Chief Clerk, on behalf of the Controller, respectfully requests the Commissioners approve an agreement with Michael Clarke, Esq. to provide solicitor services for the Controller's office. The agreement is in the amount of$300/month, will be effective January 1, 2026, and shall be continuous until terminated by either party. Chief Clerk respectfully requests the Commissioners approve to retain Gary L. Sweat, Esquire, and Sweat Law Offices, which remains unchanged from the prior year in the amount of$185,000, as the County Solicitor for 2026 effective January 1, 2026 through December 31, 2026. Chief Clerk respectfully requests the Commissioners approve the substitute appointment of Michael C. Cruny, Esquire, of Sweat Law Offices, as the HIPAA Privacy and Security Officer for Washington County in the amount of$1,500/month. This agreement will be effective January 1, 2026 and will continue until otherwise terminated pursuant to a 30-day written notice. Chief Clerk respectfully requests the Commissioners approve to retain the law firm of Peacock Keller, in an amount not to exceed $220/hour, to represent the County in real estate transactions, title examinations, issuance of title certification, and title insurance. In addition, Peacock Keller will serve as special counsel in cases where the County Solicitor determines there to be a potential conflict, ethical issue, or special circumstances. If approved,this renewal will be effective January 1,2026,through December 31,2026, with no remaining options to extend,paid from their operating budgets. 2 IL PROFESSIONAL SERVICE AGREEMENTS & CONTRACTS A. Professional Service Agreements 1. SAVIN Maintenance Agreement Renewal Purchasing,respectfully requests the Board of County Commissioners enter into a Renewal agreement with the PA District Attorneys Institute(PDAI) for the maintenance and continuance of the PA Statewide Automated Victim Information&Notification (SAVIN)program. The program was provided to the Correctional Facility through PCCD (PA Commission on Crime&Delinquency)grant funds for the purposes of victim notification. The SAVIN program automatically notifies a victim 24/7 of an offender's escape, subsequent apprehension, date of release,work release, etc. • PCCD will pay 100%of the maintenance and service fees for`2026 with no cost incurred for Washington County. Washington County will pay 0%of the maintenance fees. If approved,this agreement will be effective January 1,2026, through December 31,2026. Note: This agreement covers the Systems at both the Primary&Airport Locations. 2.Dryer—Curran Taylor-Correctional Facility Purchasing, on behalf of the Correctional Facility,respectfully requests the Board of County Commissioners approve an emergency purchase for the Washington County Correctional Facility for Commercial Laundry Dryers Replacement from Curran Taylor,Inc., Canonsburg,PA.They were the lowest quote meeting all requirements.,at a total price of $25,533.92 for two(2)Commercial dryers,advanced lint collection and installation—this represents a 15%discount from the original proposed cost. Funding will be from their budget to be reimbursed from the County's Insurance carrier minus deductible. 3.Magisterial District 27-3-10 M.D.J Bruner Office Space Lease—Gross Industrial Purchasing respectfully requests the Board of County Commissioners renew the office space lease agreement with Gross Industrial Construction Co.Inc,Washington PA for MDJ Bruner 27-3-10. If approved,the term of lease shall begin March 1,2026,and continue through February 28,2031 with options to extend for one(1) additional five (5)year period. 5-year term—3/1/2026—2/28/2031 -$2,062.30/mth (15.09/sq ft) 5-year term—3/1/2031 —2/28/2036 - $2,123.80/mth(15.54/sq ft) 4. Gross Industrial Construction—Additional Space Leasing Addendum Amended Purchasing,respectfully requests the Board of County Commissioners approve an addendum to our existing office space lease with Gross Industrial Construction Co.Inc,Washington PA for MDJ Bruner 27-3-10 for an additional 1,526 square feet of space at the below listed cost. If approved,the term of additional space addendum shall be renewed March V,2026,and continue through February 28,2031,with options to extend for one (1)additional five(5) 3 year period unless terminated pursuant to the terms and conditions of our current lease. The floor mats are for various county buildings and uniforms are for Building Maintenance& Garage Staff as well as the Avella human services building. If approved,this extension will be effective January 1,2026,through December 31,2026,with options to extend year to year unless canceled by providing a thirty-day written notice. 7.MDJ 27-3-05 Cleaning Services—Are Human Services Purchasing, on behalf of Court Administration,respectfully requests the Board of County Commissioners extend a one-year office cleaning agreement for the new MDJ Office Space at 3000 Park Place Drive Suite 106 with Arc Human Services,Canonsburg PA.
