Beau St., Washington, Pennsylvania, with the following members being present: Commissioners Nick Sherman, Electra S. Janis and Larry Maggi; President Judge Valerie Costanzo; Sheriff Anthony Andronas; District Attorney Jason Walsh; and Controller Heather Sheatler. Also present were County Administrator Daryl Price; Solicitor Gary Sweat; Human Resources Director Andrea Johnston; Warden Jeffrey Fewell, Deputy Warden Christopher Cain and Chaplin Michael Pierson; Administrative Assistant Debbie Corson; Deputy Sheriff Anthony Mosco; Human Services Administrator Dr. John Tamiggi and Deputy Administrator Tiffany Milovac; Court Administrator Daniel Buzard; Public Affairs Director Nicole Ford and City of Washington Police Chief Steve Devenney. Mr. Sherman called the meeting to order at approximately 10:31 a.m. and Chaplin Michale Pierson led the meeting with an invocation. Mr. Sherman entertained a motion to approve Minute No. PB 09-30-25 dated September 30, 2025. Moved by Ms. Janis to accept the minutes as written. Mr. Magi seconded the motion to approve Minute No. PB 09-30-25 dated September 30, 2025. The motion was carried with the Board signifying their approval by stating "Aye." PUBLIC COMMENT None. BOARD'S RESPONSE None. WARDEN'S REPORT Warden Fewell reported, as of this morning, October 14, 2025, the facility had a population of 351 inmates. Title 37 Audit has concluded. The county has met all requirements and there won't be another audit for two years. In other Corrections news, Warden Fewell noted that the Pennsylvania Prison Society would be inspecting and auditing the facilities mail -in voting process on October 20-21, 2025. Warden Fewell requested the cancelation of Prison Board meetings scheduled for November 5, 2025 and December 1, 2025. The primary purpose of this contract is to farm -out female inmates to manage population. This contract is contingent pending Board of Commissioners approval. Mr. Sherman entertained a motion to accept the Warden's report as presented. Ms. Janis made the motion, and Mr. Maggi seconded it. The motion was unanimously carried with the Board signifying their approval by stating "Aye." BOARD DISCUSSION None. BILLS Ms. Sheatler presented to the Board for their consideration and approval of the bills dated October 14, 2025 in the amount of $255,509.24. A motion was made by Ms. Shetler and seconded by Ms. Janis, approving the bills dated October 14, 2025. The motion was carried unanimously with the Board signifying their approval by stating "Aye." OLD BUSINESS None. NEW BUSINESS President Judge Costanzo asked about the possibility of the doctor coming to the correctional facility on Tuesdays or Wednesdays, instead of Fridays, stating that it is hard for her to make informed decisions over the weekends as she doesn't have access to the necessary systems and there's not enough time. District Attorney Walsh and Sheriff Andronas agreed there is a lot of expense associated with keeping inmates over the weekend. Warden Fewell said medical provider PrimeCare is already addressing it and it will be changed.
