SPECIAL ORDER OF BUSINESS

NEW BUSINESS
1 . Chief Clerk respectfully requests the Commissioners authorize and
direct the use of an electronic signature system, such as DocuSign, to
permit the Commissioners, Solicitor, Chief Clerk, and department
heads to execute county contracts, agreements, grants and/or licenses
subject to the requirements of the Pennsylvania Electronic Transactions
Act with the understanding that wills, deeds and real estate
transactions will have wet signatures.
2. Chief Clerk respectfully requests the Commissioners authorize the
Solicitor and members of the IT Department to establish an Electronic
Signature Policy, which will specify the manner and format for creating,
sending and storing electronic records, the type of electronic signature
required and the security method to ensure the integrity and
confidentiality of electronic records. Said policy should establish
control processes and procedures to ensure the preservation, security
and auditability of electronic records.
3. Chief Clerk respectfully requests the Commissioners adopt a resolution
approving the issuance of tax-exempt revenue notes in the maximum
principle amount of $55 million by the Allegheny County Hospital
Development Authority for the benefit of West Penn Allegheny
Foundation, LLC, to finance medically-equipped LifeFlight helicopters,
as detailed in the public hearing minutes dated August 8, 2025.
4. Chief Clerk respectfully requests the Commissioners approve the hiring
of Attorney Sarah Scott of Sweat Law Offices as the HIPPA Privacy and
Security Officer for Washington County at the contract price of $1 ,500
per month. This contract will be effective date of agreement and will
continue until otherwise terminated pursuant to a 30-day written notice.

1. Planning—SPC Agreement
Planning Commission recommends approval of an agreement with Southwestern
Pennsylvania Corporation (SPC) for the 2025-2027 Unified Planning Work Program
in the amount to be reimbursed of$35,568.00. FY 2025-2026 and Fiscal Year 2026-
2027 will reflect$17,784.00 in County contribution and $4,446.00 of in-kind match,
respectively.
2. Parks and Recreation—Division Orders
Planning recommends approval of an amended division order with Range Resources for
Harmon Creek D Unit B (Panhandle Trail)with the decimal interest 0.00148101.
3. Parks and Recreation—Mingo Creek Park Hunting 2026
Planning Commission recommends approval of permitting deer hunting in Mingo
Creek Park from Friday, January 2, 2026, to Saturday, January 10, 2026. 75 free
permits will be issued for each day hunting is permitted. Applications would be
accepted from Washington County residents and property owners by mail on
November 10, 2025, and then non-residents would be able to apply by mail on
November 17, 2025. The hunting season is proposed during late season Muzzleloader
and Archery hunting seasons. Mingo Creek Park will remain open to public use during
this season. Applications will be available beginning October 1, 2025.

ratify a grant application with the Commonwealth of Pennsylvania, Department of Community and
Economic Development (DCED) for the election integrity grant program established under Act 88 of
2022. The application is in the amount of$751,100.88 and will be for the period of July 1, 2025
through June 30, 2026.
2. Finance, on behalf of Elections, respectfully requests the Board of Commissioners approve a grant
Notice of Intent with the Commonwealth of Pennsylvania for the Provisional Ballot Affidavit
Envelope Grant under the Help America Vote Act of 2002. The grant is in the amount of$500.00
and will be used to offset the costs of purchasing newly designed envelopes.

7. Human Services—Western PA Coordinated Entry Access Site Memorandum of
Understanding
Human Services is respectfully requesting the approval to enter into a Memorandum of
Understanding with The Union Mission (the Coordinated Entry Lead Agency),in
representation of the Western PA Continuum of Care (CoC), to establish and define the
responsibilities of an access site. Human Services is an access site in the CoC's Region 4. No
county funds are required.

County Commissioners approve an addendum to our chair fleet agreement with Thomas
Shelby& Company,Inc.-to switch out three chairs and replace with three of the BodyBilt
model D504 to accommodte a different seating pan for County 24/7 9-1-1 operators.
If approved,this agreement will be effective June,2025,through April, 2028,with an annual

3. Professional Service Agreement—Actuarial Services—Foster&Foster-Pension
Purchasing, on behalf of the Controller,respectfully requests the Board of County
Commissioners approve an professional services agreement for actuarial services with
Foster& Foster Consulting Actuaries,Inc. These actuarial services will be used whereas it
applies to meeting Governmental Accounting Standards Board Statements(GASB) standards
and applicable law and audits, as required for the Pension actuarial reports.
If approved,this agreement will be effective for a 12-month term at their submitted hourly
rates unless otherwise terminated pursuant to the agreement.

Professional Service Agreement Extension with Richardson Communications of Bethel
Park PA for the Real-Estate Expo and other Consulting Services.
If approved,this extension will continue under the same terms&conditions of the original
agreement and will be effective DOA and continue for a six(6)month period unless
otherwise terminated pursuant to a 30-day written notice.
6.Drive Marketing—Marketing Agreement-Real Estate Expo
Purchasing,respectfully requests the Board of County Commissioners approve a Marketing
agreement for the 2026 Real Estate Expo with Drive Marketing,Inc.,of Mars PA.
If approved,the monthly rate will be $2000 and 10%of the gross of all funds raised by Drive
Marketing, Inc. and the term of the agreement shall be in effect through the completion of the
2026 Real Estate Expo unless otherwise terminated pursuant to the terms and conditions of
our current agreement.

A. Donation Resolutions
1.Vehicle Donation
The Purchasing Department,as per Section 1805 of the County Code governing the sale or
disposition of personal property of the County,respectfully requests the Board of County
Commissioners authorize the resolution for the donation of a Vehicle to be utilized by the
Washington County DA,from Range Resources who has completed the"Application to
Submit Donations"application and have met all required criteria.
III. STATE CONTRACT/COSTARS PURCHASES
1. COSTARS 6—Document Security Preservation Services
Purchasing, on behalf of Carrie Perrell,Recorder of Deeds,respectfully requests the Board
of County Commissioners approve PFD Security Preservation File Backup Services
Agreement for scanned records(to meet State& County Mandates)iwith Reynolds
Business Systems,Emmaus,PA., at an estimated cost of($92,369.29 plus $3,870.30)
$96,239.59,to be funded from the Recorder of Deeds Records Improvement Fund.
The proposed purchase is in accordance with the pricing on PA State Contract/CoStars 6 and
therefore does not require bidding. The funding source would be the Recorder of Deeds
Records Improvement Fund.
Note: These PDF/A's are called the "Security Preservation Files"which must be stored in a
live on-line-environment. Conformance with the policy also mandates the creation of a

"Security Preservation Backup"that must be stored off-site. These services provide the
ability to comply.
2. CoStars 39-Elections-Voting Equipment
Purchasing, on behalf of Melanie Ostrander, Director of Elections,respectfully requests the
Board of County Commissioners approve the replacement of backup batteries on all
voting equipment,which includes 620 ExpressVote balloting marking devices and 200
DS200 precinct scanners and time/date coin cell batteries on 200 DS200 precinct scanners in
the amount of$153,900.
The proposed purchase is in accordance with the pricing on PA State Contract/Costars 39
and therefore does not require bidding. The proposed vendor is Election Systems&
Software LLC of Omaha,NE. The total cost will be derived from Election Integrity Grant
Program funds.
3. CoStars 8 Contract—Equipment& Supplies—District Attorney
Purchasing, on behalf of the District Attorney,respectfully requests the Board of County
Commissioners approve the purchase of a DJI Matrice 30T basic combo Drone kit and
accessories for use by the District Attorney's Office.,at a total cost of$30,296.98,to be
funded from their PCCD Bryne Justice Assistance Grant.
The proposed purchase would be made via COSTARS 8 and therefore does not require
bidding. The proposed vendor is Steel City Drones,Carnegie,PA.
4.DGS Costars 25—Woltz and Wind Ford
Purchasing, on behalf of Jason Theakston,Director of Planning,respectfully requests
the Board of County Commissioners approve the purchase of one (1)2026 Ford F-350 4X4
Regular SD Crew Cab and Equipment upfit for use throughout the County Parks. The
requested truck would be purchased via DGS Costars 25 and therefore does not require
bidding. The proposed truck would replace an aged 2001 Ford F-350 Truck.
The proposed vendor for this purchase is Woltz and Wind Ford of Heidelberg,PA.
Funding will be provided via Gas&Oil funds.
