1. Planning—Grant Authorization
Planning Commission respectfully requests authorization to submit a grant request in
the amount of $1,464,000 under the Local Share Account Grant Program for the
continued rehabilitation of Exhibit Hall 1 at the Washington County Fairgrounds. The
total project cost is estimated to be $1,464,000. Application was submitted without a
match identified, but a typical 20% match would be approximately $300,000, and
would be derived from Fair Gas Lease and Act 13 Greenways monies.
2. Planning—Division Order
Planning Commission recommends approval of an amended division order with Range
Resources for the Harmon Creek C,Unit A 36H,with the decimal interest 0.00006930.

Human Resources respectfully requests the Board of Commissioners approve the renewal of
the DOT Drug and Alcohol Testing Consortium with the Washington Hospital Occupational
Medicine Center. The agreement provides drug and alcohol testing services for DOT-regulated
random lottery draws. The rates of the contract will remain the same and will be effective
January 1, 2026 through December 31, 2026.
Human Resources respectfully requests the Board of Commissioners approve the renewal of
the Share and Ride Program Consortium with the Washington Hospital Occupational Medicine
Center. The agreement provides drug and alcohol testing services for non-regulated random
lottery draws. The rates of the contract will remain the same and will be effective January 1,
2026 through December 31, 2026.
Human Resources respectfully requests the Board of Commissioners approve the renewal of
the current Employee Assistance Program (EAP) agreement with the Gateway Rehabilitation
Center doing business as Productivity Partners. The agreement provides counseling and work-
life services to all full-time employees and eligible family members. EAP services will be
compensated at an annual contract fee of $19,872.00. The effective date of this contract is
January 1, 2026 — December 31, 2026.
Human Resources respectfully requests the Board of Commissioners approve the new
Washington County E-mail Retention Policy. This policy outlines expectations for e-mail
retention for all County e-mail accounts.

2. Children and Youth Services - Memorandum of Understanding
Children and Youth Services is respectfully requesting the approval of a Memorandum of
Understanding with the Washington County Court of Common Pleas for the provision of
the Jobs Program for the period of July 1, 2025, through June 30, 2026,in the amount of
$340,400.00 and no additional county funds are required.
3. Children and Youth Services - Memorandum of Understanding
Children and Youth Services is respectfully requesting the approval of a Memorandum of
Understanding with the Washington County Court of Common Pleas for the provision of
the LEADER Program for the period of July 1, 2025, through June 30, 2026,in the amount
of$971,696.00 and no additional county funds are required.
4. Behavioral Health and Developmental Services —Community Based Care
Management Agreement
Behavioral Health and Developmental Services is respectfully requesting the approval to
enter into an agreement with Southwest Behavioral Health Management,Inc. for the
implementation of a Community Based Care Management program for the period of January
1, 2026, through December 31, 2026. The contract authorization amount is $225,800.00 and
no additional county funds are required.
5. Behavioral Health and Developmental Services Year-End Contract Adjustment
Behavioral Health and Developmental Services is respectfully requesting approval of the
following year-end contract adjustment agreement for the period July 1, 2024,through June
30, 2025. No additional county funds are required.

Airport Southside Taxiway Project.
This Change Order was reviewed and recommended by the Redevelopment Authority&
Gannett Fleming TranSystems.

Change Order No. 3 is a deduct of($100,742.40). This change order includes the
addition of work items EW-12 and balancing all the quantities to actual field
measured quantities brining the net project amount to $3,916,235.52.

Purchasing, on behalf of Joe Bendik,WC Project Manager,respectfully requests the Board
of County Commissioners approve the following change order for the Washington

Carnegie,PA. This will increase the amount of their current contract to $1,453,560.00 to be
funded from the Bond.

Change Order#2—Flowable fill (concrete).—$71,801.00
Note: This flowable fill (concrete) is required to fill the void between the existing
east wall and an unforeseen concrete wall that was not shown on any of the existing
drawings and during the due diligence that was performed (test pits and ground
penetrating radar).

Pursuant to Act 142, Senate Bill 1154, effective February 20,2001,Purchasing respectfully

vendors, as additional time is needed to evaluate the bid responses.

II. AGREEMENTS & CONTRACTS/LEASES
A. Professional Service Agreements
1.Public Safety-Emergency Networking
Purchasing, on behalf of Public Safety,respectfully requests the Board of Commissioners
approve a Service Support Agreement with Emergency Networking of Columbus,OH,
which permits EMS and Fire Departments to input, collect,store,share,report and otherwise
use data and the use of the Aldrin software platform to generate documentation and reports
for compliance,tracking and reporting purposes.

If approved,the proposed agreement would be in effect November 1,2025, for a twelve-
month period at a total cost of$3,145.00,which includes a onetime$750.00 Implementation
fee. The proposed agreement cost would be paid from Act 165 Funds.
2.Professional Services—Regroup Mass Communication
Purchasing, on behalf of Public Safety,respectfully requests the Board of Commissioners
approve a Software purchase for Reverse 911 mass phone notification with Regroup of
Dallas,TX,which permits Public Safety to utilize Geo Fencing in emergency situations,
including integration with Schools and to provide Entry QR Codes for 24-hour emergency
event notifications.
If approved,the proposed purchase would be in effect November 1,2025,for a three-year
period at a total cost of$47,750.00,paid from PEMA 911 Funds.
Note: This software will make us compliant with the PEMA 911 plan requirements.
3.Professional Services—Horizon Information Services,Glenshaw,PA
Purchasing, on behalf of Jason Theakston, Planning,respectfully requests the Board of
County Commissioners approve an Agreement with Horizon Information Services to
provide and install Security Cameras for Crosscreek and Mingo parks.
If approved,the total cost of$19,640.00(Cross Creek) and$17,090(Mingo)will be paid
from the Mingo Oil and Gas Account.
4.Addendum—Waste Management Dumuster Service—Beth Center Senior Center
Purchasing, on behalf of Aging Services,respectfully requests the Board of County
Commissioners approve a price reduction and extension with Waste Management PA,to
provide and service the dumpster for the center. The cost is reducing from over$300 dollars
per month to$101.00 per month with an$8.50 administrative charge.
This addendum will extend the term of the agreement one year and will be effective
November 1,2025,through October 31, 2026,with options to extend annually unless
otherwise terminated pursuant to a thirty-day written notice.

RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE COUNTY OF
WASHINGTON APPROVING AMENDMENTS AND REVISIONS TO THE
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM WHICH ARE
PART OF THE COUNTY'S CONSOLIDATED AND ANNUAL ACTION PLANS
WHEREAS, under Title I of the Housing and Community Development Act of 1974, as
amended,the Secretary of the U.S. Department of Housing and Urban Development is authorized
to extend financial assistance to communities for activities which will benefit low- and moderate-
income persons, eliminate or prevent slums or urban blight, or address other urgent community
development needs; and
WHEREAS, the County of Washington is an eligible grantee under the CDBG Program;
and
WHEREAS, in the course of administering the CDBG Program, certain Amendments and
Revisions are required for Fiscal Years 2018-2023; and
WHEREAS, the County of Washington has prepared the Amendments and Revisions for
the County's 2018-2023 Consolidated and Annual Action Plans; and
WHEREAS, the County of Washington has advertised a notice regarding its intention to
act upon the Amendments and has made them available for public review and comment prior to
the public meeting at which they are to be considered; and
WHEREAS, having given the citizens of Washington County an opportunity to make
known their position with regard to the Amendments and further having given thorough
consideration to their applicability to continued program implementation, the Board of
Commissioners of the County of Washington, Pennsylvania, wishes to approve the proposed
Amendments and Revisions.
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of the County
of Washington, Pennsylvania, that the Amendments and Revisions dated November 6, 2025 for
Fiscal Years 2018-2023 of the Community Development Block Grant Program which are part of
the County's Consolidated and Annual Action Plans are hereby approved and furthermore the
Chairman of the Board of Commissioners is authorized to execute on behalf of the County all
documents relating to the approved Amendments and Revisions.
