Teen Dating Violence Awareness Month Domestic Violence Services of SWPA NEW BUSINESS: Chief Clerk respectfully requests the Commissioners approve the following board appointments: Farmland Preservation Board: the reappointment of Bill Iams as the Chairman; and Opioid Settlement Review Committee: the appointments of Dr. John Tamiggi, Dan Buzard, Teresa Cypher, Ed Zelich, Amy Podgurski-Gough, and Alisha Walz. Chief Clerk, on behalf of Public Safety, respectfully requests the Commissioners approve a facilities service agreement with PennWest University for the purpose of hosting pre-approved DHS/FEMA courses and trainings. This agreement will be effective January 1, 2026 through December 11, 2026 and no county funds are required. Chief Clerk respectfully requests the Commissioners approve an oil and gas lease between Washington County and Range Resources for property owned by the County in Jefferson and Hanover Townships, Washington County, Pennsylvania, consisting of 99.838 acres. Range Resources will pay the County a lease bonus payment of$3,000/acre, an additional unitization fee of $1,500/acre, and an 18.5% royalty from production. Chief Clerk, on behalf of the Redevelopment Authority of the County of Washington, respectfully requests the Commissioners approve the proposed amendments and revisions to the Community Development Block Grant (CDBG) program which is part of the County's annual action plan. Chief Clerk, on behalf of the Redevelopment Authority of the County of Washington, respectfully requests the Commissioners approve a commercial agreement and a land lease between Washington County and Hangar One, LLC and Friend Aircare, Inc., for the airport Hangar located at 620 Airport Road, Washington, PA. The term will be for 29'/2 years effective date of agreement through August 19, 2055. HUMAN RESOURCES INTEROFFICE, MEMORANDUM TO: CINDY GRIFFIN FROM: ANDREA JOHNSTON DIRECTOR OF HUMAN RESOURCES SUBJECT: AGENDA ITEMS FOR 2/17/26 MEETING DATE: FEBRUARY 10, 2026 Human Resources respectfully requests the Board of Commissioners approve an updated Military Leave of Absence Policy. This policy will be updated to allow employees on military leave the option to, upon request, extend military leave to a total of thirty (30) days in a fiscal year. Military employees can carry over unused miliary leave into the next fiscal year allowing them to accumulate up to thirty (30) days. COUNTY OF MILITARY LEAVE OF PAGE: 1 of 3 WASHINGTON ABSENCE POLICY Supersedes Policy Pennsylvania dated: June 16,2016 PURPOSE/SCOPE: This policy statement is being issued to establish guidelines for military leaves of absence and payment for Military Leaves for all Washington County employees. POLICY: I. During Active Duty A. For the first twelve (12) months that an employee is on Military Leave of Absence, the County shall provide the employee with the following: 1. Continued medical benefits that the employee had prior to his/her Military Leave. Health and pension plan coverage for service members shall be provided in accordance with the Uniformed Services Employment and Reemployment Rights Act (USERRA). After 12 months, individuals may elect to continue employer sponsored health care for up to an additional 24 months; however, the employee will be required to pay up to 102 percent of the full premium. In the event a change in benefits would occur to a similarly situated employee not on leave, like benefits would be provided. 2. Continued life insurance that the employee had prior to their Military Leave. In the event a change in benefits would occur to a similarly situated employee not on leave, like benefits will be provided. 3. Payment on a bi-weekly basis of the difference between what the employee earned as of his/her last day in the County position and what he/she receives as military compensation, as determined by the salary earned after the first thirty (30) days. From this payment, the County shall deduct the employee's retirement contribution, based upon the employee's County salary and any applicable taxes. USERRA clarifies pension plan coverage by making it explicit that all pension plans are protected. B. Seniority and all rights related thereto shall accrue during all the time an employee is on Military Leave of Absence. After Active Duty The period an individual has to make application for reemployment or report back to work after military service is based on time spent on military duty. For service of less than 31 days, the service member must return at the beginning of the next regularly scheduled work period on the first full day after release from service, taking into account safe travel home plus an eight-hour rest period. For service of more than 30 days but less than 181 days, the service member must submit an application for reemployment within 14 days of release from service. For service of more than 180 days, an application for reemployment must be submitted within 90 days of release from service. Upon completion of the above, the County shall provide the employee, within seven (7) days, their previous County position or a comparable position, if the previous position is unavailable. PROCEDURE Employees requesting military leave should submit a copy of their orders to their supervisor as soon as they receive the orders, so that operating requirements can be adjusted to accommodate the employee's absence. If orders cannot be produced before the employee takes leave, they will have 30 calendar days to submit them. The Pennsylvania Military Leave of Absence Act requires that employers pay up to 15 days of Military Pay. The act states that military members are eligible for paid leave when they are "engaged in training or other military duty under orders authorized by Federal or State law." If an employee cannot provide signed and/or official orders then there is no payment obligation by the County. In this case, employees can use all or some of their vacation pay. Upon receipt of extended military orders, the County may, upon request, extend military leave to a total of thirty (30) days in a fiscal year. Military employees can carry over unused military leave into the next fiscal year allowing them to accumulate up to thirty (30) days. MISCELLANEOUS This policy shall be consistent with the Uniformed Services Employment and Reemployment Rights Act (USERRA). Insofar as any provision hereunder is inconsistent with USERRA, said statues shall supersede this policy and be absolutely controlling. This Operating Agreement is a requirement from the State to maintain ID/A oversight in Washington County. No county funds are required. 3. Human Services—Provider Agreement Human Services respectfully requests approval to enter into a provider agreement with The Union Mission for housing and supportive services for homeless individuals and families for the period of October 1, 2025—September 30, 2026. RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE COUNTY OF WASHINGTON APPROVING AMENDMENTS AND REVISIONS TO THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM WHICH ARE PART OF THE COUNTY'S CONSOLIDATED AND ANNUAL ACTION PLANS WHEREAS, under Title I of the Housing and Community Development Act of 1974, as amended,the Secretary of the U.S. Department of Housing and Urban Development is authorized to extend financial assistance to communities for activities which will benefit low- and moderate- income persons, eliminate or prevent slums or urban blight, or address other urgent community development needs; and WHEREAS, the County of Washington is an eligible grantee under the CDBG Program; and WHEREAS, in the course of administering the CDBG Program, certain Amendments and Revisions are required for Fiscal Years 2022-2025; and WHEREAS, the County of Washington has prepared the Amendments and Revisions for the County's 2022-2025 Consolidated and Annual Action Plans; and WHEREAS, the County of Washington has advertised a notice regarding its intention to act upon the Amendments and has made them available for public review and comment prior to the public meeting at which they are to be considered; and WHEREAS, having given the citizens of Washington County an opportunity to make known their position with regard to the Amendments and further having given thorough consideration to their applicability to continued program implementation, the Board of Commissioners of the County of Washington, Pennsylvania, wishes to approve the proposed Amendments and Revisions. NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of the County of Washington, Pennsylvania, that the Amendments and Revisions dated February 19, 2026 for Fiscal Years 2022-2025 of the Community Development Block Grant Program which are part of the County's Consolidated and Annual Action Plans are hereby approved and furthermore the Chairman of the Board of Commissioners is authorized to execute on behalf of the County all documents relating to the approved Amendments and Revisions.
