VI OLD BUSINESS
CHANGE ORDER— PLANNING
A. The Planning Commission respectfully requests the Commissioners ratify and
approve an emergency change order for crosswalk painting for at-grade
crossings on the Panhandle Trail. This change order will increase the project's
total amount to $416,625.50. Costs will be paid with Mingo oil and gas funds.
B. CHANGE ORDERS— PURCHASING
Purchasing, on behalf of the Planning Commission, respectfully requests the
Commissioners approve the following paving change orders for Washington
County with Morgan Excavating, LP., Charleroi, PA. This will increase the
amount of their current contract to $463,937.75.
• CO #2 Avella Parking Lot— $25,656, paid with opioid funds
• CO #3 Hauling (Millings) — $2,781.25, paid through the Park's operating
budget
• CO #4 Deemston Polling Lot— $18,875, paid with an Elections grant
These Change Orders have been reviewed and recommended for award by the
Planning Commission.
C. CHANGE ORDER— PURCHASING
Purchasing, on behalf of Public Safety, respectfully requests the Commissioners
approve the following change order deduction for the Washington County
Radio Project with Motorola Solutions. This will reduce the amount of the
original contract to $24,445,549, will be effective September 25, 2025, and no
additional funding will be required.
• CO #1 Descoping VHF Paging— Design Review Credit (-) $162,719.27
This Change Order has been reviewed and recommended for award by the
county's project manager and radio consultant of record.
D. CHANGE ORDER— PURCHASING
Purchasing, on behalf of the Redevelopment Authority of the County of
Washington, respectfully requests the Commissioners approve the listed
change order for the Airport Southside Taxiway Project.
• CO #2 new electrical service to a hangar, additional paving and
additional calendar days as previously agreed upon — $278,931.92
Funding will be paid 75% with the anticipated state grant and 25% with county
funds. This Change Order has been reviewed and recommended for award by
the Redevelopment Authority and Gannett Fleming TranSystems.

E. CHANGE ORDER— PURCHASING
Purchasing, on behalf of Tax Revenue, respectfully requests the Commissioners
approve the Change Order to the agreement with Tyler Technologies, Inc., for
the purchase of migrating five (5) servers to new ones, with a total cost is
$13,500, which will be paid with capital funds.
F. WORK ORDER— PURCHASING
Purchasing, on behalf of Human Services, respectfully requests the
Commissioners approve a work order for the replacement and upgrade of the
existing fire alarm system at the Avella Wellness Center site with S.A.
Comunale, an EMCOR Company, Lawerence, PA, for a one-time cost of
$15,500, to be paid with opioid funds.
G. DONATION — PURCHASING
Purchasing, pursuant to Section 1805 of the County Code governing the sale or
disposition of personal property of the County, respectfully requests the
Commissioners authorize a resolution for the donation of a George Washington
painting, as of July 2025, to be utilized by the Courts, from Laura Phillips on
behalf of the Estate of William D. Phillips of Washington, who has formally
requested the donation, has completed the "Application for Donation," and has
met all required criteria.

VII NEW BUSINESS
A. ORDINANCE —CHIEF CLERK
Chief Clerk respectfully request the Commissioners adopt an ordinance,
pursuant to Act 48 of 2024, that will authorize the Pennsylvania Secretary of
Transportation the authority to acquire the right-of-way on behalf of
Washington County for the duration of the rehabilitation of the Ten Mile Creek
Bridge #40 project, located in Amwell Township.
B. AGREEMENT— PLANNING
The Planning Commission respectfully requests the Commissioners approve an
agreement for preliminary engineering services with Norfolk Southern for the
Pike #1 Bridge Project. The estimated $25,000 cost will be reimbursed by
PennDOT as part of the project and will be 100% federally funded.
C. RENEWAL AGREEMENT— FINANCE
Finance, on behalf of Domestic Relations, respectfully requests the
Commissioners ratify and approve a renewal cooperative agreement with
Pennsylvania DHS (Department of Human Services) for the Title IV-D Child
Support Enforcement program. This agreement will continue funding the
Domestic Relations Department at the allowable reimbursement rate and will
be for the period of October 1, 2025 through September 30, 2030.
D. PROVIDER AGREEMENTS— CHILDREN & YOUTH SERVICES
Children & Youth Services respectfully requests the Commissioners approve the
provider agreements with the recommended organizations to deliver support
services totaling $1,835,319.04, for the period of July 1, 2025 through June 30,
2026, and no additional county funds are required.
E. PROVIDER AGREEMENT ADDENDUM — CHILDREN & YOUTH SERVICES
Children & Youth Services respectfully requests the Commissioners approve the
provider agreement addendum with Avanco International, Inc., to provide
consulting services for the period of July 1, 2025 through June 30, 2026. The
contract authorization amount will not exceed $45,000, and no additional
county funds are required.

F. PROVIDER AGREEMENT ADDENDUM — CHILDREN & YOUTH SERVICES
Children & Youth Services respectfully requests the Commissioners approve the
provider agreement addendum with Avanco International, Inc. for the HIPAA
Business Associate Agreement for the period of July 1, 2025 through June 30,
2026. This agreement is to ensure all appropriate safeguard requirements are
met for all Protective Health Information (PHI). This is a mutual promise, and no
county funds are required.
G. CONTRACT ADJUSTMENTS— BEHAVIORAL HEALTH & DEVELOPMENTAL
SERVICES
Behavioral Health & Developmental Services respectfully requests the
Commissioners approve the year-end contract adjustment agreements with the
recommended providers for the period of July 1, 2024 through June 30, 2025.
The total contract authorization amount will be increased from $3,940,300 to
$4,706,290, and no additional county funds are required.
H. PROVIDER AGREEMENT— BEHAVIORAL HEALTH & DEVELOPMENTAL SERVICES
Behavioral Health & Developmental Services respectfully requests the
Commissioners approve the provider agreement with the Mental Health
Association of Washington County to implement the Person-Centered Forensics
Service Initiative for the period of July 1, 2025 through June 30, 2026. The
contract authorization amount is $168,031, and no additional county funds
are required.
I. AGREEMENT— HUMAN SERVICES
Human Services respectfully requests the Commissioners approve an agreement
with MINC for the redesign and development of Human Services' website.
The contract authorization amount is $15,500 and is for the period of
October 1, 2025 through December 31, 2025.
J. PROVIDER AGREEMENT— HUMAN SERVICES
Human Services respectfully requests the Commissioners approve a provider
agreement with L.J. Reed Photography to provide professional photography and
videography services at the Road to Recovery Symposium, to include editing and
production services that will result in a short highlight and promotional video.
The contract authorization amount is $150/hour, will not exceed $2,212.50, and
no county funds are required.

K. PURCHASE — PURCHASING
Purchasing, on behalf of Children & Youth Services, respectfully requests the
Commissioners approve the purchase of 56 pieces of furniture for CYS (Children
& Youth Services), from Tri-State Office Furniture, Inc. The price will be $34,600
and will be funded from Act 148.
L. PURCHASE — PURCHASING
Purchasing, on behalf of Human Services, respectfully requests the
Commissioners approve the purchase of flooring from Don Greer's Fashion
Floors for the Avella Wellness Center, at a total cost of$26,698, and will be paid
with opioid funds.
M. AGREEMENT— PURCHASING
Purchasing, on behalf of Buildings & Grounds, respectfully requests the
Commissioners approve the emergency work agreement with American
Restoration Services for the Caldwell Building at a cost of$28,500, and will be
paid with capital funds.
N. AGREEMENT— PURCHASING
Purchasing, on behalf of Corrections, respectfully requests the Commissioners
approve the annual agreement with Hobart Service for on-call services,
including all parts and labor for the maintenance of the dishwasher, at a cost of
$2,815 and is effective date of agreement through September 9, 2026.
O. PURCHASE — PURCHASING
Purchasing, on behalf of the Planning Commission, respectfully requests the
Commissioners approve the purchase of a 2026 Ford F-350 diesel truck and
equipment upfit, for use by the Parks Department, in the amount of $97,284
from Woltz & Wind Ford. This purchase will be made via DGS Costars 25 and,
therefore, does not require bidding. Costs will be paid with liquid fuels funds.

P. PURCHASE — PURCHASING
Purchasing, on behalf of the Sheriff, respectfully requests the Commissioners
approve the purchase of two (2) replacement metal detectors and all associated
software and support from MProtective LLC. This purchase will be made via DGS
Costars and, therefore, does not require bidding. The total cost will be
$94,120.50/year for four (4) years and will be paid with capital funds.
• Two (2) Express Weapons Screening Units — $55,495.50/year
• Two (2) Evoly eXpedite Bag X-Ray Units — $38,625/year

XI ANNOUNCEMENTS
There was an executive session held to discuss personnel at the end of the Agenda
Meeting on Tuesday, September 30, 2025. The regularly scheduled Salary Board will
convene after this meeting. The next regularly scheduled Board of Commissioners'
meeting will take place in this room at 10 AM on Thursday, October 16, 2025, followed
by the Salary Board.

The Washington County Commissioners met in regular session in Public Meeting
Room G-16, at the Crossroads Center at 95 West Beau Street,Washington,PA,with the following
members in attendance: Commissioners Nick Sherman, Electra Janis and Larry Maggi. Also present
were: Solicitor Gary Sweat; County Administrator Daryl Price; Chief Clerk Cindy Griffin and
Administrative Assistants Debbie Corson, Heather Wilhelm, Casey Grealish and Randi Marodi;
Prothonotary Laura Hough;Human Services Deputy Administrator Tiffany Milovac;Veterans
Affairs Director Bobbi Cumpston;Human Resources Director Andrea Johnston;WJPA journalist
Joe Jasek; and Clean&Tidy Our County Founder Fern Siebert.
Mr. Sherman introduced Reverend Ken Custer of Grace United Methodist Church, Coal
Center,who led the meeting in prayer.
Mr. Maggi introduced US Marine Corps Veteran Ronald F. Pascoe,Jr.Vito Asti,who led
with the Pledge of Allegiance.
Mr. Sherman entertained a motion to approve Minutes No. 1213, dated August 14, 2025 and
No. 1214, dated August 28, 2025.

as written.

SPECIAL ORDER OF BUSINESS
Ms.Janis read a proclamation declaring September 18, 2025, as National Suicide Prevention
Day and September, 2025 as National Suicide Prevention Month in Washington County.

Accepting the proclamation was Director of Human Services Help Center& Clinical Unit
Rebecca Salsbury,BHDS Administrator Jennifer Scott, and Child&Adolescent Mental Health
Director Kimberly Scalise. Ms. Scott thanked the Commissioners, emphasized that every community
member matters, and shared the 24/7 crisis line (877-225-3567).
Ms. Salsbury,Pathfinder Chair for the Suicide Prevention Task Force,invited the public to
the Out of the Darkness Walk at Washington Park and the ribbon cutting for the Garden of
Reflection and Remembrance,which will include inspirational rocks, benches and a bird bath.
Mr. Maggi read a proclamation declaring September 15-19, 2025, as National Transportation
Demand Management Week in Washington County.

Accepting the proclamation was Transportation Demand Management Program Manager at
SPC Anthony Hickton. Mr. Hickton noted SPC's most visible work includes roads, highways and
bridges, and expressed appreciation for Board and community support.

OLD BUSINESS
Solicitor Sweat, on behalf of Human Services, recommended the Board award the RFP bids
for outpatient counseling services for low-income county residents to Catholic Charities of the
Diocese of Pittsburgh,in the amount of$20,000, and the Veterans Transportation Program to
Washington County Transportation Authority in the amount of$36,000.These contracts will be
effective July 1, 2025 through June 30, 2026,unless terminated with a 30-day written notice. These
were the lowest, most responsive, and responsible bids received. Bid responses were reviewed and
recommended for award by the Human Services Department.
Moved by Ms.Janis; seconded by Mr. Maggi, approving the above-mentioned RFP bids in
the total amount of$56,000, effective July 1, 2025 through June 30, 2026.

Solicitor Sweat, on behalf of Purchasing, recommended the Board extend the bid contract
for plumbing services to McVehil Inc., at the proposed time and material rates. This was the lowest,
most responsive, and responsible bid received. Supplies for work performed will receive a 15%
discount and will be effective November 1, 2025 through October 31, 2026.
Moved by Ms.Janis, seconded by Mr. Maggi awarding the above-mentioned bid extension to
bid to McVehil Inc., effective November 1, 2025 through October 31, 2026.

Solicitor Sweat, on behalf of Purchasing, recommended the Board extend the bid award for
coffee and equipment to Belfiore's Coffee Company at the recommended costs, effective
September 1, 2025 through August 31, 2026, under the same contract terms and conditions.

Belfiore's Coffee Company, effective September 1,2025 through August 31, 2026.

14-Unit T-Hangar for Washington County Airport to Erect-A-Tube,Inc., Harvard,IL, as additional
time is needed to evaluate the bid responses.

extension to bid to Erect-A-Tube.

to $588,508.14, and will be paid through the 2023 Local Share Account grant funds.
• CO #1 Install suspended ceiling in both new restrooms—$9,846.73
• CO #2 Rain conductors—$5,293.94
• CO #3 Additional foundation—$34,023.99
• CO #4 Supply and install alternate HVAC—$19,599.48
These Change Orders have been reviewed and recommended for award by the Planning
Commission.

#061511-EM) for all necessary components,materials and labor to repair and rebuild an elevator
drive in the Crossroads Building, at a cost of$41,887.35, and will be paid with Capital Funds.

with Otis Elevator Company a cost of$41,887.35.

Chief Clerk presented to the Board for their consideration and approval, the adoption of an
Electronic Signature Policy and Resolution,prepared by the Solicitor and the Information
Technology (IT) Department, detailing the procedure on how to sign documents in an electronic
platform.
Moved by Ms.Janis, seconded by Mr. Maggi adopting the Electronic Signature Policy and
Resolution as presented.

Chief Clerk, on behalf of the Redevelopment Authority of the County of Washington,
presented to the Board for their consideration and approval, the adoption of a resolution
authorizing the execution of a conditional award of funds and grant agreement with the
Pennsylvania Housing Finance Agency (PHFA) for the 2025 Pennsylvania Housing Affordability
and Rehabilitation Enhancement (PHARE) Fund.
Moved by Ms.Janis, seconded by Mr. Maggi adopting the resolution authorizing the
execution of a conditional award of funds and grant agreement with PHFA.

Chief Clerk, on behalf of the Redevelopment Authority of the County of Washington,
presented to the Board for their consideration and approval,payment to KLH Engineering,in an
amount not to exceed $23,000, to complete engineering services related to Somerset Township for
the Route 519 Sewer Extension Project.
Moved by Ms.Janis, seconded by Mr. Maggi approving payment to KLH Engineering,in an
amount not to exceed $23,000.

Chief Clerk, on behalf of the Planning Commission,presented to the Board for their
consideration and approval, an Easement Agreement and Statement of Compliance with First
Energy for the Cross Creek parking lot lighting project. This easement will allow First Energy to
install parking lot lighting for County Park Road and provide easement and maintenance access.
Moved by Ms.Janis, seconded by Mr. Maggi approving an Easement Agreement and
Statement of Compliance with First Energy.

Chief Clerk, on behalf of the Planning Commission,presented to the Board for their
consideration and approval, reimbursement from the PA Department of Environmental Protection
(DEP) in the amount of$24,640 for the reimbursement of the 901 HHW Educational Grant. This
action also authorizes the Board Chairman to be the signatory on all contracts.

$24,640 from the DEP.

consideration and approval, an amendment to the reimbursement agreement with PennDOT for
construction costs to replace the Ten Mile #40 bridge in Amwell Township.The revised cost of
$650,000 for preliminary engineering will be 100% federally funded. This action also authorizes the
Board Chairman to execute and serve as signatory on the agreement.

Chief Clerk, on behalf of Purchasing and Human Services,presented to the Board for their
consideration and approval,the purchase of a camera, access control,video intercom, cabling and
security alarm from David Davis Communications for the Avella Wellness Center. Costs will be
$43,237.20,with a 50 percent deposit due prior to start. This purchase will be made via CoStars, and
therefore does not require bidding, and will be paid with opioid funds.
Moved by Ms.Janis, seconded by Mr. Maggi approving the purchase with W David Davis
Communications in the amount of$43,237.20.

PUBLIC COMMENTS
Clean&Tidy Our County Founder Fern Siebert announced a month-long recycling event,
collecting sneakers. Drop-off boxes will be at Citizen's Library, the City of Washington, the county's
Crossroads Building, and the Washington Senior Center.
County Prothonotary Laura Hough raised concerns about safety regarding the second-floor
garage door entrance from the walkway to the Veterans' clinic area,which is sometimes locked,
making employees uneasy. She requested badge access for staff.
COMMISSIONERS' RESPONSE
Mr. Sherman commended Ms. Sibert for being such an inspiration. Mr. Maggi added, "Fern
is an amazing person."
Mr. Sherman said he would speak with Buildings & Grounds and commended the
Prothonotary's office for its work.
SOLICITOR'S REPORT
Solicitor Sweat requested tax refunds in the amount of$5,396.98.

ANNOUNCEMENTS
There was an executive session held to discuss personnel at the end of the Agenda Meeting
on Tuesday, September 16, 2025. The regularly scheduled Salary Board will convene after this
meeting. The next regularly scheduled Board of Commissioners' meeting will take place in this room
at 10 AM on Thursday, October 2, 2025, followed by the Salary Board.This meeting was originally
scheduled to be a night meeting but had been changed. The change was advertised as required by
law,but the Board wanted to remind residents of the change.
There being no further business,Mr. Sherman declared the meeting adjourned at
approximately 1:40 p.m.
