PROPOSAL #1: Hire 15 Part-time Corrections Officers
I, Warden Jeff Fewell, respectfully request the Washington County Prison Board approve an
inmate farm-out contract with Adams County at $90 per day. Adams County has a contract with
PrimeCare medical/mental/MAT health care. The primary purpose of this contract is to farm-out
female inmates to manage our population.
This contract is contingent pending Board of Commissioners approval.

The meeting of the Washington County Prison Board was held in public meeting room
G16 in Crossroads Center, 95 W. Beau St., Washington, Pennsylvania, with the following
members being present: Commissioners Nick Sherman and Larry Maggi; Judge John DiSalle;
Sheriff Anthony Andronas; Assistant District Attorney John Friedman for District Attorney Jason
Walsh; Controller Heather Sheatler. Also present were County Administrator Daryl Price;
Solicitor Gary Sweat; Deputy Warden Christopher Cain for Warden Jeffrey Fewell; Chaplin
Michael Pierson; Human Resources Director Andrea Johnston; Chief Clerk Cindy Griffin and
Administrative Assistant Debbie Corson; Deputy Sheriff Anthony Mosco; Major David
Coddington; Public Affairs Director Nicole Ford; Human Services Administrator Dr. John
Tamiggi and Deputy Administrator Tiffany Milovac; Administrative Assistants Heather Wilhelm
and Casey Grealish.
Mr. Sherman called the meeting to order at approximately 10:34 a.m. and Chaplin
Michale Pierson led the meeting with an invocation.
Mr. Sherman entertained a motion to approve Minute No. PB 09-16-25 dated
September 16, 2025.
Moved by Mr. Maggi to accept the minutes as written. Ms. Sheatler seconded the motion
to approve Minute No. PB 09-16-25 dated September 16, 2025.
The motion was carried with the Board signifying their approval by stating "Aye."

WARDEN'S REPORT
Deputy Warden Cain respectfully requested the Prison Board approve the hiring of the
following 15 candidates for part-time employment in the Washington County Correctional
Facility: Jacob Andirio, Maria Barone, Andrew Barreto, Malea Baxter, Corrine Brown, Bryn
Cooper, Asa Dent, Cory Foster, Anthony Johnston, Cynthia Mariano, Savana McGinley, Jerome
Nwabuogu, Shane Prevost-Bails, Emilia Sheaffer, and Isabella Sinkovec. The academy will start
on Monday, October 20, 2025. The employees will be in orientation the first day of employment
and report to the Correctional Facility on Tuesday, October 21, 2025.
