Chief Clerk respectfully requests the Commissioners approve the appointments of Daryl Price,
Adam Petris, Representative Tim O'Neal, Senator Camera Bartolotta, Mayor Gregory Garry,
Rachel Warner Welsh, Bill Nutt, Dan Ostrowski, Owen Pucel, and Mark Hrutkay, as the Chair of
the LSA Review Committee; Dan Harvey, Mike Lauderbaugh, Larry Maggi, Scott Berry, Gerry
Coleman, Dustyn Montgomery, John Johnson, Ron Sicchitano, Michael McLaughlin, Jeremy Rice,

Chief Clerk, on behalf of the Controller, respectfully requests the Commissioners approve an
agreement with Michael Clarke, Esq. to provide solicitor services for the Controller's office. The
agreement is in the amount of$300/month, will be effective January 1, 2026, and shall be
continuous until terminated by either party.
Chief Clerk respectfully requests the Commissioners approve to retain Gary L. Sweat, Esquire, and
Sweat Law Offices, which remains unchanged from the prior year in the amount of$185,000, as the
County Solicitor for 2026 effective January 1, 2026 through December 31, 2026.
Chief Clerk respectfully requests the Commissioners approve the substitute appointment of Michael
C. Cruny, Esquire, of Sweat Law Offices, as the HIPAA Privacy and Security Officer for
Washington County in the amount of$1,500/month. This agreement will be effective January 1, 2026
and will continue until otherwise terminated pursuant to a 30-day written notice.
Chief Clerk respectfully requests the Commissioners approve to retain the law firm of Peacock
Keller, in an amount not to exceed $220/hour, to represent the County in real estate transactions, title
examinations, issuance of title certification, and title insurance. In addition, Peacock Keller will
serve as special counsel in cases where the County Solicitor determines there to be a potential
conflict, ethical issue, or special circumstances.

Park, Ten Mile Creek Park, and the Panhandle Trail.
2. Planning—Courthouse Tours
Planning Commission recommends approval of a contract with the PA Trolley
Museum, Inc., to provide group tours of the Washington County Courthouse from
January 1, 2026, to December 31, 2026, at a cost of$4,000.
3. Planning—Division Order
Planning Commission recommends approval of an amended division order with Range

• This is a three-year contract that calls for a 3% annual raise in 2026, 3% annual raise in
2027 and 3% annual raise in 2028.

1.Bid Extension-Linen Supplies—Contract#011023-Linen Supplies
Purchasing respectfully requests the Board of County Commissioners extend the bid contract
for linen supplies for the Correctional Facility to Victory Supply LLC.,Mt Pleasant,TN
at their"per unit"costs submitted in their bid. We also seek permission to pursue pricing for
blankets as this was omitted from the original bid.
If approved,this contract will be effective January 1,2026,through December 31,2026,
with no remaining options to extend. This Contract has been recommended for extension by
the Correctional Facility, and the Purchasing Department.
2.Bid Extension-Electrical Service Contract#120622-ES
The Purchasing Department respectfully requests the Board of County Commissioners
extend the bid contract for Electrical Service Work to the following:
• Schultheis Electric,Latrobe PA

All work is to be done based on a"Time&Material"rate on an"as needed"basis. The bid
will also include hourly rates for emergency repairs on a time and material basis. This
contract was recommended for renewal by Justin Welsh,Building&Grounds,and the
Purchasing Department. If approved,this contract will be effective January 1,2026,through
December 31,2026,with no remaining options to extend.
3.Bid Extension-Fire Alarm Inspections, Contract 011723-FireAlarm
The Purchasing Department respectfully requests the Board of County Commissioners
extend the bid contract for Fire Alarm System Inspections and Repairs to Emcor
Services Scalise Industries,Lawrence,PA d/b/a S.A. Communale at the same per unit
cost,per inspection for County owned buildings.All repairs will be performed on an"as
needed"basis for time and materials.
If approved,this contract will be effective January 1, 2026, through December 31,2026,with
no remaining options to extend.
4.Bid Extension—Veteran's Flags—Contract#121322-FM
Purchasing,respectfully requests the Board of County Commissioners extend the bid
contract for Flags to Metro Flag Co.,Wharton NJ at their submitted unit price of
$0.83/flag.
If approved,this contract will be effective January 1,2026, through December 31, 2026,
with no remaining options to extend.
5.Electrical Supplies—Contract#111522-Electrical
Purchasing,respectfully requests the Board of County Commissioners extend the bid contract
for Electrical Supplies (Pick-up) for all Washington County Facilities to the The Hite
Company, Washington, PA, who was the lowest most responsive and responsible bidder
meeting requirements,based on their percent discount from catalog cost as submitted in their
bid proposals.
If approved,this renewal will be effective,January 1,2026 through December 31,2027,with
the option to renew for one additional two year period.All bid responses were reviewed and
recommended for award by Building&Grounds and Purchasing.
6. Bid Extension—Auto Parts—Contract#112520-Auto Parts
The Purchasing Department respectfully requests the Board of County Commissioners
extend the bid contract for Auto Parts to the following:
Smith's Auto Supply;Washington PA
This agreement has been recommended for extension by Justin Welsh, Building&Grounds,
W.C.Maintenance Garage,and the Purchasing Department. If approved,this contract will be
effective January 1,2026,through December 31,2027,with no remaining options to
extend.
7.Bid Extension-Drug Test Kits—Contract#121322-DTK
Purchasing respectfully requests the Board of County Commissioners extend the contract for
Drug Test Kits to Redwood Toxicology Laboratory,Inc., Santa Rosa, CA.,based upon
their per unit costs.
If approved,this renewal will be effective January 1,2026,through December 31,2026,
with no remaining options to extend,paid from their operating budgets.

IL PROFESSIONAL SERVICE AGREEMENTS & CONTRACTS
A. Professional Service Agreements
1. SAVIN Maintenance Agreement Renewal
Purchasing,respectfully requests the Board of County Commissioners enter into a Renewal
agreement with the PA District Attorneys Institute(PDAI) for the maintenance and
continuance of the PA Statewide Automated Victim Information&Notification
(SAVIN)program. The program was provided to the Correctional Facility through PCCD
(PA Commission on Crime&Delinquency)grant funds for the purposes of victim
notification. The SAVIN program automatically notifies a victim 24/7 of an offender's
escape, subsequent apprehension, date of release,work release, etc.
• PCCD will pay 100%of the maintenance and service fees for`2026 with no cost
incurred for Washington County. Washington County will pay 0%of the
maintenance fees. If approved,this agreement will be effective January 1,2026,
through December 31,2026.
Note: This agreement covers the Systems at both the Primary&Airport Locations.
2.Dryer—Curran Taylor-Correctional Facility
Purchasing, on behalf of the Correctional Facility,respectfully requests the Board of County
Commissioners approve an emergency purchase for the Washington County Correctional
Facility for Commercial Laundry Dryers Replacement from Curran Taylor,Inc.,
Canonsburg,PA.They were the lowest quote meeting all requirements.,at a total price of
$25,533.92 for two(2)Commercial dryers,advanced lint collection and installation—this
represents a 15%discount from the original proposed cost.
Funding will be from their budget to be reimbursed from the County's Insurance carrier
minus deductible.
3.Magisterial District 27-3-10 M.D.J Bruner Office Space Lease—Gross Industrial
Purchasing respectfully requests the Board of County Commissioners renew the office space
lease agreement with Gross Industrial Construction Co.Inc,Washington PA for MDJ
Bruner 27-3-10. If approved,the term of lease shall begin March 1,2026,and continue
through February 28,2031 with options to extend for one(1) additional five (5)year period.
5-year term—3/1/2026—2/28/2031 -$2,062.30/mth (15.09/sq ft)
5-year term—3/1/2031 —2/28/2036 - $2,123.80/mth(15.54/sq ft)
4. Gross Industrial Construction—Additional Space Leasing Addendum Amended
Purchasing,respectfully requests the Board of County Commissioners approve an addendum
to our existing office space lease with Gross Industrial Construction Co.Inc,Washington
PA for MDJ Bruner 27-3-10 for an additional 1,526 square feet of space at the below
listed cost.
If approved,the term of additional space addendum shall be renewed March V,2026,and
continue through February 28,2031,with options to extend for one (1)additional five(5)

year period unless terminated pursuant to the terms and conditions of our current lease. Lease
costs will be paid separately from our present lease via monthly payments at the costs below.

5.Wiring Services—Contract#100520-Wiring
Purchasing, on behalf of Carrie Fundy,Information Technology,respectfully requests the
Board of County Commissioners approve the 2026 hourly rate price list for Wiring
Services with Information Technologies Services, Carnegie PA.
All work is done on an"as needed"basis. If approved,this contract will be effective January
1,2026,through December 31,2026,w/option to extend for one additional one-year period.
6.Mats&Uniforms Service Agreement
Purchasing, on behalf of Building and Grounds,respectfully requests the Board of County
Commissioners approve an extension of our service agreement for the rental of floor
mats and uniforms with Cintas Corporation,Bridgeville PA at their submitted 2026"per
unit"costs.
The floor mats are for various county buildings and uniforms are for Building Maintenance&
Garage Staff as well as the Avella human services building. If approved,this extension will
be effective January 1,2026,through December 31,2026,with options to extend year to
year unless canceled by providing a thirty-day written notice.
7.MDJ 27-3-05 Cleaning Services—Are Human Services
Purchasing, on behalf of Court Administration,respectfully requests the Board of County
Commissioners extend a one-year office cleaning agreement for the new MDJ Office Space
at 3000 Park Place Drive Suite 106 with Arc Human Services,Canonsburg PA.
If approved,this agreement will be effective January 1,2026,through December 31,2026,
at a total estimated cost of$4,300.00/year representing the most cost-effective quote with
cleaning supplies included.
8.Worker's Compensation Services
Purchasing,respectfully requests the Board of County Commissioners approve an agreement
renewal with Excalibur Investment Services,Inc.,Scranton,PA to provide Worker's
Compensation Services at their 2026 rate schedule.
