NEW BUSINESS:
Chief Clerk requests the Commissioners approve the appointment of Jeffrey Alvarez to the
Southwest Corner Workforce Development Board (SWCWDB).
Chief Clerk requests the Commissioners approve a Letter of Authorization, from Washington
County, for Jeff Parthemore, from Tower Services Unlimited, Inc., and Scott Hartman, from
Mission 1 Communications, to act on behalf of the County for the limited purpose of coordinating
and completing utility service establishment and related administrative actions for the County's
radio communication sites and support of the public safety radio system. This authorization is
effective March 17, 2026 through March 17, 2027, unless revoked in writing by Washington County
prior to that date.

Human Resources respectfully requests the Board of Commissioners approve an Artificial
Intelligence (AI) policy. This policy is intended to protect employees, residents, and the County
while enabling appropriate and beneficial uses of Al to support County services, efficiency, and
decision -making.
Human Resources respectfully requests the Board of Commissioners approve a Web
Accessibility Policy. This policy outlines the County's mission to support website accessibility for
all persons.
Human Resources respectfully requests the Board of Commissioners approve an updated
Business Continuity and Disaster Recovery Policy. This policy will be updated to reflect
personnel changes since the policy inception date.
Human Resources respectfully requests the Board of Commissioners accept the contract
between the County of Washington and the National Correctional Employees Union (NCEU)
Local 132. The contract is effective from January 1, 2026 through December 31, 2028.
• This is a three-year contract that calls for a 3% annual raise in 2026, 3% annual raise in
2027 and 3% annual raise in 2028.

1. Construction Services — Contract #053023-GC
Purchasing, on behalf of Joe Bendik, WC Project Manager, respectfully requests the Board
of County Commissioners approve the Revised work below for the 911 Annex Ramp and
Door with our contracted vendor Stonemile Group, Inc., Canonsburg, PA at a total cost of
$87,517.05. This amount will be refunded to The County in the form of a project credit from
Adamo. This scope of work will be aligned with a deduct of $88,000.00 from Adamo Group.

II. AGREEMENTS & CONTRACTS
A. Professional Service Agreements
1. Washington County Correctional Facility - County of Allegheny Agreement
Purchasing, on behalf of Jeff Fewell, Warden, respectfully requests the Board of County
Commissioners enter into an agreement with the County of Allegheny for the provision of
housing adult offenders on an as needed basis as per the contract conditions including $177.81
per inmate, per day, plus medical expenses to be paid from their Operating budget. If approved,
the term of this Agreement shall be from April 1, 2026, to May 30, 2027, unless sooner
terminated.
NOTE: THIS SERVICE FOR THE CORRECTIONAL FACILITY IS CONTINGENT
UPON PRISON BOARD APPROVAL.
2. Professional Services — Capital Area Communications
Purchasing on behalf of the Public Safety department, respectfully requests the Board of
County Commissioners approve their joining the Western Counties Regional Emergency
Group (WestCORE), a regional group formed to create cooperative agreements in acquiring
and implementing 911 technologies to include 911 emergency phone equipment. Funding
will be 100% PEMA.
Background information:
Joining this group will allow Washington County to shift PEMA funding from the 83% fund
to the 15% fund to help cover implementation and ongoing maintenance of a shared phone
system.
WestCORE is formed from counties in Western Pennsylvania to promote and establish a
formal cooperative arrangement in the provision of 9-1-1, including, but not limited to,
procurement, operations, maintenance, management, and emergency restoration of a public
safety regional network. Initial WestCORE Member Counties are Allegheny, Armstrong,
Butler, Cambria, Fayette, Greene, Indiana, Lawrence, Mercer, Somerset, Venango, and
Westmoreland. The primary purpose of WestCORE is to guide the development of long-
range public safety network plans, to perform monitoring of system operations, and to
develop and support interoperability processes and procedures. The public safety network,
known as an Emergency Services Internet Protocol (IP) network (ESInet), will enable the
sharing of resources and will position WestCORE members for Next Generation 9-1-1 (NG9-
1-1).
III. DONATION
A. Donation Resolution

The Purchasing Department, as per Section 1805 of the County Code governing the sale or
disposition of personal property of the County, respectfully requests the Board of County
Commissioners authorize the resolution for the donation of A 2014 Dodge Durango from
the DA'S Office to be utilized by Monongahela City Police Department who has

completed the "Application to Receive Donations" application and have met all required
criteria.
III. PA STATE CONTRACT/ COSTARS
A. COSTARS/DGS
Purchasing respectfully requests the Board of County Commissioners approve the following
purchases from the PA State Contract. All items are being purchased from the PA State.

1. State Contract #440002588 ArcGIS Software Maintenance Exy. 6/30/27
Purchasing, on behalf of Carrie Fundy, Information Technology, respectfully requests the
Board of County Commissioners approve the payment of software maintenance from
Environmental Systems Research Institute (ESRI), Redlands, CA in the amount of
$60,733.00.
This maintenance is for the software to maintain and update the GIS software utilized by
Public Safety, Tax Assessment, and Planning. The maps developed through this software are
the foundation of the computer aided dispatch system. Funding for this support is paid at a
split between Public Safety, Tax Assessment, and Planning. The proposed purchase is in
accordance with the pricing on the PA State Contract and therefore does not require bidding.

This project will involve the following sewer and water improvements:
• Removal and replacement of approximately 2501f of sewer pipe along Ash Street between Oak
Street and Hill Street.
• Separation of the sanitary sewer and storm sewer waters along Ash Street between Oak Street
and Hill Street by installing a new 8-inch sanitary sewer line.
• Removal and replacement of approximately 1,0601f of water lines along Third Street between
Beeson Avenue and First Street.
