirmed it does. The change also impacts how the County responds to Right-to-Know requests.
Mr. Andronas asked for thoughts on Westmoreland County's newly instituted 72-hour
release policy for suspects being held by one county for another. He explained that Westmoreland
County has begun releasing prisoners waiting on transport to other counties, after holding such
prisoners for no more than 72 hours (excluding weekends). Mr. Andronas said this is a cost-
saving endeavor for Westmoreland and said the PA Bureau of Prisons was okay with it. He
questioned if the Board thought Washington should implement something similar. It was the
consensus of the Board to that such a policy would not be something they would pursue. No
action was taken.
There being no further business, Mr. Sherman adjourned the meeting at approximately
11:10 a.m.
