training and all travel -related fees, within the rules of the county's travel policy, for Deputy Coroner
B.J. McKay to attend a seminar on April 24, 2026 in Johnstown, PA. The cost of the seminar is $80
and will be paid from the coroner's operating budget.

SUBJECT: Agenda Meeting —April 13, 2026
1. Liquid Fuels — Cross Creek #33 Supplement Number 1
Planning Commission respectfully requests the Commissioners approve the
Supplement Number 1 document for the Cross Creek #33 Bridge Replacement Project.
The change is required to account for the replacement being completed in half -width
construction to allow for semi -trailer deliveries to businesses along County Park Road.
The revision will increase the cost by $43,954.56 for a total project cost of $463,442.23,
which is 100% federally funded.

Finance, on behalf of Probation Services, respectfully requests the Board of Commissioners
approve a renewal grant agreement with the Commonwealth of Pennsylvania, Juvenile Court
Judges Commission for the juvenile probation services grant program. The agreement is in the
amount of $250,889 and will be for the period of July 1, 2025, through June 30, 2026. No county
funds are required.
2. Finance, on behalf of Public Safety, respectfully requests the Board of Commissioners approve
and ratify applications for the 2026-2027 HMRF, RERF, and HMPG Grants. These grants are for
Hazardous Materials Response, Radiological Response, Hazard Mitigation, and Emergency
Planning with no county funds being required.

1. RFP Award - #033026-MHTH RFP — Mental Health Association
Purchasing, on behalf of BHDS, respectfully requests the Board of County Commissioners award
the RFP for Mental Health Transitional Housing to the Mental Health Association of
Washington County, at an estimated implementation timeline of fifty days and an estimated total
cost of $321,530.00
If approved, this contract will be effective on the Date of Award through completion of the project
defined scope of services. This RFP has been recommended for award by Jennifer Scott,
Administrator for Behavioral Health and Developmental Services.
2. RMC Sanitation/RC Concrete - Construction Materials Quote Award (No Bid Twice)
Purchasing, on behalf of Planning and Administration, respectfully requests the Board of County
Commissioners award the quote received following two bids with no submissions for Washington
County Panhandle Trail, Burgettstown Borough Parking Lot Improvements to RC Concrete of
Burgettstown PA at their submitted total price of $40,565.00 for retaining wall blocks and delivery.
B. BID/RFP Contract Extensions
1. Bid Extension — Dam Diagnostics and Repairs — Contract #041624-Dam Repairs
Purchasing, on behalf of Planning, respectfully requests the Board of County Commissioners extend
the bid contract for the Washington County Dam Diagnostics and Repairs Bid under Contract
#041624-Dam Repairs to ENVIROSCIENCE Inc. of Stow, Ohio.
If approved, this agreement will be effective May 1, 2026, through April 30, 2027, with options to
extend for an additional (2) two (1) one-year periods unless otherwise terminated pursuant to the
agreement.
2. Bid Extension — Office Supplies — Contract #032421-OS
Purchasing, respectfully requests the Board of County Commissioners extend our current bid contract
for Office Supplies according to their catalog rates and submitted discounts to the following vendors:
■ WB Mason Co, Inc., North Versailles PA
■ HiTouch Business Services LLC, LaVergne TN
If approved, this contract will be effective May 1, 2026, through April 30, 2027, with no remaining
options to extend. This extension is in accordance with the terms and conditions of the original
contract.
3. Bid Extension -Vehicle Repairs & Maintenance - 032624- Vehicle R-M
Purchasing, on behalf of Justin Welsh, Director of Building & Grounds, respectfully requests the
Board of County Commissioners extend the award of bid section I., III., and IV. for Vehicle
Repairs & Maintenance — Body Repair Work, to Powell's Auto Body, Bentleyville PA. This
award will include the following bid sections:

III. Body Repairs - $61.00/hr. - $44.00/hr. material

Purchasing, on behalf of Human Services, respectfully requests the Board of County Commissioners
authorize the advertising for Homeless Assistance programming proposals.

Purchasing, respectfully requests the Board of County Commissioners authorize the advertising for
new entrance signage to all County parks.
3. Bid — Dumpster/Waste Removal Services
Purchasing, respectfully requests the Board of County Commissioners authorize the advertising for
bids for County Campus dumpster and waste removal services.
4. Bid — Office Security Panels
Purchasing respectfully requests the Board of County Commissioners authorize the advertising for
bids for office security panels.

Purchasing respectfully requests the Board of County Commissioners authorize the advertising for

D. Change Order
Purchasing respectfully requests the Board of County Commissioners approve the following change
orders.
1. Change Order #1— Tower Demolition Set Bid - #030425-CHS Demo
Purchasing, on behalf of Joe Bendik, WC Project Manager, respectfully requests the Board of
County Commissioners approve the following deduct change order for the Washington County
Courthouse Square Demo Project with Adamo Demolition Company Inc., Detroit, MI. This will
decrease the amount of their current contract to $1,467,550.00.
This Change Order has been reviewed and recommended by Joe Bendik, Project Manager and Mike
Gorman, NAI Burns Scalo.
Change Order #1 Deduct — Remove Scope Renovations to 911 Annex ($88,150.00)
II. AGREEMENTS & CONTRACTS
A. Professional Service Agreements
1. Cloud Services
Purchasing, on behalf of Information Technology, respectfully requests the Board of County
Commissioners approve a 12-month renewal agreement with 1 Path Managed Services, LLC
("Red Helm"), Pittsburgh PA, for the provision of the following Services to be funded from the IT
Operating Budget.
If approved, the monthly costs are as follows:
• $55.40/20 Internet Bandwidth
• $300.00/Silver Level Storage (3000 .10 each)
• $1,518.72/Mail Store E-Mail Archiving per Mailbox/License Only
• $2,280.52/Proofpoint E-Mail Security Advanced per Mailbox/Email Security and Encryption
2. Professional Services — Attorney Consultant
Purchasing on behalf of the Public Defender's Office, respectfully requests the Board of County
Commissioners approve an agreement with Attorney Dennis P. Popoj as, Washington, PA for the
purpose of working on appeals and other writing/research assignments for up to 10 hours a week at
the rate of $75.00 per hour. Services will be funded from PCCD Grant monies.
3. Professional Services — Batterman Engineering LLC — District Attorney
Purchasing on behalf of the District Attorney's Office, respectfully requests the Board of County
Commissioners approve an agreement with Batterman Engineering LLC of Cherry Hill NJ for
the purpose of working on forensics, accident reconstruction, biomechanics and file reviews at the
submitted hourly rates of $500/hr. for Ph.D. level review and service and $300/hr. for M.M.E level
review and services with additional allowable expenses with approval for filing and data storage.
If approved, this agreement will be effective from the Date of Approval through December 31, 2026,
and shall be paid from the District Attorney's Operating Budget.
4. Professional Services — McMillen Engineering Inc., FCC Roof Bid Specifications
Purchasing on behalf of the Court Administration, Probation and Buildings & Grounds,
respectfully requests the Board of County Commissioners approve an agreement and scope of
work with McMillen Engineering Inc., of Uniontown PA for the purpose of developing full
Construction/Bid Specifications and Engineering in the efforts to bring full repairs to the FCC Roof.
The total costs to the County will be $33,950.00 for all specifications, construction oversight and bid
negotiating/RFI responses.
If approved, this agreement will be effective from the Date of Approval through completion of the
construction phase.
5. Lenovo Financial Services
Purchasing, on behalf of Information Technology and the District Attorney, respectfully
requests the Board of County Commissioners approve an equipment lease under our master
service lease with Lenovo Financial Services of Jacksonville, FL for the purpose of obtaining 8
laptop devices (ThinkPad T16 Gen 4) for the District Attorney's office.
If approved, the minor equipment lease agreement will be in effect for a term of 36-months at a
monthly cost of $314.13. To be funded from the DA operating budget.

This project involves the construction of a rain garden and 530 if of stream bank restoration along an
Unnamed Tributary to Chartiers Creek. Completion of the project will reduce flooding and sediment
collection by providing an area for water to be stored in the rain garden as well as a better path for water
to flow.
